Haukaas, Linda Bailey, Linda Jorgenson, Karlan Williams
Absent: Julie Newago, Hans Veenendaal

3:15 Andrew called the meeting to order.
Linda B. pointed out a typo in the minutes from the October 8th meeting: On September 23rd…;
therefore, putting the start of for the CCS...; Anita made a motion to accept the minutes with the
correction; Karlan seconded. Motion carried.
A letter from Andrew and Val was presented to the Committee, accepting the changes proposed at the
October 8th meeting. A copy of this letter will be available to the Committee at the December 10th
meeting.
o Joan H motioned to accept the response from Andrew and Val; Sheila H seconded. Motion
carried.
Committee was updated on the status of the application process:
o Separate Plan and Policies were created for both Ashland and Bayfield County and submitted to
the State;
o State still unsatisfied with the changes; State officials will be coming to the area the end of
November to provide technical assistance to the counties to help clarify some of the State’s
issues.
Counties will check to see if it is possible for Committee members to join when the
officials are here to observe and possibly ask questions.
It is hopeful that an official can attend a Committee meeting to provide assistance on
the exact roles of the Committee and Quality Assurance at a future meeting date.
o A hopeful start date has been pushed back to January 2015; provides time to not only get the
Plan and Policies in order, but also develop relationships with additional vendors to provide
more services to those participating in the CCS program.
3:30 Rick Whiting arrived.
Additional Committee members will be added: a representative from both the Bad River and Red Cliff
tribes; with this addition, will need to also add a participant to keep the ratio correct. This can be a
participant from either County.
o Will need State clarification on who a participant constitutes as; as the Plan and Policies read, it
would be a participant, or be eligible for, in the CCS program; however, State statute regarding
the CCS program calls for just consumers.
o Concern was raised about bringing new members in now, as it may be difficult to get them up
to speed on the Committee progress.
Martha made a motion to review and make suggestions to the new Plan and Policies after the State
has provided the counties with technical assistance. Rick seconded. Motion carried.
4:00 Sheila made a motion to adjourn the meeting; Linda B seconded. Motion carried.
Future meeting dates and locations for the Committee are as followed:
