Ashland and Bayfield County Regional Coordination Committee
October 12, 2015 held at New Horizons North
Members Present: Linda Bailey (A), Karlan Williams (B), Anita Haukaas (B), Sheila Hoerich (A),
Julie Newago (B), Val Levno (At-Large)
Members Absent: Martha Scott (Ashland Chair), Hans Veenendaal (Bayfield Chair), Linda
Jorgenson (B), Rick Whiting (A), Joan Haukaas (A)
Other: Megan Luger, Nicole Gurnoe, Kari Williams
At 4:10, Karlan W called the Regional Coordination Committee to order.
Minutes from the July 2015 meeting were reviewed. Edits included the date of minutes.
Val motioned to accept the minutes with the correction. Linda B seconded. All for,
motion carried.
Tabled item from July 2015 meeting:
o Robert’s Rule of Order: Karlan will be sending members a hand out regarding
Roberts Rule of Order. At the next meeting, the handout will be included in the
meeting packet for members to review.
The Ashland and Bayfield County members created a joint committee to draft a letter to
the State, requesting the separate committees join and meet as just the Regional
Committee. Attendance issues has resulted in many tabled items as well as the Counties
share services which means they share in concerns. Linda J drafted a letter. Linda B
motioned to accept the letter and submit it to the State after participants sign. Sheila
seconded. All for, motion carried.
o Sheila H, Julie N, and Karlan W all signed the letter and it was respectfully
submitted to Mark Hale for review and decision.
Sheila H motioned to accept Nicole Gurnoe as the Red Cliff Tribal Representative. Julie
seconded. All for; motion carried.
Anita H motioned to accept Kari Williams as an appointed Member at Large. Nicole
seconded. All for, motion carried.
The State recommended the Committees to meet monthly. Kari motioned for the
Committee to begin meeting monthly. Discussion on the topic included:
o Meeting quarterly means there are many things to discuss and items are
frequently getting tabled to make it through important agenda items.
o It is difficult to remain productive when meeting monthly as there are fewer
things to discuss.
o Meeting every other month may be difficult to compile accurate data to reflect
the changes in program totals.
o There is a concern for attendance no matter how often the committee meets;
however, meeting on an every other month schedule may create room for
presentations from providers and participants while maintaining productivity.

Coordination meeting
o Karlan seconded the motion to move to a monthly meeting schedule. None were
for, all opposed. Motion did not pass.
Linda B motioned to move the Committees to an every other month meeting schedule.
Sheila seconded the motion. All for, motion carried. The Regional as well as each County
will now be meeting every other month.
The Committee also discussed moving the location of the meeting to make it easier for
members to attend. Anita will look into availability of the Bayfield County conference
room for future meeting.
The next meeting will be held on Tuesday, December 8th from 3:00-5:00 at the New
Horizons North Ashland office. The Committee also set the next meeting after that to
February 9th from 3:00-5:00 to be held either at New Horizons or in Bayfield County,
depending on availability of conference room.
Val motioned to adjourn, Sheila seconded. All for, motioned carried.
