HomeMy WebLinkAboutComprehensive Community Service Committee - Minutes - 7/9/2019 Bayfield County Comprehensive Community Service (CCS) Meeting Conference Room A– Bayfield County July 9, 2019 Members Present: Cheryl Hanson, Thomas Mittlestaedt, Linda Jorgenson (arrived at 2:35) Members Excused: Nicole Gurnoe, Karlan Williams, Andrew Austin Others Present: Terry Barningham, Val Levno, Elizabeth Skulan, Sarah Traaholt, Dawn Winquist, Joan Haukaas Call to order and Introductions Mittlestaedt called the meeting to order at 2:35 p.m. Introductions made. Discussion and Possible Action: Review of the June 11, 2019 Meeting Minutes CCS Program Transition Status Report – CCS Administrator Val Levno Levno presented an overview on the transition from New Horizons North to the counties. Service Facilitators have completed an enormous amount of work since the transition. Levno is working on increasing services from existing providers and recruiting new providers. Providers have hired three new service array staff and Levno believes they are close to being fully staffed for current enrollment. Streamlining forms and Medical Information System (MIS) program for a more efficient process. Training incentives are offered to providers by the County. Marketing and outreach is in beginning phase. Meeting with CESA and Drummond School teachers on August 29th regarding CCS and services offered to children. Review Program Report Program report reviewed. Discussed children aging out and transitioning into to adult services. Continuing to take part of the regional zero suicide project. The focus now is on engaging providers. Reviewed participant story. No action, due to lack of a simple majority. Children Services Two of the three new array staffed hired recently will provide children’s services. One individual was hired by Lori Knapp, Inc., the other by Headwaters, Inc. Discussion and Possible Action: Review and discuss joint agenda format Mittlestaedt presented a sample of a joint agenda handout to the group. Using a joint agenda and minutes, with separate actions, was discussed. New Business Levno reported that the brochures for adults are being updated. Levno will contact Heart Graphics to get more information on the process for updating the children’s brochure. Opportunity for Public Comment (Limit 3 minutes) Winquist requested an update on June CCS participant meeting. Despite mailings and phone calls to participants, Bayfield County’s meeting was not well attended. Economic Support Manager, Jeanine Spuhler, attended the meeting and was able to respond to questions about public assistance programs. Skulan reported that two individuals attended the Human Services 2020 Budget Public Hearing to voice their concerns about the CCS program. Other (Informational Items) Reviewed article on Douglas County and overage on 2019 budget due to projected deficit in the cost of mandated services. Since CCS is a voluntary program, is not mandated, and requires an investment of startup dollars and ongoing county levy Douglas County has determined that they will no longer pursue implementing Comprehensive Community Services at this time. Discussion and Possible Action: Recommendations that should be forwarded to the Regional Coordination Committee for consideration Douglas County will be invited to attend the CCS Regional meeting on August 13, 2019. Their withdrawal from implementing the program will be on the agenda. No action was taken. Future Meeting Dates Tuesday, August 13, 2019 at 2:30 p.m. – Ashland County Community Programs 511 West Main Street, Ashland; Tuesday, August 13, 2019 at 4:00 p.m. CCS Ashland and Bayfield Counties Regional meeting - same location. No action due to the lack of a simple majority. Future meeting dates will be discussed at August meeting. Motion to adjourn.
