HomeMy WebLinkAboutComprehensive Community Service Committee - Minutes - 10/8/2019 Bayfield County Comprehensive Community Service (CCS) Meeting Conference Room A– Bayfield County October 8, 2019 Members Present: Tom Mittlestaedt, Andrew Austin (left at 3:20 p.m.), Karlan Williams, Elizabeth Skulan (proxy for Cheryl Hanson) Members Absent: Linda Jorgenson, Red Cliff Representative Others Present: Terry Barningham, Laura Compton, Nancy Schouten, Joan Haukaas (arrived at 2:37 p.m.) Val Levno, Sarah Traaholt, Dawn Winquist (left at 3:57 p.m.), Jayme Tamble Call to order and Introductions Williams called the meeting to order at 2:45 p.m. Introductions made. Discussion and Possible Action: Review of the June 11, July 9 and August 13, 2019 Meeting Minutes. Discussion and Possible Action: Plan and Policy Update Simplified Robert’s Rules of Order Reviewed Robert’s Rules of Order. Bayfield County requires all committees to follow Robert’s Rules. Robert’s Rules promotes a structured, respectful and official meeting environment. The process was discussed. Agendas are distributed one week before a meeting. Agendas can be modified no later than 24 hours before the meeting, although it was noted that this is not best practice. Any members can request that an item be placed on the agenda beforehand. Chairman must recognize speakers and give them the floor. Motion by Skulan to approve June 11, July 9, and August 13, 2019 minutes, seconded by Mittlestaedt. Motion carried. Motion by Skulan to postpone Plan and Policy Update, seconded by Mittlestaedt. Motion carried. Scope and Responsibilities of the CCS Coordination Committee Levno presented a Coordination Committee Overview including rules on: Coordination Committee Membership Wis. Admin code DHS 36.09, CCS Coordination Committee responsibilities; 2019 and 2020 topics and trainings. Levno reported that the CCS focus is currently on completing: 2019 satisfaction surveys; 2019 CCS quality improvement plan evaluation; and 2019 six-month surveys. Coordination Committee members will receive orientation and training related to the roll of the committee. CCS Statewide meetings are held in the Spring and Fall each year. In some instances, Bayfield County can pay for Coordination Committee members travel expenses to attend. A training regarding Person-Centered Planning will be presented by WI Dept. of Health Service, Division of Care and Treatment Services at WITC in Ashland on November 5th. Contact Levno for more information. CCS Program Transition Status – CCS Administrator, Val Levno Levno presented the program report. There were five intakes in Bayfield County for the second quarter. Handout included intakes, discharges, referrals closed, referrals pending, and referrals received. Referrals may come from anywhere. Recently, referral sources have included: Wellness and Recovery court, Essentia Health, and Memorial Medical Center Behavioral Health Unit (BHU). Levno reported that she is working on a structure for discharge exit interviews. Ashland CCS Building hours of operation have changed to 9:00 a.m. – 4:00 p.m. Monday through Friday. Levno reported as requested at the previous regional meeting, a list of current providers was included in the meeting packets. Review Program Report Program report reviewed. Children Services Chequamegon Counseling/Brittany Kuka is new provider who is providing services in Drummond, Ashland, South Shore schools. She is in the process of setting up services in the Washburn school. North Country Independent Living has hired a female Certified Peer Specialist. They are still in the process of recruiting a male specialist. There is still a need for additional Service Array Staff. Headwaters and Lori Knapp, Inc. have recently hired staff. This will help. Discussion and Possible Action: New Business A. Bayfield County is working on edits to the Adult and Youth CCS Brochures. Will bring a draft to the next meeting. B. Schouten wrote a draft letter to CCS participants inviting them to attend the CCS Coordination Committee meetings or to connect with committee members if there are questions or concerns, they would like addressed at the meetings. Suggestions for edits were made. Once edits are complete, the letter can be distributed. Opportunity for Public Comment (Limit 3 minutes) None Other (Informational Items) Schouten asked about the Management Information System (MIS) is and the CCS billing process. Vendors who enter their notes into the MIS system directly will generally be compensated faster since Medicaid (MA) is billed through the MIS system. Invoices that are submitted to CCS office must be entered into the MIS system prior to payments being issued. Future Meeting Dates Per the current plan, quarterly meetings are required for both the local Bayfield County and the Regional CCS committees. Future meetings are: Tuesday, January 14, 2020 at 2:30 p.m. – Ashland County Community Services Programs Downtown Building Tuesday, April 14, 2020 at 2:30 p.m. – Bayfield County Courthouse Conference Room A Williams motioned to adopt edits to letter and mail to CCS participants, seconded by Mittlestaedt. Motion carried. Williams motioned to move all meetings back to the quarterly schedule, seconded by Mittlestaedt. Motion passed.
