HomeMy WebLinkAboutComprehensive Community Service Committee - Minutes - 10/12/2021Bayfield County Comprehensive Community Services (CCS) (Held Via Zoom) October 12, 2021 BCCS Members Present: Thomas Mittelstaedt, Sandra Notzke, Dale Irwin, Elizabeth Skulan for Tom Croteau Members Excused: Lorna Gamble – Red Cliff CCS Members-At-Large: None Others Present: Heather Gilbertson, Kristine Meyer Vocational Rehabilitation Specialist at DVR, Katey Perkkio DVR, Dan Grady, Becky Luebke, Terry Barningham, Josh Gilbert, Jan Kupczyk, Bad River Tribal Representative (ACCS), Colleen Grand, Val Levno Call to order and Introductions: Mittelstaedt called the meeting to order at 12:30 p.m. Roll Call: Roll call was taken. Discussion and Possible Action: Review and approval of the July 13, 2021, meeting minutes. Division of Vocational Rehabilitation presentation-McKenzie Anderson • DVR is a federal/state program designed to help people with disabilities obtain, maintain, and advance in employment. • DVR provides employment services and counseling to people with disabilities; provides or arranges for services to enable an individual to go to work; and provides training and technical assistance to employers regarding disability employment issues. • Steps in the DVR Program: referral, orientation, application, intake, eligibility. This process can take 60 to 90 days to get a plan in place. • DVR partners with Stout Vocational Rehabilitation Institute (SVRI). • Staff assess seven areas of interest: functional area-mobility, communication, self-care, self-direction, interpersonal skills, work tolerance, and work skills • Individual Plan for Employment (IPE) must be written within 90 days after an eligibility determination. • This program is a collaboration between the individual and DVR. DVR requires the individual to be open and honest, and willing to discuss their disability. • DVR has no income eligibility and is free to those who qualify. Motion by Irwin, second by Skulan to approve July 13, 2021, meeting minutes as presented. Motion passed. Review Program Report Enrollment: Numbers remain steady and stable. There were less referrals in 2020 due to COVID-19. Less participants are being served than when CCS transitioned to Bayfield County, but the program is more stable. Staffing: • Stephanie Tutor joined the Bayfield CCS team as a Service Facilitator. • Bayfield CCS has welcomed Madison Atterbury, a master’s level intern, for the 2021- 2022 school year. Atterbury will be able to provide CCS services during her internship. Provider Network: • During the Covid-19 pandemic, the CCS program lost almost all contracted providers for Individual Skill Development (ISD). The program has new providers. By the end of October, any participant who wants ISD should have it provided by a contractor rather than CCS staff. • Innovative Services has identified two people they plan to hire for Individual Skill Development and Enhancement. Levno is in processing the authorizations to Innovative Services that will enable them to hire. Levno is working with Innovative Services to implement psychotherapy services for participants through telehealth. • North Country Independent Living Center added two Individual Skill Development and Enhancement staff at ten hours per week each and one individual at 40 hours per week. This has increased capacity to 60 hours a week. • An informational table was set up in the commons area of Northland College on September 3 from 11:00 to 3:00, informing students about CCS services, internships, and CCS jobs available to graduates. • Psychotherapy additions: o Beautifully Broken Refuge Ranch in Iron River offers equine, art, psychotherapy at ranch, in-home or in school settings and therapy via telehealth. o Diamond Mental Health is in the southern part of the state and offers Cognitive Behavioral Therapy through telehealth. Marketing and Outreach: • CCS staff attend a weekly in-patient group at Memorial Medical Center-Behavioral Health Unit to inform patients about CCS. • Croteau is conducting informational outreach meetings with law enforcement, the Sheriff’s Office, Treatment Court, and Criminal Justice in Bayfield County. • CA:tCH (Chequamegon Accountable: the Community Health)- CCS staff will participate in training to offer those who want to complete a CA:tCH safety plan. The CA:tCH safety plan allows Law Enforcement access to a plan that defines things that will help the individual during a crisis. • Northwest Wisconsin Community Services Agency, Inc., will be opening a homeless shelter in Ashland. Ashland City Council has approved the homeless shelter. CCS will Motion by Irwin, second by Skulan to approve the recommended change to the CCS Annual Report. Motion passed. Some of these services are strategies for coping with emotions, self-care habits and working with family and children to develop a safety plan. • Discussion and Possible Action: Change to CCS Annual Report- CCS programs are not required to record progress towards participant outcome reports. To perform this task, service facilitators have less time to spend with participants. A recommendation was made to delete this task from the Annual Program Report. Staffing: • Stephanie Tutor and Tia Smith (both Service Facilitators) resigned from Ashland CCS. Both positions have been advertised. An offer was made to an individual and there may be an acceptance soon. • Stephanie Tutor joined the Bayfield CCS team as a Service Facilitator. • Bayfield CCS has welcomed Madison Atterbury, a master’s level intern, for the 2021-2022 school year.
