Bayfield County
Development and Land Sales Committee
December 17, 2020
Held Remotely
1. The meeting was called to order by Marty Milanowski at 3:03 p.m.
Members present were Marty Milanowski, Larry Fickbohm, Fred Strand and Tom
Snilsberg Absent was Brett Rondeau
Also present were Mark Ables-Allison, Bayfield County Administrator; Scott Galetka,
Bayfield County Land Records Administrator; Perri Shuga Campbell, Bayfield County
Tax Deed Clerk, Carmen Novak Bayfield County GIS Technician, Claire Glafke Bayfield
County Assistant GIS Technician
2. Motion regarding minutes of the October 27, 2020 Meeting. Motion by
Fickbohm, seconded by Snilsberg to approve the minutes as presented.
3. Request for authorization to sell Tax ID #3627 in the Town of Barnes.
Scott explained that the parcel had been in our inventory for some time but a
neighbor in that subdivision had requested it to be placed on auction. An appraised
amount of $4200 has been established. Motion by Fickbohm seconded by Strand
to place the parcel on the next auction for an appraised amount of $4200. Motion
carried.
4. Discussion and Possible Action regarding sale of In Rem Parcels within
the boundary of the Red Cliff Band of Lake Superior Chippewa. Mark
explained that the Bayfield County Forestry Department is working with the
Tribal/County Relations Committee on a Memorandum of Understanding in order
to expedite the process of sending proceeds from timber sales to purchase forty -
acre parcels within the reservation. Strand added that grant money is available to
the tribe for this purpose. There is also a concern by the Town of Russell who also
utilizes proceeds from the same timber sales and would have to absorb the loss of
revenue. The committee will be advised of future items that are discussed.
5. Abandoning ROW Easement on County Highway J. Scott explained that a
request from the property owner to vacate the unused Right of Way over his
property that was not used when County Highway J was rerouted several years ago.
The Hwy commissioner is ok with this. Motion to approve this request pending
final approval from the Highway Committee is recommended. This ROW parcel is
located on the intersection of County Highway and Old County Highway J at the
southern edge of Tax ID#4536. Motion by Fickbohm seconded by Strand to
approve the abandonment pursuant to final approval by the Highway Committee.
Motion carried.
6. Review the Order of Judgment for the In-Rem Parcels Taken on
December 14, 2020. Scott explained that the entire judgment is not final

however it looks like there will be three decent saleable parcels left once
stipulations are met. There was no need for the committee to act now.
7. Land Sale Update. Scott told the Committee that approximately $282,000 was
the total for 2020 land sales. The revenue may decrease a little due to tax liens on
the parcel in Iron River and that details were being worked out between the
Wisconsin Department and the Internal Revenue Service.
