HomeMy WebLinkAboutTourism & Fair Committee - Minutes - 8/11/2010K:\(T&R Committee)\2010\08 11\08 11 10 meeting min.doc Minutes of the TOURISM & RECREATION COMMITTEE OF THE BAYFIELD COUNTY BOARD Wednesday, August 11, 2010, 1:00 p.m. County Board Room, Bayfield County Courthouse, Washburn, WI Members Present: Brett Rondeau, Bucky Jardine, Rusty Williams, John Bennett, Patti Rantala Members Absent: none Others Present: Mary Motiff, Sue Trepanier, Mark Abeles-Allison, Karl Kastrosky/Zoning, Pamela Toshner/DNR, Kathy Bartilson/DNR, Ben Dufford/Land Conservation, Steve Baudhuin/Baudhuin Engineering and members of the public. I. Call to Order: The meeting was called to order at 1:00 p.m. by Rondeau. II. Minutes: Motion (Jardine, Williams) to accept minutes from the July 14, 2010 committee meeting. Motion Carried. III. Public Comment: o Bob Blaszkowski stated that the Twin Bear restoration issue has been going on too long and that the beach is unsafe. He would like to see it either fixed or closed. o Roger Marincel would like to see the grant money given back and the beach area to be restored to it’s original condition. He would also like to see the handicap access put back and the logs removed. o Trish Marincel appreciated the public meeting on Monday, August 9, but would like the County to give the money back stating that lakeshore restoration was already done by the boat landing – and asked why the beach was done also. o Kathy Marincel stated that almost no one uses the beach now, and that only people with boats can fish because of the fish sticks. o Bob Blaszkowski stated that there are bloodsuckers at the beach. IV. Discussion and Possible Action on Twin Bear Park Proposal for Revisions to Shoreline Restoration: Abeles-Allison gave some background on the lakeshore restoration project. Two plans were presented by Steve Baudhuin of Baudhuin Engineering. Discussion followed regarding the size of the beach area, accessible ramp, drainage issues, erosion, removing the fences and boardwalks, zoning compliance and the number of “fish sticks” to be removed. Blaszkowski was asked to speak for the citizens present. He asked that the County remove the boardwalks, fill the swale, re-seed it, a 21 foot grass buffer mowed, mow between the boardwalks, put in a handicap ramp, with rip rap gravel underneath, remove 300’ of fish sticks, and remove the bloodsuckers. Safety of the public is the primary concern. It was decided to go with the first plan presented. Motion (Jardine, Bennett) to recommend to the county board to restore 50’ of beach, to remove approximately 50’ of fish sticks up to the natural break, replace the handicap access ramp, mow the area between the boardwalks, remove the boardwalks and fence, fill the drainage ditch in designated areas, provide a slope to prevent erosion of the sandy beach area. Motion Carried. The Committee took a 5 minute break. V. Discussion and Possible Action on Campground Manager Contracts: Motion (Jardine, Rantala) to switch item #5 & #6 around. Motion Carried. VI. Discussion and Possible Action the Reassignment of Parks to the Forestry Department: This issue has come up many times over the years. Now that the Tourism Department has been assigned the County Fair, there’s more work than the department can handle. In Wisconsin, County Parks are usually in the County Forestry Departments or in Parks & Recreation Departments. Steve Garrett, Delta Park Manager, introduced himself and gave committee members the background on his involvement with the park. Discussion followed. Motion (Jardine, Bennett) to recommend to the Full County Board that the parks be transferred to the Forestry Department. Roll Call Vote: Rantala-no, Williams-no, Bennett-yes, Jardine-yes, Rondeau-yes. Motion Carried. V. Discussion and Possible Action on Campground Manager Contracts: Motion (Jardine, Bennett) to recommend to the Full County Board that the contracts with the managers continue with the Forestry Department until they expire. Motion Carried. Motion (Williams, Jardine) to recommend to the Forestry Department that the parks continue with the current system of having a campground manager and host. Motion Carried with one no vote. Jardine left the meeting at this time. VII. Discussion and Possible Action on 2011 Budget: The budget is similar to last year. VIII. Report from NORTAC: Nothing to report. July meeting was canceled. IX. Report from Director: A. Parks: Nothing to report. B. Trails: ATV map proof is almost ready to go to the printer. There are major changes with the new Forest Service trail class designations and machine size regulations. C. Marketing : Website is almost ready to go – will be after the fair. The Governor’s Northern Economic Summit will be in Cable this year, November 9-10 at Lakewoods. Bennett would like a flyer on this when they are ready. The Governor’s northern tour will be August 22-26. X. Suggestions for Agenda Items for Next Committee Meeting: Letter to Forest Service regarding opening up trails to all UTVs. Next committee meeting will be on September 22. XI.
