HomeMy WebLinkAboutTourism & Fair Committee - Minutes - 6/4/2012K:\(T&R Committee)\2012\Meeting materials\06 04\06 04 12 meeting min.docx Minutes of the TOURISM & RECREATION COMMITTEE OF THE BAYFIELD COUNTY BOARD Monday, June 4, 2012, 4:00 p.m. County Board Room, Bayfield County Courthouse, Washburn, WI Members Present: Brett Rondeau, Bucky Jardine, John Bennett, Rusty Williams, Neil Schultz Members Absent: None Others Present: Mary Motiff, Sue Trepanier, Jackie Eid, Larry Chernoff, Stan & Sharon Dzikonski, Amie Egstad, Kaitlin Kernosky I. Call to Order: The meeting was called to order at 4:00 p.m. by Rondeau. II. Election of Officers: Schultz nominated Rondeau as Chairman for the Tourism & Recreation Committee. Chairman Rondeau asked 3 times if there were any other nominations. Motion (Jardine, Schultz) to close the nominations and cast a unanimous vote for Rondeau as Chairman. Motion Carried. Schultz nominated Jardine as Vice-Chairman for the Tourism & Recreation Committee. Chairman Rondeau asked 3 times if there were any other nominations. Motion (Williams, Schultz) to close the nominations and cast a unanimous vote for Jardine as Vice-Chairman. Motion Carried. III. Motion Regarding March 12, 2012 Meeting Minutes: Motion (Jardine, Bennett) to accept minutes from the March 12, 2012 committee meeting. Discussion: Schultz questioned the December staff retreat. Motiff explained it was at the NGLVC, attended by the T&R/Fair staff, and the purpose was for planning and reorganization. Motion Carried. IV. Public Comment: Sharon Dzikonski stated that she owns a cabin at Deer Trail Lodge and would like County Highway H opened 1.2 miles from Delta Lake Road to Scenic Drive. V. Budget Review: Motiff went over the budget noting that the department was already over budget on lodging and will likely go over budget on mileage due to budget cuts. Five year trends for those line items were reviewed. VI. Discussion and Possible Action on Recommendation for Using Sections of County Highway for ATV Connector Routes: Three requests have come to the T&R office to use portions of County highways as ATV routes. Motion (Schultz, Jardine) to approve the requests in the Towns of Cornucopia, Delta and Barnes for their ATV routes and forward it on to the Highway Department for review. Motion Carried. VII. Discussion on Contracting out Services and Consolidation/Elimination of Departments: Schultz asked if there was a compatible department that could be combined with the T&R Department to save overhead costs. Rondeau stated that there should be direction from the Executive Committee during budget planning to look at consolidating and/or contracting out services. Motiff pointed out that the Department was already a combined department with Marketing, Trails and the Fair and that she reports to two committees: the Tourism & Recreation Committee and the Fair Committee. K:\(T&R Committee)\2012\Meeting materials\06 04\06 04 12 meeting min.docx VIII. Report from NoRTAC: Rondeau gave a brief history of NoRTAC. He was unable to attend the last meeting. IX. Report from Director: A. Administrative Updates: Law changes with the new UTV bill and harbor funding were discussed. B. Trails:  The Cable ATV Club would like to open a portion of the railroad grade north of Cable (already used for snowmobiles) for ATVs to connect Cable and Drummond. With ownership of the railroad still in question, Rondeau suggested that Corporation Council look it over and give an opinion to the Committee who in turn would make a recommendation to the Full County Board.  The US Forest Service Motor Vehicle Use Map and the County Forest Access Management Plan were discussed.  Supervisor Schultz requested a detailed list of grant projects. C. Marketing:  The Scenic Byway designation process is moving forward.  Motiff stated that the Wisconsin Department of Tourism hired a new firm to do the Economic Impact Study and the numbers are very different from previous studies. The new study sets a new benchmark for this and future studies. She recommends that Bayfield County have a separate study done so that we have accurate information for our area. X. Suggestions for Agenda Items for Next Committee Meeting: Business listings in the visitor guide. XI.
