Call To Order Dee Kittleson, Chair, called the meeting to order at 5:02 p.m. Committee Members present: Marco Bichanich, Harold Maki, Shawn Miller, Jim Crandall and Dee Kittleson, Others present: Bob Janigo; Tyler Luger, CEZRA; Mary Motiff, Director and Theresa Kummerow, Secretary 2. Approval of Minutes from October 7, 2013 Meeting Motion (Bichanich, Crandall) To approve the October 7, 2013 minutes as read. Motion Carried. 3. Approval of Minutes from October 29, 2013 Meeting Motion (Bichanich, Crandall) To approve the October 29, 2013 minutes as read. Motion Carried. 4. 2014 Fair Planning & Updates a. Carnival Contract Motiff noted that the carnival contract has been signed. The dates for the 2014 Bayfield County Fair are set for Thursday, July 31st through Sunday, August 3rd. Kittleson noted that the date in the introductory paragraph is wrong; Motiff will take care of that. b. Entertainment The Committee discussed ideas for possible entertainment. They would like to see a balance of different types of events in the Grandstand. Great Frontier Bull Riding already has a show at another Fair during our weekend and so would not be available. Janigo discussed his idea for a Tuff Truck competition. Kummerow handed out a sheet with a description and potential costs on that event. The mud run, truck & tractor pull, skidsteer/tractor rodeo and dirt dash were brought up as other possible motor events. Music in the Grandstand on Friday and Saturday nights with bands that have a name recognition factor was also discussed. No decisions were made at this time. c. Rates and Fees i. Camping – No changes. ii. Admission – Discussion on possible gate fee increases The Committee consensus is to not have a Senior Discount admission fee. Motion (Crandall, Miller) To set the 2014 Bayfield County Fair rates as follows: Daily: 4 and Under-Free, Thursday-$10, Friday, Saturday and Sunday-$12. Season: 4 and Under-Free. Fair-Goers-$30, Exhibitors & 4H Leaders-$20. Kittleson, Bichanich, Miller and Crandall-Yes, Maki-No. Motion carried. i. Vendors – Discussion on commercial and food vendor fees. The Committee consensus is to leave the commercial vendor fees the same as they were in 2013, including no cost to those displaying in Machinery Row. The Committee consensus is to change the for-profit food vendor’s fee to $475 for 110 electric outlet usages and to $525 for either 30 or 50 amp electric outlet usage. Two season passes would be included with each of these fees. d. Other – No others Bayfield County Fair Minutes 11-18-13 Page 2 of 3 5. Consumer Protection E-Coli O157:H7 Workshop Highlights Kummerow gave an overview of the Consumer Protection E-Coli O157:H7 Workshop. A copy of Kummerow’s notes was included in the Committee member’s packets. 6. Budget Review a. 2013 Budget Final numbers will be close. b. 2014 Budget County levy dollars are projected to be up from last year, but with the increases in the admission fees that dollar number should come down and be more equal to last year’s numbers. c. 2014 Capital Expenses Pavilion - $19,000 was requested. $14,000 was approved by the County Board for a 48’x72’ pavilion. The Committee consensus is to place the ad now for the springtime construction of the 48’x72’ pavilion (with minimum10’sidewalls.) 7. Building & Grounds a. Groomer Building Drains Discussion on the drains. Motiff will get the name of the person who poured the concrete floor and roughed in the drains. She will email the contact information to Crandall and Miller. They will then pursue further the issue of what drain system is currently in the building. b. Groomer Building Lease Agreement A copy of the proposed lease was included in the Committee member’s packets. A discussion on the proposed leasing of the Groomer Building to the Bayfield County Snowmobile Alliance occurred. Motion (Crandall, Bichanich) to approve and sign the proposed lease agreement with the Bayfield County Snowmobile Alliance. Motion Carried. c. Fair Grounds Rental fees A worksheet showing proposed changes to the fees for non-fair time rental of the Fair Grounds was included in the Committee member’s packets. Discussion on the proposed changes. There was not a general consensus on changing the camping fees. The Committee consensus is to make no changes to the grounds rental contracts fees. d. Grandstand Inspection Report The Grandstand was inspected. The report was included in the Committee member’s packets. Marco Bichanich left the meeting at 6:45 pm. e. Other i. Electrical – The materials have been purchased for the electrical upgrade. ii. FEMA – Included in the Committee member’s packet is an email from FEMA stating that all paperwork has been received and the request is being processed. iii. Labor - This will be put on the agenda for the next meeting. 8. Future Agenda Items – A closed session for labor items, updates 9. Annual WI Fair Association Meeting - January 5th – 8th, 2014 10. Annual WI Fair Association Meeting Bob Janigo raised the point that he would like to attend the annual WI Fair Association Meeting. Discussion. Motion (Maki,) to allow Bob Janigo to attend the WI Fair Association meeting in his place. Motion died for a lack of a second. Discussion. Motiff will check with the Administrator as to whether or not non-committee members are allowed to attend a conference and have their fees paid for by the County. She will contact Janigo with the results. 13. Other A letter from the North Woods Dressage Association complimenting the Bayfield County Fair Grounds facility and staff was included in the Committee member’s packets. 14.
