Call To Order Dee Kittleson, Chair, called the meeting to order at 6:00 p.m. Committee Members present: Jim Crandall Dee Kittleson and Rusty Williams. Committee members absent: Marco Bichanich and Shawn Miller Others present: Mark Abeles-Allison, Administrator; Tyler Luger, CEZRA; Bob Janigo, Track Supervisor, Roberta Opatik, Superintendent; Mary Motiff, Director and Theresa Kummerow; Secretary. 2. Approval of Minutes from June 30, 2014 Fair Committee Meeting Motion (Williams, Crandall) To approve the June 30, 2014 minutes as presented. Motion Carried. 3. Public Comment No public comments given. 4. Discussion & Possible Action on FEMA Building Project Mark Abeles-Allison, Bayfield County Administrator, lead the discussion on the FEMA Safe building. He presented possible options to the Committee on ways to bring down the cost of the building. A well, septic, bathrooms and a generator were items the Committee would like to stay in the plan. Abeles-Allison also presented the option of making the building smaller. Abeles-Allison noted that all changes must be approved by FEMA before the County can go ahead with any changes. Motion (Crandall, Williams) To take no action at this time, but to have Abeles-Allison bring an update to the next meeting. Motion Carried. 5. Discussion & Possible Action on 2015 Fair Budget a. Department i. Revenue – The Committee would like to have the revenue figures to be changed to reflect a 3- year average. Donations can stay at the $9,000 figure to reflect the new way of recording In Kind donations. . ii. Expenses – Discussions. No changes. Entertainment plans will be discussed at an upcoming meeting. Motion (Crandall, Williams) To approve the 2015 Fair Departmental Budget with changes mentioned. Motion Carried. b. Capital Improvements Discussion on changes to the 2015 Capital Improvement budget from June 30, 2014. A few items were noticed during the Fair that should be taken care of next year. This includes an increase in monies for proper ventilation in the Beef Barn. There is already money in this year’s Capital Improvement budget for electrical in the new Beer Pavilion, so that can be removed from next year’s requests. The Exhibit Hall improvement request will stay at $1,500 for 2015. Exhibit Hall improvements will stay in future Capital Improvement budgets until the Exhibit Hall improvements are completed. Capital Equipment was discussed and there were no changes. Motion (Crandall, Williams) To approve the 2015 Capital Improvement Fair Budget with changes mentioned. Motion Carried. 6. Summary of 2014 Fair The holding tank for the Groomer Building was brought up. Motiff would like the Committee members who are interested to have a follow up discussion Scott Williams at the building before scheduling installation. Bayfield County Fair Minutes – August 25, 2014 Page 2 of 2 The Committee felt that overall the Fair went well as to be expected especially with all of the other local events going on at the same time. In the future, Crandall would like to see just the gross revenues (expenses to not be listed) for beer sales shown on the Fair Financial Summary sheet. He would also like to see the comparisons for ticket sales to include daily sales for each day and to also indicate what the grandstand show was. Vendors were down this year, mainly due to other events going on. Some complaints that were passed on to Williams included: tall grass-especially in the camping area, need a Senior Citizen discount and more to do for the pre-teen youth-that the $12 all-inclusive price was too expensive for what was available. A female bathroom cleaner is needed for during the Fair and we should do more paid advertising to help communicate that opportunity. Tyler Luger, CEZRA, noted that there was a big issue regarding hornets this year. He noted that there were three separate instances involving horses, people and hornets. Hornet nests were present in the barn eaves and on the south side of the arena. Luger also noted that the response time for the EMS to respond to the horse arena was rather lengthy (10 minutes). Roberta Opatik, Superintendent of the Poultry/Rabbit barn brought up the fact that someone had brought “free kittens” into the poultry/rabbit barn. When they were dropped off into a cage in the barn, it was (immediately) unknown who had dropped them off. She also mentioned that they were often let loose and underfoot during judging. Discussion. If this were to happen again, Animal Control will be called and the kittens will be removed with no adoptions taking place at the Fair Grounds. At a future date, Crandall would like to review the Emergency Plan for the Fair, especially the Lost Child portion. . 7. Future Agenda Items and Next Meeting Date The next meeting is scheduled for Monday, September 22, 2014 at 5 pm. 8. Personnel Evaluation The Fair Committee may entertain a motion to move in and out of Executive Session pursuant to §19.85(1)(c), for considering “employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility” Motion (Crandall, Williams) To go into Closed Session. Motion Carried. Committee went into closed session at 7:42 pm. 9.
