BAYFIELD COUNTY FAIR COMMITTEE MEETING
Monday, September 29, 2014 – 5:00 p.m.
County Board Room, Bayfield County Courthouse
117 E. Fifth Street, Washburn, Wisconsin
Minutes
1. Call To Order
Dee Kittleson, Chair, called the meeting to order at 5:00 p.m.
Committee Members present: Jim Crandall, Marco Bichanich Dee Kittleson and Rusty Williams.
Committee members absent: Shawn Miller
Others present: Verne Gilles; Bob Janigo, Track Supervisor; Mary Motiff, Director and Theresa Kummerow;
Administrative Assistant.
2. Approval of Minutes from August 25, 2014 Fair Committee Meeting
Motion (Crandall, Bichanich) To approve the August 25, 2014 minutes as presented. Motion Carried.
3. Public Comment
4. Discussion & Possible Action on FEMA Building Project
Abeles-Allison was not present to give an update. Motiff noted that Abeles-Allison had stated that FEMA
seemed amenable to a smaller footprint.
Motion (Crandall, Bichanich) To postpone discussion until next meeting. Motion Carried.
5. Discussion & Possible Action on 2015 Fair Planning
a. Fair Dates -
Motiff noted that she has met with the Iron River Lions regarding the issues that arose with the
timing of Blueberry Festival and the Bayfield County Fair. The group reiterated their sentiments
regarding the hardship it is for the community to have two big events held on consecutive weekends.
Motiff has been in contact with Spectrum Entertainment regarding the possibility of changing the
Fair date to the second weekend in August. Spectrum Entertainment is working on their 2015
schedule. It was noted that the contract with Spectrum was signed last year in late October; this was
an earlier date than usual.
Consensus of the Committee is to change the 2015 Fair date to the second weekend of August, if at
all possible.
b. Entertainment
Motiff included in the Committee’s packets a worksheet with three possible entertainment options
at different budget levels. At this point in time, there were no estimates available for any music in the
Grandstand. The Great Frontier Bull Riding show is available the first weekend of August but not
the second weekend. Other bull riding or rodeo companies may be available for the second
weekend. Also different petting zoos are available for each weekend.
Janigo had suggestions for entertainment, some for the grandstand and some for grounds
entertainment. They included: Demolition Derby, Tough Truck, Mud Run, Tractor & Truck Pull,
Pickle Ball, Human Foosball, Artists-glass blowers, chain saw carving, etc. Janigo noted that if the
“home grown” grandstand shows are chosen, then there will be a need for additional volunteers to
run the shows and additional equipment for track changes.
Motiff shared that some of the options for grounds entertainment could be a lumberjack show, Dock
Dogs, or other types of shows that perform three times a day each day.

Discussion on the ideas presented. The Tractor Pull is one option the committee feels should be
looked into further. Further discussions and decisions will be made once the 2015 Fair date has been
confirmed.
c. Market Sale Request
An email from Kim Nieder, Bayfield County 4-H Market Sale President, was included in the
Committee’s packet. The email is a request for the Market Sale to be able to hold a reception for the
buyers at the Fair shortly after the Market Sale auction. This would include them providing and
setting up a tent in an approved area and providing heavy appetizers. A meal would not be provided
so as not to compete with the food vendors at the Fair.
Motion (Crandall, Bichanich) To empower the Bayfield County 4-H Market Sale to set up a tent and
have a reception (at their expense) for their buyers at the Fair. Motion Carried.
6. Discussion & Possible Action on Show Arena Project
Motiff stated that after receiving feedback about the number of animals in the show ring during the Fair, the
Vernon family would like to increase the ring size to 70 feet instead of the proposed 60 feet. The roof
structure would stay approximately the same size as in the original plans. The existing arena fencing is down
already. The plan for the current small roof structure by the show ring is to move it over to the dairy ring.
Lipka Construction is planning on having the show ring to be their winter project. In order for them to get
started permits, must be acquired.
Motion (Crandall, Williams) To authorize Mary Motiff to sign the permits for the show ring. Motion
Carried.
7. Buildings & Grounds Update
a. Groomer Building
Motiff noted that Rasmussen Plumbing has installed the catch basin tank. Unfortunately, when the
drain area in the floor was opened, there was piping but there were not any drains. The drains still
need to be installed.
b. Beer Pavilion
Positive comments are still coming in regarding the addition of the Beer Pavilion. Harold Maki,
noted at an Executive Committee meeting how pleased he was with it, but did wonder if a concrete
floor would be added. Discussion on beer pavilion flooring. At this point there are no plans to
change the floor.
i. Electrical
There is money in the Capital Improvement budget for electrical needs (outlets, fixtures &
wiring) in the Beer Pavilion.
Davies and Anderson are working on a plan, which they will fax to the office for approval
before they purchase supplies. Bichanich will look it over and give his input on the plan.
c. Winterization
The Fair Grounds water lines have been winterized.
d. Winter Storage
Buildings have been prepared and winter storage will be taking place on the second and third
weekends of October.
e. Committee Comments
Kittleson commented on the long grass and some last minute mowing that was done at the start of
the Fair. This will be looked at before next year’s Fair.

8. Future Agenda Items and Next Meeting Date
Future agenda items include: FEMA Building, Fair Planning, District 2 Meeting Update and Non-Fair
Events.
The next meeting has been set for Monday, October 20, 2014 at 4 pm in the County Board Room.
9. Discussion Regarding Fair Personnel
The Fair Committee may entertain a motion to move in and out of Executive Session pursuant to
§19.85(1)(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons,
preliminary consideration of specific personnel problems or the investigation of charges against specific
persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial
adverse effect upon the reputation of any person referred to in such histories or data, or involved in such
problems or investigations.
Motion (Bichanich, Crandall,) To move into closed session as per WI Statute listed above. Motion
Carried. Entered into Closed Session at 5:55 pm. Out of Closed Session at 6:05 pm.
10. Adjournment
Meeting adjourned at 6:05 pm.
