BAYFIELD COUNTY FAIR COMMITTEE MEETING
Thursday, October 9, 2014 – 3:00 p.m.

Minutes
The Fair Committee meeting was moved to the County Board Room.
1. Call To Order
The Chair, Dee Kittleson, called the meeting to order at 3:02 pm.
Committee members present: Dee Kittleson, Marco Bichanich and Jim Crandall
Committee members absent: Shawn Miller and Rusty Williams
Others present: Mark Abeles-Allison, Administrator; Bucky Jardine, County Board Supervisor; Mary Motiff,
Director; Theresa Kummerow, Administrative Assistant; and Stephen Schraufnagel, C& S Design &
Engineering, Inc.
2. Approval of Minutes from September 29, 2014 Fair Committee Meeting
Motion (Bichanich, Crandall,) To approve the September 29, 2014 minutes as presented. Motion Carried.
3. Public Comment

4. Discussion & Possible Action on Iron River Safe Room Project
Abeles-Allison started his presentation with the history of the FEMA grant for the Iron River Safe Room Project.
He acknowledged that when the building was put out on bids in 2014 that all of the bids came in over the
budgeted price. Abeles-Allison brought some options to the last Fair Committee meeting that included cutting out
some items (i.e.: well, septic, generator) from the proposed building. Since the Fair Committee did not want these
items cut from the building, he proceeded to make recommendations of a smaller building to the WI Emergency
Management Department. They approved the size change and the proposal was then sent on to FEMA. Abeles-
Allison was happy to report that both WI EM and FEMA both approved the change to a smaller building, while
still keeping the components that Fair Committee wanted. He presented an update blueprint and budget showing
these changes.
The architect, Steve Schraufnagel, from C& S Design & Engineering, Inc. discussed the original bidding process.
Schraufnagel recommended that the entire project be put out on bids again with a June 30, 2015 completion date.
He answered questions posed by the Fair Committee. He noted that because the footprint of the building is
smaller and that some of the materials have changed from the original posted bid, there should not be a problem
with contractors knowing what the other bid. Schraufnagel stated that the new bidding process would also
include alternative options to be included in the bids, such as, but not limited to: current plans include in-floor
heating; alternative option would be a furnace for heating; current plans include two doors with remote automatic
emergency opening; alternative option would be one door with remote automatic emergency opening and one
non-automated, larger door.
Motion (Bichanich, Crandall,) To put the smaller FEMA Safe House project out for bids in January 2015.
Motion Carried.
