Call To Order Dee Kittleson called the meeting to order at 4:05 p.m. Committee Members Present: Marco Bichanich, Jim Crandall Dee Kittleson and Rusty Williams. Committee Members Absent: Shawn Miller Others Present: Mark Abeles-Allison, County Administrator; Mary Motiff, Director & Theresa LaChappelle, Administrative Assistant. 2. Approval of Minutes from August 24, 2015 Fair Committee Meeting (Bichanich, R Williams) Motion to approve the August 24, 2015 minutes as presented. Motion Carried 3. Public Comment 4. Discussion and Possible Action on Commercial Vendor Situation The Fair Committee may entertain a motion to move in and out of Closed Session pursuant to §19.85(1)(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Open session with a discussion on whether any type of organization may be a commercial vendor or whether political, social action-type organizations or special interest groups should be limited. Discussion on whether there should be a cut-off-date for commercial vendors to apply to be a vendor (Bichanich, R Williams) Motion to move into closed session with the Administrator and staff to be included. Bichanich-Yes, Crandall-Yes, Kittleson-Yes, and R Williams – Yes. Motion Carried. 4:15 pm (Crandall, Bichanich) Motion to move out of closed session and into open session. Bichanich-Yes, Crandall-Yes, Kittleson-Yes and R Williams – Yes. Motion Carried. 4:42 pm (Crandall, Bichanich) Motion to have the BCF staff look into the wording of a policy to give the BCF Committee the ability to approve or deny commercial vendors to come to the Fair. Motion Carried. 5. Discussion and Possible Action on 2016 Budget Planning The Committee members reviewed the 2016 Budget which includes the Departmental and the Administrator’s budget requests. Motiff noted that the biggest difference between the 2015 budget and the 2016 budget is the increase in health insurance. She also noted that for the 2016 revenue the Grounds Usage-Horse Shows can be increased to $5000 which is closer to the 2015 revenue amount. The promotional items in expenses have been taken out at the Administrative level. The Committee would like this amount added back in to the 2016 budget. The 2016 Capital Improvement/Equipment budget will need to be approved by the County Board before any action can be taken on procuring or sending out an RFP (Request For Proposal) on any items. Discussion on and Possible Action on 2016 Fair Planning Motiff has spoken with Dave Barbacovi, owner of Spectrum Entertainment. Barbacovi has stated that Spectrum will be our carnival. He is still working on the exact dates but in August it should be either the first (August 4th – 7th) or the second weekend (August 11th – 14th). 7. Discussion and Possible Action on WI Association of Fairs District 2 meeting The Bayfield County Sheriff’s Department used the FEMA building last week. The building worked well but it is very difficult to hear. (Crandall, Bichanich) Motion to have sound proofing for the FEMA building added each year for the next five years to the Capital Improvements Plan, starting with the 2017 Budget. A discussion on providing door prizes for meeting. Bichanich, Kittleson & R Williams will be attending the meeting. LaChappelle will confirm that Gilles will be attending. 8. Buildings and Grounds Update Scott Williams & Harvey Anderson are both recovering from injuries received while not at work for the Fair. S. Williams will not be able to do winter storage. Motiff will contact Jim Beeksma regarding assisting with winter storage. Thirty-three people have reserved their winter storage spaces. We had a total of forty-nine items stored last year. LaChappelle will get estimates on burying the overhead electric lines in the carnival area. 9. Future Agenda Items and Next Meeting Date Future agenda items include Commercial vendor policies, The next Bayfield County Fair Committee meeting has been scheduled for Monday, October 26, 2015 in the County Board Room at 4 pm. 10.
