HomeMy WebLinkAboutFamily Services Advisory Committee - Minutes - 6/22/2010 BAYFIELD COUNTY FAMILY SERVICES ADVISORY COMMITTEE MEETING MINUTES Courthouse Conference Room A Tuesday, June 22, 2010 at 4:30 pm Committee Members Present: Jim Crandall, Ann Green, Lona Schmidt, Mary Skerik Committee Members Absent: John Blahnik, Susan Davis, Dale and Nancy Johnson, Beth Meyers Staff Present: Anita Haukaas, Nicole Briggs, Jane Cook Call to Order and Introductions: Schmidt called the meeting to order at 4:35 p.m. and introductions were made. Adoption of the Agenda: The agenda was reviewed and a motion to adopt the agenda was made by Crandall, seconded by Green. Members agreed to the motion. Motion carried. Adoption of March 26, 2010 Minutes: Motion made by Crandall to adopt the March 26, 2010 minutes. Seconded by Green, motion carried. Nomination/Election of Chairperson and Vice-Chairperson: Schmidt nominated as Chairman by Skerik, Crandall nominated as Vice-Chairperson by Green. The election of Chairperson and Vice-Chairperson was approved by unanimous vote. Public Comment Opportunity: None Juvenile Youth Offender Grant Presentation: Haukaas informed committee members that Nicole Briggs, Youth Offender Initiative Coordinator will be done working on Friday, June 25, 2010. The position has been posted. NWCEP is in charge of the hiring process. Nicole Briggs, Youth Offender Initiative Coordinator, provided a summary of the grant funded program. The project will serve approximately 20 youths per year. The program is a way to keep children who have been referred to DHS by law enforcement out of secure detention and out of home placement. The program will provide youths ages 14- 17 the opportunity to participate in the program. The program has four main components: mentorship, community service, counseling and wilderness camps. Mentorship will involve a year-long commitment with a team approach. Mentors and mentees will meet weekly for at least 2 hours. Reasonable activity fees and reasonable regional travel will be reimbursed (with prior authorization). Mentor applicants will be screened. Those selected to participate must participate in trainings - two three hour training sessions to begin and monthly training sessions. Community service is required. Youths may choose a community service activity that appeals to them. Counseling under the grant specifies that the youths participate in moral reconation therapy (MRT), a modality that examines youth’s decisions. Youths must participate in wilderness camps. Carrie Welter, Youth Offender Mentor Coordinator has completed a lot of work on mentor recruitment and outreach. She has been hard at work recruiting mentors. Currently waiting for approval for a background check information release which will be sent to interested parties. Also waiting for approval for the National Mentoring Network’s SafetyNET program that will allow FBI background checks to be done and would like to do driving record checks on applicants. Briggs left at 5:05 p.m. Program Reports Child Protective Services (CPS): CPS reports for May are up. One substantiated report of child abuse. Juvenile Justice Referrals: Nineteen referrals in May. This is up from 15 referrals one year ago. Most are disorderly conduct. Mental Health Coordinator has been reviewing the files, looking at past assessments and talking with family and youth. Mental Health and AODA: Both Mental Health and AODA cases are high again. Most are emergency detentions. Have some jurisdiction issues with different counties. Out of Home Placement: Haukaas distributed and reviewed out-of-home placement cost information for 2009 and 2010. Brief discussion followed. Red Cliff Indian Child Welfare Update: Haukaas noted that an application has been submitted for high cost funds under CY 2009 161 Agreement. A total of $130,041.28 from July 1, 2009 through December 31, 2009 has been requested. Haukaas talked about the discussion she had with Jeanne Nutter, State Permanency Consultant in May 2010 regarding request and appropriate services. Haukaas noted that she has a $3,200 Community Intervention Program (CIP) Fund to use and asked committee members to consider what direction these funds should be used for. New Committee Member Discussion: Haukaas discussed the need for additional committee members and noted that names were presented for consideration to the committee at the last meeting. Names suggested included: Linda Kunelius, John Blahnik, Dan Crawford and David Good. Haukaas contacted the individuals. John Blahnik has agreed to be a member; Dan Crawford has been sent an application; Linda Kunelius has been supportive and helpful but has some issues to resolve at this time and indicated that she is not interested at this time; and David Good has declined. Beth Meyers has been appointed to the committee. If committee members know of others who would be interested in being appointed to the committee, they should direct the names to Anita or Nina Bucher. Informational items: No informational items at this time. Future Meeting Dates: September 21, 2010, December 14, 2010 at 4:30 p.m. Adjournment: Motion made by Schmidt to adjourn at 5:52 p.m. Seconded by Green, motion carried.
