HomeMy WebLinkAboutFamily Services Advisory Committee - Minutes - 12/18/2012 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES FAMILY SERVICES ADVISORY COMMITTEE MEETING MINUTES Courthouse Conference Room A Tuesday, December 18th, 2012 at 4:30 pm Committee Members Present: Dee Kittleson, Ann Green, Mary Skerik, Nancy & Dale Johnson, John Blahnik, and Susan Davis. Staff Present: Anita Haukaas, Tom Moran, and Nina Bucher Call to order: In Chairperson Lona Schmidt’s absence, Anita called the meeting to order at 4:30pm and introductions were made. Adoption of 6/19/12 & 9/18/12 minutes: John made a motion to approve both sets of minutes, Susan seconded, motion carried. Methamphetamine Protocol in Child Protective Service (CPS) Cases presentation: Tom Moran, Child Protective Services Social Worker, began the presentation by distributing the Bayfield County Drug Endangered Children (DEC) Protocol. The protocol was created as a collaborative effort by county and local law enforcement, criminal justice, health and medical personnel, and human services staff. It works well, primarily due to the good relationships and communication between partners. A grant funded the development of the original protocol and tools that are used in the field. A kit containing clean clothes in various sizes, sheets, stuffed animals and other items is one of the tools. One of the most dangerous drugs is methamphetamine (meth). Meth is a highly addictive drug made of common ingredients. Recipes for meth are easily located on the Internet. Meth is cooked from liquid form to a solid and toxic fumes are a byproduct of the process. People exposed to these fumes can become quite sick. Toxic waste from the fumes is absorbed into walls, ceilings and carpeting in the “lab” area and cannot be removed. A State Hazmat (hazardous materials) team is called when a lab has been identified and must be entered. If children are involved, DEC team members are assembled and the established protocol is followed to assure the lowest contamination risk possible. The DEC team responses, medical procedures, placement procedures, evidence procedures, prosecution, services, follow-up, and community education are all outlined in the DEC Protocol. Other illegal drugs can be obtained in our communities and synthetic drugs are legally available locally for purchase. Bayfield County proactively created a protocol. Other counties have requested permission to use it as a template to create a protocol of their own. Staffing Update: Anita reported that Social Worker Lacie Prenderville started on 12/7/12 as a Family Services juvenile justice/child protective services worker, and that Becky Stanhope started today as a child waiver worker in the Aging and Disabilities Services section. Red Cliff Indian Child Welfare (ICW) update: Anita did not receive an update from Lorna Gamble, the Red Cliff ICW Director. Due to staff leaves, Lorna is covering the office until January 2013. Out of Home Placement update: Projections for 2012 year end out of home placement costs for Bayfield County youth placed in group homes, foster homes, and residential care centers total $470,000. Juvenile Justice Referrals: The total number of referrals received year to date in 2012 total 92, compared to 113 in 2011. K:agenda&minutes/FS/mintes/2012/2012-12-18_FSAC_minutes 2 The Juvenile Assessment Information System (JAIS) training scheduled in early December was cancelled due to inclement weather and has been rescheduled for mid-January 2013. Mental Health & AODA: A budget resolution for an additional $250,000 spending authority to cover MH/AODA 2012 services was passed by the BCDHS Board and goes to the County Board in January. Three high cost placements in Winnebago are primarily responsible for the deficit. There were 52 emergency detentions in 2009; 60 in 2010; 70 in 2011; and there have been 74 so far in 2012. Anita said a speaker on synthetic drugs has been to area schools to speak to adults. We would also like to find someone to speak to children on the same subject. The regular monthly staffing between Red Cliff and BCDHS has been postponed until Indian Child Welfare staff has returned from leave. Future Meetings: Survey results indicate that Tuesdays at 4:30 p.m. is the best option for quarterly FSAC meetings. As a result, the 2013 meetings are scheduled for March 19, June 18, September 17, and December 17. Adjournment: John made a motion to adjourn the meeting at 5:300 p.m. Dee seconded the motion.
