HomeMy WebLinkAboutFamily Services Advisory Committee - Minutes - 6/17/2014 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES FAMILY SERVICES ADVISORY COMMITTEE MEETING NOTES Courthouse Conference Room A Tuesday, June 17, 2014 at 4:30 pm Committee Members Present: John Blahnik, Lona Schmidt, and Ann Green. Staff Present: Anita Haukaas, Elizabeth Skulan, and Jane Cook. Other Present: Val Levno, New Horizons North-Community Support Program Call to order: Chairperson Lona called the meeting to order at 4:30 pm. Introductions were made. Adoption of 12/17/13 minutes: Adoption of minutes tabled due to lack of quorum. Public Comment Opportunity: No one present for public comment. Comprehensive Community Services (CCS) Presentation: Val Levno from New Horizons North (NHN) Bayfield County Community Support Program (CSP) explained the new Comprehensive Community Services (CCS) program that will begin on September 1, 2014. This program will serve children, adolescents, and adults with mental health or substance abuse use diagnoses. Ashland and Bayfield County will work together on a joint program but will provide separate services. Consumers who are on medical assistance or Badger Care will be able to participate on this program. Guidelines are provided by the state. CCS programs will use flexible, consumer directed, recovery oriented principles. Consumers will meet a minimum of every six months. Assessments will include more than 50% of the consumers own words. They are currently working on assessment criteria. One phone number will be set-up for both counties for referrals. Contact will be within 48 hours. They are doing a lot of outreach for both counties and tribes. Additional personnel will be hired to work on this program. In addition, NHN is applying for an outpatient clinic license. Will be setting up an outpatient clinic in the school system. Val distributed a handout detailing the state’s vision for the Comprehensive Community Services (CCS) Programs. Red Cliff Indian Child Welfare update: Anita informed members of the new Indian Child Welfare (ICW) Director, Chally Topping-Thompson for the Red Cliff Band of Superior Chippewas. Chris Hillert is the Indian Child Welfare (ICW) Worker. Chris was in an LTE position but has been appointed the ICW Worker. The former director, Lorna Gamble is working in the Domestic Violence Program. Anita indicated that she is working to firm up a date for the Permanency Round Table with Red Cliff. Tentative dates are July 30th or July 31st. Working to find out what date is better for Red Cliff ICW. A high cost funds application has been filed with the State for high cost placement dollars. Several youth were placed through Red Cliff tribal orders. Funding reimbursement has been filed for 2 youths for a total of about $55,510.00. Alcohol and Other Drug Abuse (AODA) and Mental Health (MH) Update: As of June 17, 2014, there have been 29 emergency detentions (of those 29, 5 individuals were without insurance). 2013 – 43, 2012 – 33. Child Protective Services (CPS) update: Anita talked about Family Treatment Court. Cheryl Hanson, Rebecca Kruit and I will be traveling to Eau Claire for a staffing and to review their AIM (Treatment Court). Family Treatment Court is where there is a DHS case where a child is in need of protection (CPS) and a Criminal case is filed for Domestic Violence, Child abuse or other crimes, This meeting did not have a quorum. Trying to work together on how to provide services, keep families together, and a treatment plan for the entire family. Anita and Rebecca have also traveled recently to LaCrosse for court training. Foster Home providers update: Stacy Schmidt is the Bayfield County Kinship Care and Foster Care Coordinator. She is working with Karla Hasart, UW-RF Partnership on a training scheduled for June 18th in the EOC for current providers and recruitment of new providers. Currently, Bayfield County has 10 licensed foster homes. Kinship Care Training to be held on July 16th. Bayfield County is hosting this training. Foster Care Rate Setting Training is scheduled for July 28th in Washburn in the EOC. The state will be giving the training, Bayfield County is hosting. Juvenile Justice Update: Juvenile court referrals are down for the year. 26 youth referrals to juvenile court compared with 34 for 2013 and 50 for 2012. Informational Items: Anita distributed a handout titled “Responder Self Care: Caring For Yourself in the Face of Difficult Work.” Future Meetings: Future meetings: 9/16/14, and 12/16/14.
