HomeMy WebLinkAboutFamily Services Advisory Committee - Minutes - 9/20/2016 BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES FAMILY SERVICES ADVISORY COMMITTEE MEETING MINUTES Courthouse Conference Room A Tuesday, September 20th, 2016 at 4:30 pm Committee Members Present: John Blahnik, Lona Schmidt, Dale and Nancy Johnson, Susan Davis and Bev Lindell. Others Present: Attorney John Carlson, Anita Haukaas, and Heather Gilbertson from BCDHS. Call to order and introductions: Lona called the meeting to order at 4:33 pm and introductions were made. Minute Approval: John Blahnik made a motion to approve minutes from the 6/21/16 FSAC meeting as corrected. Sue seconded the motion. Motion passed. Public Comment Opportunity: No Comments at this time. Appeals Procedure for Substantiated Determinations of Child Abuse or Neglect Presentation: Attorney John Carlson handed out an Appeals Procedure PowerPoint packet and explained the Appeals procedure for Substantiated Determinations of Child Abuse or Neglect. Lona asked if this procedure was for child care facilities or only for personal / home cases. Atty John Carlson clarified that it is for everyone. Atty John Carlson stated that he does the initial paper review. There are 3 types of Burden of Proof that are being looked at, Preponderance of Evidence - substantiation finding, Clear and Convincing – CHIPS petition & Beyond a Reasonable Doubt – conviction. Atty John Carlson then went over the handouts that breakdown what is needed in order to substantiate the different types of Maltreatment. Maltreatment could be physical abuse, neglect, sexual abuse, mental or emotional abuse. Emotional abuse is the most difficult to prove, most cases fall under neglect. Once there is a referral to Child Protective Services, if the child is in present danger, the Social Worker has 24 hours to check on the child / family and see what the situation is. They have 60 days to make the initial assessment. If the child is in imminent danger then a TPC (Temporary Physical Custody) takes place, there is a hearing within 48 hours and must show a CHIPS petition was done. FSAC Membership/terms: Anita stated that Ann Green is stepping down. John Blahnik would like his term extended as would Dale & Nancy Johnson. The Human Services Board will be asked to approve the recommendations at Thursday’s September 29th Board Meeting. Anita will contact Kathy Wendling to see if she would like to serve on the FSAC. Arrowhead Juvenile Detention Center – Duluth, MN: Arrowhead Juvenile Detention Center is being recommended for use only for 72 hour secured holdings. The cost will be $225 a day. The Judge has asked for Anita to look into and see if there is Video Conferencing available. Arrowhead will have to give their approval and the Bayfield County Sheriff’s Department has already given their approval to pursue contracting with this agency. The cost per day is higher however the drive time and mileage is significantly lower for law enforcement and the facility is much closer for Bayfield County residents. Lona made a motion to use Arrowhead Juvenile Detention Center – Duluth, MN, John seconded and all approved. Motion passed. K:agenda&minutes/FSAC/mintes/2016/2016-09-20_FSAC_minutes-final 2 Lincoln Hills update: Changes are taking place. Media has been going in and pulling old abuse cases to review. Family Services Section staffing update: Mary Anich CPS/JJ Social Worker started on 09/19/2016. There is still a Vacant Family Specialist for FTC and Safe & Stable Families. Red Cliff Indian Child Welfare (RCICW) update: Jeremy McClain is no longer with Red Cliff and Chris Hillert is no longer with Red Cliff. Leah Thaldorf is still the RCICW Director and the only one in the office at this time. 2016/2017 Budget: We have gone over budget for 2016. The DHS and County Board has approved more funding due to Mental Health and the placement of children out of homes which are due to Mental Health reasons. The 2017 budget, our Youth Independent Living funding will be forwarded to a regional contracted agency and so our funding has been cut from BC Family Services budget. Mental Health/AODA Services update: Anita stated emergency detentions (EDs) are at 53 year- to-date, compared to 47 in 2015 and 13 in 2014 at this same time of year, January thru August. Anita stated that a lot of the Mental Health cases also involve substance abuse. Child Protective Services update: Anita commended the Maltreatment Presentation that Atty John Carlson put on. Anita stated that she has started Supervising Safety Training which is an intensive structured training for Child Protective Services, which begins in September and ends in December. Juvenile Justice: Year to date there has been 57 referrals. When a youth is put in Juvenile Detention, the parent/guardian or responsible parties are being billed for intentional delinquent acts, except for significant Mental Health cases when the county will take into consideration is the behavior primarily due to mental health or is it delinquent behaviors. Informational Items: The Wisconsin Forensic Interview Guidelines Presentation is in October – Mary will be going and Rebecca, Rachel and Courtney have already completed their training. A Hoarding Seminar will be taking place on October 18 at WITC. The Building Recovery Together Seminar took place September 10 at the Great Lakes Visitor Center and was a huge success with approximately 60 people in attendance. Future Meetings: The December FSAC was moved from 12/20/2016 to 11/29/2016 at 4:30 pm. Adjournment: The meeting was adjourned at 6:02 pm.
