FAMILY SERVICES ADVISORY COMMITTEE MEETING MINUTES
Courthouse Conference Room A
Wednesday, October 16th, 2019 at 4:30 pm
Committee Members Present: Lona Schmidt, Wayne Crozier, Bev Patterson, and Dale
Johnson.
Committee Members Excused: Bev Lindell and Jeremy Oswald.
Committee Members Absent: Susan Davis.
Others Present: Cheryl Hanson (Family Services Section Manager and Nina Bucher (Support
Staff).
Call to order: Lona called the meeting to order at 4:35.
Public Comment Opportunity: No public comment.
Comprehensive Community Services (CCS) Program update: Cheryl explained that the
CCS program began in 2015 to help coordinate services for Medical Assistance covered clients
having a mental health or substance abuse diagnoses. Bayfield and Ashland Counties had
contracted with New Horizons North to administer the program until March 2019 when the
counties brought the programs in house to run directly. Bayfield County currently has 28
participants (five are children) on CCS with the challenge of not enough service
array/providers to meet the needs of all who qualify for the program. Lona pointed out that
this is not a mandated program, but very important to support clients while in the community
before potentially bigger issues dictate the need for costly hospitalization. The three Bayfield
County employees hired to assess and coordinate services are extremely busy and doing a
wonderful job. A CCS nurse has been hired to share time with the Health Department and will
provide medication management services for CCS clients.
Resolution to Human Services Board-update: The Family Services Advisory Committee
resolution (2019-01) that encourages the County to increase social worker wages and enhance
benefits to attract qualified, quality applicants was approved at the July 2019 meeting. It was
then presented/approved at the July Human Services Board meeting and has been taken into
consideration by the Personnel Committee.
Committee Membership: The roster is now complete with Wayne C.’s addition.
Minute Approval: Dale made a motion to approve the July 2019 minutes as submitted.
Bev P seconded the motion and the motion carried.

Staffing Update: Cheryl relayed hope that the AODA social worker position would be filled
soon and that one Child Protective Services Investigator would be returning from medical
leave on November 5, 2019.
Program reports: Juvenile Justice has had 26 intakes so far this year which is down from
2018; 39 children are in out-of-home placements, 25 of which are tribal (Red Cliff); and there
have been 26 emergency detentions year to date.
Future Meetings: Future meetings will continue quarterly on the second Wednesday of the
month. The first 2020 meeting will be on January 8th.
