FAMILY SERVICES ADVISORY COMMITTEE MEETING MINUTES
Courthouse Conference Room B
Wednesday, January 8th, 2020 at 4:30 pm
Committee Members Present: Wayne Crozier, Nancy and Dale Johnson.
Committee Members Excused: Lona Schmidt, Jeremy Oswald, Susan Davis, Bev Lindell,
and Bev Patterson.
Others Present: Duane Majeres (CCS Mental Health Professional), Cheryl Hanson (Family
Services Section Manager, Elizabeth Skulan (BCDHS Director) and Nina Bucher (Support Staff).
Call to order: In Lona’s absence, Cheryl called the meeting to order at 4:35.
Public Comment Opportunity: No public comment.
Comprehensive Community Services (CCS) Program: Duane explained that the CCS
program began in Ashland and Bayfield Counties in 2015, sub-contracting the program out to
New Horizons North. In May 2019, the counties joined together to regionally administer CCS.
Each county serves their own residents, but share a functional screener, AODA professional,
and administrative staff. Bayfield County currently has 23 active clients. CCS is a recovery-
focused, Medicaid funded program designed to provide wrap-around services to children and
adults who have a severe MH or AODA diagnosis with at least one functional impairment that
interferes with their daily living. It is a psycho-social rehab approach that treats the whole
person in the home or community to help the person overcome, or to live the best life
possible, with the impairment. Duane gave hand outs on the referral to admission process,
type of services available to adults, and children (see attached). While anyone can refer
potential participants (including self-referral), detailed information is needed so it is best to
refer when accompanied by the potential participant. Duane cited the biggest obstacles for the
program are the lack of transportation, the lengthy admission process, lack of mental health
professionals in our area and housing. The shortage of psychiatric providers is a statewide
issue.
Staffing Update: Cheryl reported that Family Services is currently recruiting an AODA Social
Worker, CCS Nurse, and Family Service Specialist. Anyone knowing of possible candidates is
asked to relay the application link on the Bayfield County website.
Program reports: While final 2019 numbers are not in yet, 2019/2020 year-to-date stands
at: Juvenile Justice Intakes 45/1 and Emergency Detentions 34/2. The Juvenile Justice
numbers are on an increase, and EDs a decrease. At the end of 2019, seven children were
placed out-of-home, 28 children were placed out-of-home by Red Cliff ICW, and nine children
were in Kinship care.

Other Informational Items: Cheryl announced that Bayfield County had receive a
Targeted Safety Support Grant for $14,300 in 2020 from DCF. The funds will be used to
support families in keeping their children safe from maltreatment by providing funds for
housing, daycare, transportation and other supports.
Cheryl shared the state-wide caseworker contact data percentages for 2019 that is tracked
through the eWISACWIS program. Bayfield County achieved an impressive 98.63% of children
seen in out of home care for the year.
Susan Davis has submitted her resignation to the FSAC due to family obligations. She will be
missed!
Future Meetings: Future meetings will continue quarterly on the second Wednesday of the
month. The 2020 meetings will be on April 8, July 8, and October 14.
