HomeMy WebLinkAboutHighway Committee - Minutes - 4/7/2014MINUTES OF THE BAYFIELD COUNTY HIGHWAY COMMITTEE April 7, 2014 The regular meeting of the Bayfield County Highway Committee was called to order by Chairman Bichanich at 4:00 PM on Tuesday, April 7, 2015 at the Highway Office in Washburn. Present were Committee members Bennett, Maki and Williams, Chief Deputy Clark, County Administrator Abeles-Allison, Shop Foreman Gustafson, and Commissioner Toepfer. The next meeting was set for May 6, 2015. The Commissioner reported on inquiries to purchase the Grandview shop. Chief Deputy Clark expressed an interest in acquiring the building for law enforcement storage. Motion by Bennett / Williams and carried to turn the facility over to the Sheriff’s Department. Chief Deputy Clark left the meeting. Shop Foreman Gustafson reported that the department has advertised a request for proposals for the purchase of 2 new quad-axle dump trucks, and that the department has purchased a 2006 International 4300 sign truck for $61,000. Gustafson reported that the department has purchased one New Holland T6 165 cab tractor from Lulich Implement, Inc. for $76,934.66. Motion by Williams / Bennett and carried to approve the minutes of the March 4, 2015 meeting of the Bayfield County Highway Committee. Vouchers were audited. Motion by Williams / Bennett and carried to approve vouchers totaling $214,482.97. The Commissioner reported on the 2015 construction schedule. Soil borings were conducted on the scheduled section of CTH E (the 3 miles south of USH 2) and showed 3 inches of bituminous pavement placed directly on sand. The absence of base, the steep inslopes, excessively deep ditches and the need to replace and extend culverts will require a considerably greater amount of prep work prior to paving than usual. The Commissioner recommended completing CTH G, rut wedging approximately 10 miles of CTH M and completing CTH D and Sugar Bay Drive by the Hulda Pit in 2015. The department will begin construction on CTH E with the understanding that it may not be resurfaced this year. The Commissioner reported that all funds budgeted for highway construction will only be used for highway construction, but may be carried over for the 2016 completion of CTH E. The $150,000 cost of rut wedging is anticipated to be funded by the sale of the 2 remaining Hulda lots. Motion by Maki / Williams to approve the Commissioner’s recommendations. The Commissioner reported on a Bridge Aid request from the Town of Clover to increase a previously approved estimated $4,100 cost share on Nicoletti Road to an estimated $14,139 due to bids coming in $20,000 higher than anticipated. Motion by Bennett / Maki and carried to approve the Bridge Aid for an estimated $14,139 contingent upon solicitation of and complete expenditure of all available FEMA and State funds. Chairman Bichanich announced that the Committee would consider Personnel, under §1985(1)(c) during closed session. Motion by Maki / Bennett to convene in closed session. Chairman Bichanich called the role which was a unanimous aye. The Committee convened in closed session from 5:00 PM to 5:10 PM. Motion by Bennett / Maki to return to open session. Chairman Bichanich called the role which was a unanimous aye. No action was taken by the Committee resultant from the closed session. The Commissioner reported that WisDOT has solicited for Federal STP Bridge and Road projects. The Commissioner reported that he will submit one Town of Iron River bridge P934 (Main Street / Iron River) for replacement and one County bridge B19 (CTH F / Fish Creek) for a deck replacement and paint. The Commissioner reported that he will submit CTH M (Cable to Frels Road) as an STP road project. The Commissioner presented a brief synopsis of pavement problems on CTH C south of North Boundary with probable causes. The meeting adjourned at 5:15 P.M.
