Call to Order and Introductions
E. Skulan called the meeting to order at 4:03 p.m.

Program Presentation – Aging and Disability Resource Center Services, Aging Services
Specialist Emily Bainbridge
E. Bainbridge gave an overview on the Aging and Disability Resource Center (ADRC) staff
functions and described the job responsibilities of Information and Assistance (I & A). I& A
duties include: providing information on county programs such as home delivered meals,
specialized transportation and supportive home care; making referrals to other county
departments, service providers or partner organizations; and options counseling for long term
care. Currently, Bayfield County acts as the I & A call center for the ADRC-N on Tuesdays.
ADRC – N staff use Nightingale Notes software to enter client demographics and case notes.
The data base is accessible to staff throughout the ADRC – N region. I & A staff are waiting and
anxious for the completion of a data base resource guide. This will allow them to easily identify
regional resources for information and referral and will improve service to consumers.
Review of the January 26, 2012 Minutes
Motion by J. Crandall, seconded by P. Carver, to approve the minutes as presented. Motion

Monthly Section Reports
Economic Support Services – Jeanine Spuhler
E. Skulan reported for Jeanine Spuhler. Superior Days was a great experience. Six issues
brought before legislators: University of Wisconsin System, Technical Colleges, and PreK-12;
Mining Permitting and Reclamation Legislation: Wisconsin – Minnesota Tax Reciprocity;
Highway 2; E-911 Surcharge; Legislation to Protect Animals from Neglect and/or Abandonment.
Skulan presented the Human Services issues on Family Care Enrollment; Random Moment
Sampling; and Income Maintenance Regionalization to a joint meeting with the Secretaries and
staff from the Departments of Children and Family Services and Health Services. The Superior
Days Delegation had the opportunity to listen to the press conference given by Senator’s Jauch
and Schultz as they introduced their collaborative mining bill.
Kay Ross retired on February 13th after working five years in the Economic Support unit as an
Economic Support Specialist. Her retirement party was held on February 9th.

Family Services –Anita Haukaas
We have resumed monthly meetings with Red Cliff Indian Child Welfare workers. Meetings
will be held the first Thursday of each month. Meeting locations will alternate between
Washburn and Red Cliff.
A memo was released increasing the Federal bench mark for monthly face-to-face meetings to
95%. This means that case workers with youth in out of home placement including tribal
placements, must conduct a face to face contact with the youth. The memo allows for a
designated and qualified person, other than the case worker, to be assigned a visit. Bayfield
County routinely meets the required benchmark for this requirement.
In January there were nine children, two tribal, in out of home placement for a cost of $54,000.
In December 2011 there were 11 children in out of home placement for a cost of $50,000. In
January, there were 10 juvenile law enforcement referrals. Only seven youth were involved, so
one or more of the youth had multiple referrals. As of February 23, there have been four juvenile
law enforcement referrals for the month. There were 60 emergency detentions in 2010. Three of
those were youth. There were 70 emergency detentions in 2011, including 13 youth. The Youth
Offender grant is currently serving 14 youth.
Social Worker, Joseph Scribbins has tendered his resignation. His last day of work will be
March 23, 2012.
On February 15th Human Services celebrated staff appreciation day. Staff was invited to join the
Management Team during the morning break for a tasty celebration.
Support Services – Nikki Revak
Superior Days was a positive experience for Revak as she presented the E-911 issue for her team
when they met with their assigned legislation group.
Final payments were made for fiscal 2011. The next phase is to reconcile accounts and complete
year-end reports for the different funding sources. The majority of year-end reports are due to
the state by March 23rd.
Aging & Disability Services – Carrie Linder
Social Worker, Stefanie Scribbins has tendered her resignation. Her last day of work will be
March 23.
The unit currently has twenty-five protective placement cases. These cases require an annual
WATTS review.
The information for the Incident Tracking System for Elder Abuse has been completed.
Patti Carlson, Lynn Frechette and Linder completed the Long Term Care (LTC) Screening
testing. LTC recertification is required every two years. Test results are not yet available.

Planning is underway for the “Final Affairs” workshop to be held at the Northern Great Lakes
Visitor Center on May 10th. The workshop will focus on topics for the later stages of life, estate
planning, funeral planning, hospice, etc. Registration will be capped at 40 participants.
Monthly Reports The monthly financial, training, and waiting list reports were reviewed and
placed on file.
Staff Recognition – Kay Ross
E. Skulan reported that Economic Support Specialist, Kay Ross retired on February 13th. A letter
signed by the board thanking Ms. Ross for her years of service will be mailed to her.
Update Income Maintenance Regional Model – Update on information received regarding
the January 1, 2012 implementation of regional services
The Northern IM Consortium (NIMC) is experiencing system issues with the state Central Data
Processing Unit (CDPU). These problems are statewide issues. The CDPU scans documents and
electronically attaches those documents to IM consumer cases. A significant number of IM
consumer cases have been erroneously closed either because documents have been lost or they
were attached to an incorrect case by the CDPU. This has been a barrier to efficiency and
effective serving IM consumers.
Each IM Consortium was asked by the State if they wanted to continue maintaining their own Medicaid
Subrogation program. Subrogation is collections received from a third party liability. The NIMC
will continue to maintain the program locally and has requested additional training from DHS.
There is a 15% incentive on collections to maintain the program.
The Elderly, Blind and Disabled (EBD) team agents are struggling with their case loads. Most of
these cases often need a face to face interview and are initially more time consuming than family
cases. The team is working to resolve issues, but we may need to look at increasing the size of
this team in the future.
With the NIMC, all vacation requests and approvals must be considered on a regional base.
Currently, four of the twelve counties have union contracts. Vacation requests are due to the
NIMC March 1, 2012.
Long Term Care Sustainability – Review proposed white papers on sustainability
E. Skulan gave an overview on the seven white papers regarding proposed changes to Family
Care provided by the Department of Health Services (DHS).
Birth to Three Review – Review determination letter
C. Linder reviewed a letter issued by DHS. Bayfield County has “Met Requirements”, based on
the July 1, 2009 to June 30, 2010 data. There were no compliance issues.
Policy Review – Proposed changes to existing policy on voluntary detoxification
E. Skulan report that staff are still working on proposed revisions to the policy. A new draft
should be ready to present at the March meeting.

2011 Aging Unit Self-Assessment – Summary of Assessment
C. Linder summarized the annual self-assessment.
Long-term Care District Board – Standing agenda item, update from Dee Kittleson
regarding activities and information from the long-term care district board.
D. Kittleson was absent and there was no report.
