Kittleson called the meeting to order at 4:04 p.m. Welcome DHS Board Members Introductions were made by board members and staff. Review of the March 22, 2012 Minutes Motion by P. Carver, seconded by T. Benson to approve the minutes as presented. Motion carried. Opportunity for Public Comment – None Election of Officers - Open the Floor for Nominations for Chair and Vice-Chair D. Kittleson entertained nominations for Chair. B. Bussey motioned to nominate J. Crandall. J. Crandall declined. J. Crandall motioned to nominate R. Williams, seconded by C. Henkel. A unanimous ballot was cast for R. Williams for Chair. Motion passed. R. Williams entertained nominations for Vice-Chair. J. Crandall motioned to nominate D. Kittleson, seconded by H. Maki. A unanimous ballot was cast for D. Kittleson for Vice-Chair. Motion passed. Program Presentation – Department of Correction, Division of Juvenile Corrections (DOC, DJC), Amanda Spaeth, Reentry Case Manager, CSW A. Spaeth provided an overview of “Juveniles Who Sexually Offend” program. She explained that the mission at DOC DJC is “To promote a juvenile justice system that balances public protection, youth accountability and competency building for responsible and productive community living.” Their vision “will reduce delinquent behavior and restore a sense of safety to victims and the community by youth accountability; partnerships with community; and public protection.” BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING EOC, Bayfield County Annex April 26, 2012 2 Monthly Section Reports Support Services – Nikki Revak Will provide information under Call Change Center Clerical Option. Aging & Disability Services – Carrie Linder The first day of work for Social Worker JoAnn Paraventi was Wednesday, April 25, 2012. JoAnn will provide Adult Protective Services (APS) and Intake and Assistance. Ms. Paraventi was previously employed by NorthernBridges as a care manager. The entitlement for Family Care in Bayfield County begins July 1, 2012. At that time consumers will no longer be placed on a wait list for services if they are functionally or financially eligible. They will immediately be enrolled in the program once their eligibility is established. Intake and Assistance staff is in the process of prescreening current Medical Assistance consumers who will qualify for enrollment on July 1, 2012 to prepare for the entitlement. The Bayfield County ADRC Branch Office 2011 Units of Service report was distributed along with the 2011 Disability Benefit Specialist Summary Report. Economic Support Services – Jeanine Spuhler As part of the Medicaid Savings Initiative, changes will be made to the eligibility criteria of the BadgerCare+/Medicaid program to reduce enrollment. These changes will not impact children or disabled or pregnant adults. Letters will be sent out on behalf of the state to Medicaid recipients detailing the changes. These changes take effect on June 9th. Additional crisis funds were received for the energy assistance program. These funds can be used to assist consumers facing a utility disconnection provided they meet the eligibility requirements. Family Services –Anita Haukaas From January through April, 2012, there have been 23 emergency detentions. Two emergency detentions were protectively placed. Talks continue with Memorial Medical Center regarding their daily rate for emergency detentions, the current rate is $1993 per day. To date, these talks have been unsuccessful. From January through April, there have been 4 calls made to the Crisis Line. Comparatively, last year at this same time, there were 19 calls. Thirteen Juvenile law enforcement referrals were made in March. There have been twelve so far in April. The Iron River Police Chief, an Indian Child Welfare worker from Red Cliff and an investigator from the Bayfield County Sherrif’s office will participate in the First Witness Training to be held in Duluth, Minnesota. This training focuses on how to interview small children who may have been abused. Bayfield County received a grant from the Department of Justice for the training costs. BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING EOC, Bayfield County Annex April 26, 2012 3 There will be a presentation in May at the Hotel Chequamegon in Ashland regarding how the community can better serve military children when their parents and/or legal guardians come back from active duty. Monthly Reports The monthly financial, training, and waiting list reports were reviewed and placed on file. Update Income Maintenance Regional Model – Update on information received regarding the January 1, 2012 implementation of regional services and review of DHS site visit and review held April 20, 2012 E. Skulan reported that the State is currently implementing a number of changes and upgrades to the technology that consortia are using to provide Income Maintenance services. When the changes work as planned, they create efficiencies. When they do not, it creates additional dilemmas. Staff continues to do the best that they can, and in spite of the challenges, they have been able to improve services since implementation. Call Change Center Clerical Option – Information related to the addition of a clerical option to the IM Call Change Center E. Skulan reported that to improve service delivery for Income Maintenance (IM) consumers and reduce IM staff workload, a clerical pool of support staff agents have been added to the call change center. Clerical staff will schedule appointments for new applications and renewals including capturing the consumers’ telephonic signature. This allows calls to be diverted from regional IM staff to reduce the workload, call volume and wait time. N. Revak reported that the volume of calls and traffic at our front reception has decreased due to regionalization. As a result, we believe that we have the capacity to provide a .5 FTE support staff to the region. Support staff participated in on-line training to prepare them to provide clerical call change center staff duties. Bayfield County is currently providing 16 hours of clerical support to the call center for the Northern Income Maintenance Consortium. The goal is to get the appointment scheduled as quickly as possible and move on to the next call. We are hopeful that the change will have a positive effect for our IM consumers. W-2 RFP – Summary of Request for Proposal requirements, presentation of options for board review E. Skulan reported that the 2013 – 2016 Request for Proposal is due to the state on June 11, 2012. The Department of Children and Families have dramatically changed the program requirements. A summary of the program changes and department recommendations will be provided at the May meeting. W-2 is not a mandated program. Policy Review –Discussion and potential action on proposed changes to existing policy on voluntary detoxification E. Skulan reviewed the proposed changes to the existing policy for voluntary detoxification. Motion by B. Bussey, second by C. Henkel, to approve the proposed changes as presented to the existing Voluntary Detoxification program policy. Motion passed. Long-term Care District Board – Standing agenda item, update from Dee Kittleson regarding activities and information from the long-term care district board. The Department of Human Services Board may entertain a motion to move in and out of Executive Session pursuant to S19.85(1)(f); considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where part (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Motion by J. Crandall at 6:07 p.m., seconded by C. Henkel, to move in to Executive Session. Motion passed. Motion by B. Bussey at 6:49 p.m., seconded by D. Kittleson, to move out of Executive Session. Motion passed. Discussion and possible action regarding Executive Session No action taken. Other (Informational Items) A. WCHA Article and subsequent meeting Future Meetings Future meeting dates were scheduled as follows: A. May 31, 2012 B.
