Call to Order and Introductions
R. Williams called the meeting to order at 4:01 p.m.
Introductions were made.
Review of the May 31, 2012 Minutes
Motion by L. Schmidt, second by C. Henkel to approve the minutes as presented. Motion
carried.
Open the Floor for 2013 Budget Hearing
At 4:02 p.m. the floor was opened for public hearing on the 2013 Budget.
Randy Spangle, Director of Ashland Area Council on Alcoholism & Other Drug Abuse Inc.,
spoke in favor of the support they receive from the department.
Provider Input for the Budget 2013 Session was placed on file for:

Program Presentation – First Witness Training, Chief of Police Iron River, Scot
Eisenhauer
Chief Eisenhauer stated that it is an honor and privilege to live and work in Bayfield County. He
reported that it is a pleasure to work with the Family Services staff and complimented them on

the great work that they do as well as the positive relationships that we have with law
enforcement. Eisenhauer stated that he welcomed the opportunity to participate in the First
Witness Training and feels that we offer a better level of service to abused children because of
the program. He stated that it was one of the best trainings he has participated in.
Monthly Section Reports
Aging & Disability Services – Carrie Linder
The Birth-to-Three self-assessment is completed and was considered a success. The Birth-to-
Three plan with the school districts in Bayfield, including Red Cliff, was updated.
Linder attended the Mental Health conference sponsored by CORE. The conference highlighted
that one in eight people over the age of 65 are diagnosed with some type of dementia.
As of July 1, 2012, Family Care will be an entitlement program. This is a historical moment for
Bayfield County as there will no longer a wait list.
Economic Support Services – Jeanine Spuhler
With the recent floods in the area, Federal Emergency Management Agency (FEMA) contacted
Bayfield County to determine if there were additional FoodShare cases due to food spoilage
suffered as a result of the flooding. To date, Bayfield County has not had any reports to that
effect.
With the recent policy changes in BadgerCare, there has been a recent increase in the volume of
calls from consumers trying to verify that their records match what is in the state computer
system.
Currently Northern Income Maintenance Consortium (NIMC) call center agents are responding
to 65% of the calls before the calls are placed in the queue. The state remarked that statistically
we are doing a great job.
Crisis funds for electrical utilities allocations have been expended.
One Economic Support Services staff is out on Family Medical Leave Act.
FoodShare Employment Training (FSET) is a voluntary program for FoodShare recipients. The
recipient meets with a case manager for assistance and must commit 35 hours per week to
find/search and/or train for employment. In some instances, recipients receive financial
assistance for car repairs, training, work related clothing.
Family Services –Anita Haukaas reported by Elizabeth Skulan
Haukaas is out on Family Medical Leave Act until July 11, 2012.
Inquiries were sent out to other surrounding counties to see if there was an interest in joining
Bayfield County in implementing the Juvenile Assessment and Inventory System (JAIS) tool; to
date, no other county has expressed an interest. Angela Hernandez is working on an additional
grant from the Office of Justice Assistance for financial assistance to purchase the JAIS tool.
There will be some additional negotiation on the price of this tool now that we are aware what

other counties in the state are being charged. The assessments are an evidence based tool that
will assist staff in determining the services that children need so that we can ensure that they
receive the right services at the right time.
Ken Jepson is working on the 3rd quarter report for the Youth Offender grant.
Crystal Clark has submitted the first draft of the updated Juvenile Court Intake Referral Agency
procedure.
There is a youth currently place at the Lincoln Hills correctional facility in Irma. Cost is
approximately $300 per day. The youth will likely remain there until the end of the year.
Support Services – Nikki Revak
Bayfield County received the final closeout revenues for 2011. Staff is currently preparing
documents for the auditors. Staff attended the technical training for the IPAD “drop box”
technology for board meeting materials. On Monday, June 25th, Revak took minutes for the the
Aging and Disability Resource Center of the North quarterly board meeting in Cable; Revak also
reviewed the financial statements. On Wednesday, June 27th, Revak attended a Northern
Income Maintenance Consortium (NIMC) meeting with E. Skulan in Phillips where financial
data for the twelve counties in the consortium were reviewed.
Monthly Reports The monthly financial, training, and waiting list reports were reviewed and
placed on file.
Clark County Health Care Center Multi-County Collaboration – Information regarding
potential solution for some adults who have challenging behaviors due to their diagnosis of
mental health, cognitive disability or dementia.
C. Linder reported that as a result of the Supreme Court ruling on the Helen EF Case, she has
been researching options for the placement of adults with dementia. Clark County has a facility
for adults with behavioral problems and they specialize in placing adults with diagnoses
including mental health, cognitive disabilities, and dementia. In order to place a resident there,
counties must engage in a 66.03.01 agreement with Clark County, pay a one-time fee of $5,000
and participate in their governing structure.
Board members requested more information as to what the occupancy rate is and if more
counties are planning on joining in the 66.03.01 agreement.
Motion by B. Bussey, second by C. Henkle, to pursue this and bring the 66.03.01 agreement
back for discussion at the July meeting. Motion passed.
Reclassification Presentation – Information regarding the present reclassification process
E. Skulan reviewed the reclassification procedure for Human Services union employees. B.
Bussey thanked Skulan for the information as it enables county board members make an
informed decision regarding the issue.

Tour of Counties, June 6, 2012 – Review of agencies visited
E. Skulan and R. Williams reported on the Child Support Office tours of Ashland County Health
& Human Services; Price County Child Support; Rusk County Human Services; and Sawyer
County Child Support.
Department of Human Services (DHS) Board Appointments – Consideration of
reappointment of Bayfield area Citizen Member Patti Carver and review of applications,
consideration of appointment for citizen member from Cable
Question by H. Maki why Human Services needs citizen members on the Board. E. Skulan
responded that it is required by State Statute.
Motion by J. Crandall, second by C. Henkel, to reelect Patti Carver as a Bayfield area Citizen
Board Member for another term. Motion passed.
Applications for the citizen board member from Cable were reviewed. Deborah Pyne was present
and gave a short biography on herself.
Motion by H. Maki, second by B. Bussey, to recommend the approval of an appointment of
Deborah Pyne as a Cable area Citizen Board Member for three years. Motion passed.
Recognition of Ted Benson, Citizen Member to the Department of Human Services Board
from the Cable area, September 2006 to July 2012.
E. Skulan on behalf of the Bayfield County Human Services Board thanked Ted Benson for his
service to Bayfield County. Benson had been on the Human Services board since September
2006 and did an outstanding job as a citizen board member and was a wonderful advocate to the
citizens in the Cable area. Benson responded that he enjoyed working the Human Services board
and staff.
Aging and Disability Advisory Committee Appointment – Consideration of appointment of
Patti Carver to the Aging and Disability Advisory Committee
Motion by C. Henkel, second by L. Schmidt, to approve the appointment of Patti Carver to the
Aging and Disability Advisory Committee. Motion passed.
Update Income Maintenance Regional Model – Update on information regarding the
January 1, 2012 implementation of regional services for the delivery of Income
Maintenance Services
E. Skulan reported that the Northern and Western Income Maintenance Consortia are working
together to restore allocation equity among counties and consortia for the Income Maintenance
program.
Resolution to Allocate Additional Funds to the Northern and Western Income Maintenance
Consortia - Review and consideration of resolution to advocate for additional funds to
provide by applying a more equitable methodology to allocated resources statewide
E. Skulan reported that the Northern and Western Income Maintenance Consortia were most
negatively impacted by the current methodology and suffered 37% and 31% reductions
respectively while other consortia suffered reductions ranging from 20% to as little as 7%.

Skulan reviewed the memorandum that was sent to the members of the Wisconsin Legislature
highlighting the problems with the Implementation of Regional Income Maintenance Consortia.
Skulan reviewed the resolution for “Request that the Department of Health Services (DHS)
Identify a New Funding Allocation Methodology for FY 2013”.
Motion by B. Bussey, second by L. Schmidt, to adopt the resolution and forward to the full
county board. Motion passed.
Long-term Care District Board – Standing agenda item, update from Dee Kittleson
regarding activities and information from the long-term care district board.
No report, D. Kittleson absent.
Close the Floor to Public Comment to end Public Comment on the 2013 Department of
Human Services Budget
At 6:11 p.m. the floor was closed for public hearing on the 2013 Budget.
The Department of Human Services Board may entertain a motion to move in and out of
Executive Session pursuant to S19.85(1)(f); considering financial, medical, social or
personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except
where part (b) applies which, if discussed in public, would be likely to have a substantial
adverse effect upon the reputation of any person referred to in such histories or data, or
involved in such problems or investigations and pursuant to 19.85(1)(c) to consider
employment promotion, compensation, or performance evaluation data of a public
employee.
Motion by J. Crandall at 6:11 p.m., second by C. Henkel, to move into Executive Session. Roll
call vote. Motion passed.
