HomeMy WebLinkAboutHuman Services Board - Minutes - 12/4/2012BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC December 4, 2012 Board Members Present: Rusty Williams, Pat Carver, Deb Pyne, Jim Crandall, Harold Maki Clarence Henkel, Dee Kittleson (left @ 5:45 p.m.) Board Members Absent: Lona Schmidt, Bill Bussey Others Present: Elizabeth Skulan, Nikki Revak, Carrie Linder, Jeanine Spuhler, Anita Haukaas, Emily Bainbridge Call to Order and Introductions R. Williams called the meeting to order at 4:05 p.m. Review of the October 25, 2012 Minutes Motion by C. Henkel, second by P. Carver, to approve the minutes as presented. Motion carried. Opportunity for Public Comment None Program Presentation – Stepping On Presentation, Emily Bainbridge, Aging and Disability Services Unit Bainbridge stated that falls are the leading cause of injury and death among individuals age 65 and older. Stepping On is a community based program that empowers older adults to change behaviors to reduce the risks of falls. The workshop is held once a week for seven consecutive weeks. The program targets adults 65 and older who are at risk for falling, have a fear of falling or haven fallen one or more times. Outcomes include: improved balance and strength; home modifications that reduce risk; improved safety in the community; identification of vision deficits; medication review; evaluation of footwear; identification of safe footwear; and the proper amount of sleep needed to reduce risk. Monthly Section Reports Aging & Disability Services – Carrie Linder Emily Bainbridge and JoAnn Paraventi, Information and Assistance staff in the Aging and Disability Resource Center (ADRC) have both received AIRS (Aliance of Information and Referral Systems) certification. This certification is required by the state for staff who works in an ADRC.) Aging and Disability Benefit Specialist, Jamie Mackin and Elder Benefit Specialist, Sheila Mack have completed assisting consumers with the open enrollment Part D Medicaid for the year. Aging and Disability staff continues working with Family Services staff on two challenging cases. Every effort is being made to find the resources for placements. Linder was recently interviewed by Public Radio regarding a 94 year old veteran who was evicted by the Bayfield County Housing Authority. BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC December 4, 2012 2 Economic Support Services – Jeanine Spuhler December will be the last month that Bayfield County will administer the W-2 program. As of January 1, 2013, Workforce Resources will be providing W-2, Emergency Assistance and Job Access Loan services to residents of Bayfield County. The Northern Income Maintenance Consortium supervisors/managers are working together to develop strategies to delivery Income Maintenance Programs, since the performance measures are changing in 2013. The number of Energy Assistance applications is beginning to decline. However, contacts regarding furnace related issues and emergencies have increased. Family Services – Anita Haukaas Five staff will be attending the Juvenile Assessment Inventory System training that is scheduled in Hayward, December 10th through the 14th. There were five mental health/alcohol and other drug emergency detentions this past weekend. Synthetic drug usage seems to be playing a factor in a number of emergency detentions. Crystal Clark, Stacy Schmidt, Elizabeth Skulan, Ian Meeker and Tim Kane met to discuss potential changes to the Teen Court program on November 29th to increase referrals. The team is currently researching other Teen Court Programs in Wisconsin to identify ways to restructure the program. Psychiatrist, Dr. Sheets from Memorial Medical Center, will be leaving March 1. Dr. Sheets did psychiatric evaluations for protective placements. MMC is actively seeking a new psychiatrist. Northland Counseling recently hired a psychiatrist nurse practitioner. Family service staff has been accessing her services to work with clients. Lacie Prenderville joined the Family Services team on December 6th. Lacie is the new Child Protective Services and Juvenile Justice Case worker. Support Services – Nikki Revak Revak reported that she has invested substantial time working with managers to project the 2012 year end expenses. The information was then used to work with Elizabeth Skulan on the 2012 budget resolution. Karen Vlasaty has accepted the Deputy Treasurer’s position. While we are sad to see Karen leave DHS, this is a promotion and we are happy for her. We are in the process of analyzing the departments support needs to determine the skills that the new support staff person should have. Since it is difficult to recruit new staff during the holidays, we will work with the County Administrator to hire after the first of the year. Vlasaty’s last day will be Friday, January 11th. There was a request for Family Medical Leave for mid-December for a support staff worker. The request was for one week. BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC December 4, 2012 3 Monthly Reports Skulan reported that Human Services is currently projecting a deficit of approximately $248,000 for 2012. The monthly reports were placed on file. Budget Resolution 2012 Skulan reviewed the 2012 Budget Resolution to access Risk Reserve Funds in the amount of $250,000. Motion by D. Kittleson, second by P. Carver, to increase the spending authority for the Department of Human Services in 2012 to allow for unanticipated overages in mandated services and allow DHS to access the Risk Reserve set aside for that purpose. Roll Call Vote: Carver, yes; Pyne, yes; Crandall, yes; Maki, no; Henkel, yes; Williams, yes; Kittleson, yes. Total 7: Yes 6; No 1. Motion carried. 2013-2015 Bayfield County Aging Plan Linder gave a summary of the 2013 – 2015 Bayfield County Aging Plan and asked for consideration for final approval. Motion by D. Kittleson, second by J. Crandall, to approve the 2013 – 2015 Bayfield County Aging Plan. Motion carried. Dementia Care Specialist Grant Skulan reported that the Aging and Disability Resource Center of the North received notice that it has been awarded one of seven grants to fund a Dementia Care Specialist in the five county region for one year. The grant is in the amount of $70,000. Future funding for the position will depend on successful outcomes. The position is currently being advertised. Non-Emergency Medical Transportation Skulan summarized two letters have been included in the board packet regarding medical transportation; LogistiCare’s notice of termination of contract and the response from Department of Health Services (DHS) Secretary Smith. Smith’s response indicates that the LogistiCare contract will be extended until the State secures a replacement transportation manager. Update Income Maintenance Regional Model Three letters; one each from the Western Region for Economic Assistance (WREA); Northern Income Maintenance Consortium (NIMC) and Wisconsin County Human Services Association, were included in the board packet. The letters, addressed to Wisconsin DHS, request additional funds for the Income Maintenance programs. DHS has indicated that they do not have additional funds to honor these requests. Motion by D. Kittleson at 5:28 p.m., second by P. Carver, to move into Executive Session. Roll call vote. Motion passed. Motion by D. Kittleson at 5:44 p.m., second by C.
