Call to Order and Introductions
R. Williams called the meeting to order at 4:04 p.m.
Introductions were made.
Review of the January 24, 2013 Minutes
Motion by Henkel, seconded by Carver, to approve the minutes as presented. Motion passed
unanimously.

Program Presentation – Public Assistance Fraud Prevention Program, Jeanine Spuhler
Spuhler reported that allocations are based on the percentage of the statewide Income
Maintenance caseload, excluding Milwaukee County cases. The Fraud Prevention and
Investigation Program (FPIP) uses dedicated funding to contract with investigative staff. The
Northern Income Maintenance Consortium (NIMC) contracts with O’Brien & Associates for
FPIP. The emphasis is on fraud prevention rather than fraud detection; the most common
investigations verify household composition and income.
In 2012, 15 Bayfield County cases that were referred for investigation resulted in a total of
$15,751 in overpayment claims. Counties are able to retain 15% of the recovered funds as
incentive money.
Monthly Section Reports
Family Services – Anita Haukaas
On April 4th an Appeals Hearing is scheduled in Bayfield County regarding a substantiated Child
Protective Services case. Corporation Council is assisting Family Services staff with the
hearing.
Memorial Medical Center (MMC) 2013 daily rate for emergency detention, including voluntary
detoxification which is not a mandated service, is $2,083 per day. The average daily rate for
voluntary detoxification from other providers in the region is approximately $1,000. Since
MMC is unwilling to accept a $1,000 per day rate from Bayfield County and is equally unwilling
to bill the balance of the rate to the individual, clients will be directed to other providers.

The Juvenile Assessment Intervention System (JAIS) has been implemented. Ten assessments
have been completed. The assessments on five youth indicate that they are in need of more
structure and services.
Family Services staff is working with Law Enforcement on transportation of Human Service’s
emergency detention or mental health clients. There are two children in out of home placement
that need a local Permanency Roundtable assessment.
In the past week, Haukaas has participated in customer service training, personal safety training,
and staff evaluation training. Haukaas is involved with the Wisconsin Active Efforts
Subcommittee. They are drafting the Implementation Requirements form and the WICWA
Judicial Findings Requirement form.
Support Services – Nikki Revak
Many of the DHS fiscal reports have just been completed for 2012. Staff is now trying to catch
up with our January and February 2013 reports.
Angelique Brilla was hired as the Clerk I Accountant and started on February 18th. She is doing
a wonderful job.
Starting on Monday, Support Staff will be fully staffed! Sarah Traaholt was hired as the Clerk I
Receptionist position. We are very excited to have her on board.
Revak reported that she is looking forward to taking a week off in April.
Aging & Disability Services – Carrie Linder
Linder reported that she participated in the Woodlawn Enhanced Health Services Commission
conference call as Bill Bussey was unavailable. The commission approved another level of
membership, associate member. The Clark County facility is currently at 90% occupancy.
An Aging & Disability staff person will be returning from Family Medical Leave Act on
Monday, April 1st.
Adult Protective Services cases, guardianship and protective placements, have increased three
fold from 2011 to 2013. There continues to be an increase in older people that are in need of
these services. Staff will closely monitor these cases for future staffing and budgeting.
The Elderly Nutrition Program will be decreased in 2013. In 2013, funding was reduced by
$11,000 annually due to the 2010 census adjustment. There will be additional decreases in the
future due to sequestration. Included in the board packet is a proposed letter to congregate meal
recipients on the senior dining program regarding the funding cut and the suggested per meal
donation. Washburn participants have reported that they have felt bullied, harassed and
intimated by other seniors at the Time Out Restaurant Senior Dining site for contributing more
than $1.00 per meal, rather than the suggested donation or an amount that they can afford. This
abusive behavior is unacceptable. J. Crandall assisted in drafting the letter to address the issue.
The DHS board reviewed and approved the letters for distribution.

Economic Support Services – Jeanine Spuhler
Spuhler reported that supplemental heat benefits were issued to Bayfield County residents who
were eligible for the Wisconsin Home Energy Assistance Program (WHEAP) since 10/01/2012.
Staff is working with Bayfield County residents to use the Keep Wisconsin Warm funds.
The Northern Income Maintenance Consortium is doing well; out of six primary performance
standards, the consortium is meeting four standards, on the verge of meeting the fifth standard
and working on the final sixth standard. Currently, wait time on the call center queue has
decreased to less than ten minutes. Complaints about the hold time on the call center are
decreasing.
Monthly Reports
Skulan reported that most of the 2012 year end reports have been completed. At the April Board
meeting, preliminary financial reports will be reviewed with the Board.
Suggestion from J. Crandall to hold off from reporting on the financial budget for the new year
until April when there is adequate data to review. This suggestion will be discussed further at the
April meeting.
The monthly reports were placed on file. Missing from the Training and Meetings report, Family
Services social worker, Lacie Prenderville will be attending overnight trainings in March and
April.
2013 COP Plan Update
Linder reviewed the Community Options Program plan. The plan was reviewed and approved by
the Aging and Disability Services Committee on March 25th.
Motion by Crandall, seconded by Schmidt, to approve the 2013 COP Plan Update. Motion
passed unanimously.
2013 Alzheimer Family Caregiver Support Program Budget
Linder reviewed the Alzheimer Family Caregiver Support Program Budget for 2013. The budget
was reviewed and approved by the Aging and Disability Services Committee on March 25th.
Motion by Crandall, seconded by Schmidt, to approve the 2013 Alzheimer Family Caregiver
Support Program Budget. Motion passed unanimously.
2013 Elder Abuse Direct Services Application
Linder reviewed the 2013 Elder Abuse Direct Services Application. The application was
reviewed and approved by the Aging and Disability Services Committee on March 25th.
Motion by Carver, seconded by Henkel, to approve the 2013 Elder Abuse Direct Services
Application. Motion passed unanimously.
2012 Aging Unit Self-Assessment
Linder reviewed the agency’s 2012 Aging Unit Self-Assessment. The Aging and Disability
Services Committee reviewed and approved the self-assessment on March 25th.

Motion by Schmidt, seconded by Henkel, to approve the 2012 Aging Unit Self-Assessment.
Motion passed unanimously.
2013 Human Services Day at the Capitol
Skulan emailed information to the full County Board and the DHS Board regarding 2013 Human
Services Day at the Capitol to be held on April 10, 2013. Skulan will be going with a team from
Iron and Price Counties and will be meeting with Representative Bewley and Senator Jauch. The
Wisconsin Counties Association will provide white sheets on the issues to be discussed with the
legislators. The issues include additional Income Maintenance, Child Support, Family Care
expansion and mental health funding.
Volunteer and Staff Eating at Meal Sites Policy
Linder reported that counties are allowed the option of determining if meals will be provided to
volunteers and staff who are under 60 that are working while congregate meals are being served
at the elderly nutrition sites. Linder reviewed the Volunteer and Staff Meal Contribution Policy
that was drafted and approved by the Aging and Disability Services Committee on March 25th.
The policy states that anyone under 60 would pay the $2.50 suggested donation.
Motion by Henkel, seconded by Schmidt, to approve the Volunteer and Staff Meal Contribution
Policy. Motion passed unanimously.
Special Legislative Council on Mental Health – Recommendations for statutory changes
Skulan reported on the Special Legislative Council on Mental Health recommendations for
statutory changes. The statutory revision was developed last year and would require Human
Services Board to have additional members. The Wisconsin Counties Association and the
Wisconsin Counties Human Services Association have gone on record opposing this change. If
the proposal is introduced to the legislators, the Bayfield County DHS board will send a letter
opposing the change.
2014 State Biennial Budget Proposals
Skulan reviewed the Biennial Budget Proposal.
The Department of Human Services Board may entertain a motion to move in and out of
Executive Session pursuant to S19.85(1)(f); considering financial, medical, social or
personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except
where part (b) applies which, if discussed in public, would be likely to have a substantial
adverse effect upon the reputation of any person referred to in such histories or data, or
involved in such problems or investigations.
Motion by Carver at 5:11 p.m., second by Schmidt, to move into Executive Session. Roll call
vote. Motion passed.

Call Vote. Motion passed.
