HomeMy WebLinkAboutHuman Services Board - Minutes - 4/25/2013BAYFIELD COUNTY HUMAN SERVICES EXECUTIVE BOARD MEETING Bayfield County EOC April 25, 2013 Board Members Present: Rusty Williams, Jim Crandall, Clarence Henkel, Pat Carver, Dee Kittleson, Deb Pyne, Harold Maki, Bill Bussey Board Members Absent: Lona Schmidt Others Present: Elizabeth Skulan, Nikki Revak, Carrie Linder, Jeanine Spuhler, Anita Haukaas (left @ 5:30 p.m.), Misty Mogensen (left @ 4:25 p.m.), Call to Order and Introductions R. Williams called the meeting to order at 4:08 p.m. Introductions were made. Review of the March 28, 2013 Minutes Motion by Henkel, seconded by Carver, to approve the minutes as presented. Motion passed unanimously. Opportunity for Public Comment None Program Presentation – Aging and Disability Services, Memory Care Connections Program, Misty Mogensen, Dementia Care Specialist Mogensen’s provided an introduction. She is a certified Dementia Care Specialist and Registered Nurse. Mogensen gave an overview of the “Memory Care Connections” program. The goal of the program is to provide knowledge and support to people caring for their loved one with dementia. When caregivers receive the support and services they need, the person with dementia can often remain in their home longer and the caregiver better understands how the disease is affecting their loved one. Morgensen has just completed her training. Currently, there are three families receiving support; one in Ashland, one in Bayfield and one in Sawyer. Two more assessments are scheduled to be completed in Bayfield County. When her caseload is full, Misty expects to be able to work with approximately 20 families. Monthly Section Reports Support Services – Nikki Revak The Agency celebrated Staff Appreciation today during the morning break. The Management Team provided treats and Skulan thanked DHS staff. Revak provided reception during the event to allow all support staff to attend. Sarah Traaholt started on April 1, Angelique Brilla started on February 18 both are a wonderful asset to our team and agency. Revak reported that it was nice to be back from vacation. BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC April 25, 2013 2 Family Services – Anita Haukaas Emergency detentions decreased in the month of March. Haukaas reported that she will be meeting with Jenny Felty, Director, New Horizon’s North to discuss the Community Support Program waitlist. Haukaas reported that the number of release of information requests from attorneys have increased over the last few months. The Substantiation Appeal Panel held on April 4th upheld the Child Protection Services decision that the abuse did occur. The panel determined that Bayfield County appropriately insured the safety of the child by substantiating the investigation. A joint request from Bayfield DHS and the Red Cliff Tribe for High Cost Tribal Funds for youth in out of home placement for 2012 was denied by the State. DHS is waiting for the denial letter. One staff person is currently on Family Medical Leave Act. Family Services staff is continuing to work with area schools on AODA awareness and prevention. Economic Support Services – Jeanine Spuhler For the first time since implementation, the Northern Income Maintenance Consortium (NIMC) has met all six state performance standards. Spuhler reported that news regarding the Patient Protection and Affordable Care Act (PPACA) has now been released. Significant changes will occur in the delivery of the program and additional funds will be available statewide to facilitate the implementation of the new law. Currently NIMC supervisors are meeting with staff to develop recommendations to provide to the NIMC directors on how to staff for implementation. Work continues with the State on granting the NIMC delivery model with the Child Care program also. The MER for the FoodShare Program NIMC is scheduled for May 21 in Price County. NIMC staff are preparing for the review. Bayfield County received notice on April 15th that disconnection notices from the utility companies were sent to their customers for non-payment. Those consumers have been calling the agency for assistance. Aging & Disability Services – Carrie Linder Emily Bainbridge, Aging Support Specialist, and Linder hosted a Bayfield County Volunteer appreciation luncheon at Lakewoods on March 27th. Approximately 50 volunteers attended the luncheon. Volunteers for the senior meal program documented more than 2000 hours of service in 2012. Donations from agencies and organizations helped to cover the cost of the luncheon. BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC April 25, 2013 3 Volunteers Patty Carver and Lona Schmidt attended the leadership training in Rice Lake for the Stepping on Program. There will be a class beginning the first week in May in Bayfield. Linder attended a planning meeting with the Bayfield County Public Health Department for the Living Well with Chronic Disease program. The Northern Lights facility is now under a regional management system. Unfortunately, Becky Mika’s local position as the Rehab Director was eliminated. The Administrator Jennifer Augustine will now oversee the Birth to Three program therapies. The Birth to Three Self- Assessment is due the end of May to the State. Staff will be meeting with the Red Cliff Birth to Three program in early June. Linder reported that the Birth to Three censuses has increased from last year. Monthly Reports Skulan reported that the preliminary figures for 2012 indicate that DHS will be around $100,000 over budget, a decrease to that amount previously indicated. The monthly reports were placed on file. Maki asked that training costs be separated for the agency. Issuing Financial Reports – Jim Crandall Since the monthly financial statements early in the year have little to report on them, Crandall suggested that the board the eliminating the first three monthly financial statements each year. He further advocated for the DHS board to consider reviewing the financial reports quarterly beginning in April. Skulan asked the DHS board if they would prefer a different format for the statement, for example, a printout from New World (County accounting system). The consensus of the DHS board is to utilize the current budget format but to only review the financial reports formerly on a quarterly basis. Motion by Crandall, second by Pyne, to have staff prepare quarterly financial reports and to report to the board any significant budget concerns on an ongoing basis. Motion passed unanimously. 2013 Human Services Day at the Capitol Skulan attended 2013 Human Services Day at the Capitol on April 10th with a team from Iron and Price counties. Skulan reported that one issue paper was provided only to members of the Northern and Western Income Maintenance (IM) Consortia. This issue documents a Wisconsin Counties Association (WCA) position that requests additional funding for any IM consortia who suffered greater that the state average 17% decrease in General Purpose Revenues from the 2011 – 2013 State Budget. This issue was not supported by the Wisconsin County Human Services Association by a very small margin primarily because consortia were concerned that if new funds were not identified that their funding would be reduced to afford the Northern and Western consortia increases. Both Senator Jauch and Representative Bewley supported the funding request BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC April 25, 2013 4 increase. Due to inclement weather on April 10th, Taylor County was unable to participate as planned. As a result, the Bayfield, Iron Price team also met with staff of Representative Mary Williams from Taylor County as a courtesy to their consortium partner. . 2013 Resolution #1 – 2013, To Support Additional $250,000 State General Purpose (GPR) Allocation for Northern Income Maintenance Consortium (NIMC) in 2013-2015 State Biennial Budget Skulan stated that all 12 counties in the Northern Income Maintenance Consortium (NIMC) are presenting this resolution to their respective county boards. The resolution supports additional funding for NIMC on the delivery of IM services in the 2013-2015 State Budget. Motion by Bussey, second by Kittleson, to approve the #2013 Resolution #1 – 2013 To Support Additional $250,000 in State GPR Allocation for NIMC in 2013 – 2015 with the correction of a typo (2015 instead of 2014 in the second to the last paragraph) and to forward the resolution to the full County Board for approval. Motion passed unanimously. Proposed Umbrella Statute – Review and Determine Position Regarding Statute Skulan reviewed the proposed Umbrella Statute. This statute is meant to enable counties more flexibility to collaborate on a comprehensive range of human services. Each County will vote at the May 2013 Wisconsin Counties Human Services Association spring conference whether or not to pursue the development of this legislation. Some discussion followed. There was some concern that the intent of the proposed statute may be changed once it is authored and written by legislators. Motion by Bussey, second by Crandall, to support the Proposed Umbrella Statute. Motion passed unanimously. Workload Impact of Patient Protection and Affordable Care Act (PPACA) – Review Handout Skulan gave an overview on the workload impact of the PPACA and the counties role to implement the new federal health care law. PPACA will be implemented on October 7, 2013; new funding will be released July 1, 2013 to prepare for the changes. NIMC supervisors and directors are developing an implementation plan. 2014 Budget Input Process – Review of planning process Skulan reviewed the 2014 budget process for DHS. Other (Informational Items) A. Long-Term Care District Board – Most recent Northern Bridges minutes included in board packets B. The family of an elderly person sent a note thanking DHS for the very good service received from the home delivered meals program and staff.
