Call to Order and Introductions
Williams called the meeting to order at 4:02 p.m. Introductions were made.
Review of the July 25, 2013 Minutes
Motion by Maki, seconded by Crandall, to approve the minutes as presented. Motion passed
unanimously.
Opportunity for Public Comment
None
Program Presentation – Reunification, Family Services Social Worker, Rebecca Kruit,
Family reunification in child welfare refers to the process of returning children in temporary out
of home placement to their family. Reunification is the most common goal for children in out
of home placement, but reunification is dependent on the safety of the children.
When children are in out of home placement, family interaction is an opportunity to maintain,
establish and promote parent-child relationships and should occur as frequently as possible. In
a permanency plan, goals for the family to be reunited must be explained at length and have
measurable steps. Once all impending danger threats are removed or addressed, an in-home
safety plan is developed and the child is returned to the home.
When a child is in out of home placement, there are court hearings every six month to review
steps toward reunification. If reunification is not appropriate other permanency options needs
to be considered.
Henkel commented that Kruit is very competent at performing her job.
Monthly Section Reports
Support Services – Nikki Revak
The compliance part of the audit begins on September 9th. Staff is in the process of pulling
vendor checks and client files for the auditors.
Planning continues for the staff retreat to be held on September 5th.

The initial draft of the 2014 DHS Budget is complete. Skulan worked with Revak on the
estimated revenues and expenses for the remainder of 2013.
Economic Support Services – Jeanine Spuhler
Skulan reported that Spuhler is on vacation. One ES worker is on family medical leave. The
three new Limited Term Employees started work on August 12th. They are currently completing
online training. We are excited to have them on board!
The regular ES staff attended training in Ladysmith at the Rusk County Health and Human
Services Department today. The training focused on MAGI (modified adjusted gross income).
MAGI is the new standard that will be used to determine Medicaid eligibility as well as to
determine if individuals are eligible for federal tax credits if they purchase health insurance
through the federal market place.
Aging & Disability Services – Carrie Linder
Due to the unanticipated Family Medical Leave of a home delivered meals driver and a
subsequent change in the driving record of a substitute driver, Emily Bainbridge delivered meals
to the elderly for three days. A former employee was then hired as a temporary driver to assist
with meal delivery.
Linder completed the A&D, GWAAR, and ADRC-B section of the budget. Linder continues to
assist Waters, the new social worker who administers programs for children and youth with
disabilities.
Linder handed out a flyer for the “12th Annual Caregivers Conference”. The conference will be
held on Friday, October 11th at the AmericInn in Ashland. Linder also shared the “Senior
Resource” directory with the board members. The directory sparked considerable discussion.
Family Services – Anita Haukaas
Family Services continues to seek a provider(s) for in-home counseling services for youth with
severe mental health issues. This is important for youth so that they are able to stay in their
own community.
Haukaas has almost completed the Family Services section of the annual report.
There were three juvenile justice referrals last week. These three youth were here on vacation
so Bayfield County does not have jurisdiction over them.
Haukaas was out of the office two days to attend a mandated training.
Monthly Reports
Skulan reported to the board that due to higher costs in the Birth to Three program, out of
home placements and mental health, there are anticipated overages of approximately
$190,000 projected for 2013.

The monthly reports were reviewed and placed on file.
New Horizon’s North Director Jenny Felty, has resigned to take a new position in Rhinelander.
2014 Draft Budget Presentation – Review for approval to forward to the Executive Committee
and full County Board
Skulan reviewed the budget. Per directive of the County Administrator, the DHS budget
included the additional funding of $249,000 for the Executive Committee’s consideration.
Motion by Henkel, seconded by Schmidt, to approve the 2014 Draft Budget as presented and
move to full county board. Motion passed unanimously.
2013 Department of Human Services Budget Adjustment #1 Patient Protection and
Affordability Act (PPACA)
Skulan reviewed the budget adjustment for 2013. The recent hire of three Income Maintenance
employees adds both the revenues and expenses in the amount of $63,000 to the budget for
the remainder of 2013. This change is cost neutral to the county.
Motion by Carver, second by Schmidt, to approve the 2013 Department of Human Services
Budget Adjustment #1 Patient Protection and Affordability Act hiring. Motion passed
unanimously.
2013 Substance Abuse Contract – Red Cliff
Skulan reviewed the request by the Red Cliff Tribe for additional funding for the 2013 Substance
Abuse Contract, which they have not yet signed. Skulan reviewed a cost analysis spreadsheet
comparing the cost to the services provided by Red Cliff from 2009 to the present.
Motion by Maki, seconded by Schmidt, to negotiate the 2013 Red Cliff Substance Abuse
Contract at no more than $24,000 for 2013. Motion passed unanimously.
