HomeMy WebLinkAboutHuman Services Board - Minutes - 9/26/2013BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC September 26, 2013 Board Members Present: Rusty Williams, Clarence Henkel, Lona Schmidt, Deb Pyne, Harold Maki, Jim Crandall, Bill Bussey Board Members Absent: Pat Carver, Dee Kittleson Others Present: Elizabeth Skulan, Nikki Revak, Carrie Linder, Anita Haukaas, Jeanine Spuhler, Rachel Coughtry (left @ 4:45), Beth Meyers (arrived @ 4:06 left @ 4:09), Mark Abeles-Allison arrived @ 5:45 Call to Order and Introductions Williams called the meeting to order at 4:05 p.m. Introductions were made. Review of the August 22, 2013 Minutes Motion by Henkel, seconded by Pyne, to approve the minutes as presented. Motion passed unanimously. Opportunity for Public Comment Beth Meyers, director of Core, reported that the new managed care organization (MCO) Community Care of Central Wisconsin (CCCW), the Northern Region MCO as of January 1, 2014, will be in Ashland on October 17th. CCCW will be meeting with Memorial Medical Center and Core for an introductory session. MTM (Medical Transportation Management), Wisconsin’s non-emergency medical transportation contractor, will also be in Ashland on October 17th for an introductory session. Program Presentation – Economics Support Services, Rachel Coughtry, Northlakes Community Clinic Coughtry provided an overview of the Affordable Care Act (ACA). Some discussion followed. The ACA requires most Americans to have health insurance by January 2014. Coughtry recently completed 16 hours of training to become a Certified Application Counselor (CAC) for Northlakes Community Clinic. Northlakes will have workers available to assist consumers apply for health insurance. Consumers can enroll in the Marketplace beginning October 1, 2013 with insurance coverage beginning January 1, 2014. Consumers must be enrolled by December 15, 2013 for coverage to begin on January 1, 2014. Open enrollment will continue through March 31, 2014. Monthly Section Reports Economic Support Services – Jeanine Spuhler In preparation for the Affordable Care Act, three Limited Term Employees were hired in mid- August. BadgerCare adults who are over 100% of the federal poverty level will receive notification letters this week from the State that their BadgerCare eligibility will end on January 1, 2014. The NIMC call center has recorded messages included on the menu that respond to specific questions regarding the letters that callers can hear while they are on hold. This will assist consumers so that they do not need to speak with an agent. Wisconsin Home Energy Assistance Program (WHEAP) application process begins October 1st. Aging & Disability Services – Carrie Linder The Aging and Disability Resource Center of the North are also receiving many inquiries on the Affordable Care Act. Information and assistance staff will provide callers with the official website at www.healthcare.gov address. Northern Lights, contracted Birth to Three provider, is experiencing a shortage of qualified Occupational Therapists and are in the process of filling that vacancy. Bayfield County currently has four children that require occupational therapy. The Elderly Nutrition program 2014 Request for Proposal (RFP) will be published next week. The contract can be extended for up to three years at the County’s discretion. 2014 begins a new three year cycle. The program is expected to experience an additional reduction in funding for 2014 due to sequestration. The Home Delivered Meal Driver Safety Policy proposal is in the final draft form and will be presented at the October meeting. Youth Services Social Worker Jeannie Water’s last day was today. Waters accepted a position with the Department of Public Instruction in Ashland. The vacancy is currently being advertised. Support Services – Nikki Revak At the direction of the County Administrator, Revak worked with Skulan to revise the 2014 DHS Budget. A summary of changes will be presented later in the meeting. Revak attended the quarterly Aging and Disability Resource Center of the North (ADRC-N) Governing Board Meeting and presented the January – July ADRC-N financial report and the 2013 projected expenditures for the remainder of the year. Revak also presented the 2014 ADRC-North Budget which was passed by the Governing Board. The first draft of the County Aging Unit Budget for 2014, based on the DHS 2014 Budget, has been completed. Linder will present the budget on Monday, September 30th to the Aging and Disability Services Advisory Committee. Sarah Traaholt attended a two day Wisconsin Home Energy Assistance Program (WHEAP) training. Traaholt will assist in the data entry of the WHEAP applications. This fills the void left BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC September 26, 2013 3 when Karen Vlasaty transferred to the Treasurer’s department at the beginning of 2013. Vlasaty previously entered WHEAP applications. DHS is currently advertising for a part time Limit Term Clerical Call Center position. This position will be funded by Patient Protection and Affordable Care Act dollars for the Northern Income Maintenance Consortium. The position is 20 hours per week. The application process closes on 10/13/13. Family Services – Anita Haukaas Angela Hernandez, AODA/Mental Health Coordinator, resigned to pursue a Clinical Therapist position. Hernandez’s last day will be September 27th. Haukaas will assist with the Community Support Program clients and the Emergency Detentions until the position is filled. The vacancy is currently being advertised. Haukaas, Skulan, Linder and Cheryl Hanson participated in the Crisis Intervention Training in Ashland. The weeklong training was targeted at building relationships with and strengthening the skills of regional law enforcement and first responders. The training included role playing enacted by professions actors who played the roles of consumers in mental health crises. Family Services staff attended an annual training in Hayward last week for the Juvenile Assessment and Intervention System. Family Services staff is working with Criminal Justice staff Brenda Spurlock and Karen Johnson to implement a Family Drug Court in 2014. Monthly Reports Skulan reviewed the anticipated overages projected at approximately $120,000 for 2013. Overages in mandated services including mental health, substance abuse, out of home care placements and Birth – to – Three services are responsible for the projected deficit. The monthly reports were reviewed and placed on file. Final Financial Statement 2012 Skulan reported that after the 2012 single audit, DHS had a deficit of $139,686. Resolution to Replenish Risk Reserve for the Department of Human Services – Resolution to request that the DHS Risk Reserve is replenished Skulan presented the resolution which requests that the County Board transfer $139,686 to the Human Service Risk Reserve to replenish it. This was the first time DHS transferred money from the Risk Reserve to balance the budget. Motion by Schmidt, seconded by Pyne, to approve The Resolution to Replenish Risk Reserve for the Department of Human Services in the amount of $139,686. Motion passed unanimously BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC September 26, 2013 4 2012 Annual Report – Review First Draft Skulan reviewed the 2012 Annual Report. Crandall suggested modifying the title of the 942 Report to “State Mandated 942 Report”. Motion by Crandall, seconded by Henkel, to approve the 2012 Annual report with the title of “State Mandated 942 Report”. Motion passed unanimously. 2013 Red Cliff Contract – Follow up on August 26, 2013 meeting Skulan reported that at the August 26, 2013 meeting with Red Cliff for AODA Services, they agreed to the terms of the 2013 contract. Red Cliff may want to negotiate different terms in 2014. DHS has not yet received a signed 2013 contract. Bayfield County Wisconsin Indian Child Welfare Act (WICWA) review – First week of October 2013 Skulan and Haukaas reported that the Wisconsin Department of Children and Families will conduct a case file review of Bayfield County children subject to the Wisconsin Indian Child Welfare Act in October. The state has picked six cases to review. This is the first compliance review of this kind. Results of the review will take provided in approximately three months. Community Care of Central Wisconsin (CCCW) Communication Plan – Review of Plan Skulan reviewed the CCCW Communication Plan for their service expansion of Family Care to the 11 county GSR 7 (Geographic Service Region) Northern Region. Skulan will invite Chris Kubick, CEO from CCCW to present at the October DHS Board meeting. CCCW – Discussion and possible action regarding representation on regional board Skulan reported that CCCW has not yet determined the structure of their regional board once the Northern Region is added to their services area. The DHS board directed Skulan to submit a letter to CCCW requesting that they include one representative from Bayfield County to their board. Skulan was also directed to develop a resolution formally documenting the request. Motion by Schmidt, second by Henkel, to submit a letter to CCCW requesting one representative from Bayfield County, and a resolution to request the same for the October Board meeting. Motion passed unanimously. 2014 Budget – Review of County Administrator’s proposal Skulan reviewed the 2014 budget changes. 2014 DHS Board meeting calendar Skulan reviewed the proposed 2014 DHS Board Meeting dates. The Department of Human Services Board may entertain a motion to move in and out of Executive Session pursuant to S19.85(1)(f); considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC September 26, 2013 5 personnel problems or the investigation of charges against specific persons except where part (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Revak, Linder, Spuhler, and Haukaas were excused from the Executive Session. Motion by Bussey at 5:59 p.m., second by Henkel, to move into Executive Session. Roll call vote. Motion passed unanimously. Motion by Bussey at 6:28 p.m., second by Henkel, to move out of Executive Session. Roll call vote. Motion passed unanimously.
