HomeMy WebLinkAboutHuman Services Board - Minutes - 10/24/2013BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC October 24, 2013 Board Members Present: Rusty Williams, Clarence Henkel, Lona Schmidt, Jim Crandall, Bill Bussey, Pat Carver, Dee Kittleson Board Members Absent: Deb Pyne, Harold Maki Others Present: Elizabeth Skulan, Nikki Revak, Carrie Linder, Anita Haukaas, Jeanine Spuhler Call to Order and Introductions Williams called the meeting to order at 4:04 p.m. Introductions were made. Review of the September 26, 2013 Minutes Motion by Schmidt, seconded by Henkel, to approve the minutes as presented. Motion passed unanimously. Opportunity for Public Comment Crandall requested that a resolution be drafted requesting that Governor Walker reconsider his decision not to accept Federal enhanced Medicaid funding. Crandall stated that other counties in the state have passed similar resolutions. The DHS board directed Skulan to draft a resolution to present directly to the full county board at their November 12th meeting. Chair Williams informed DHS board members that meetings will be simplified to run more efficiently. He reminded members that they must be recognized by the Chair to speak. He also indicated that no questions will be taken from the floor until speakers have completed their program presentations. He instructed any members with personal questions related to the presentation to meet with the presenter after the meeting. Program Presentation – Community Care of Central Wisconsin (CCCW) Chris Kubick was unable to attend. Chris will present information related to CCCW at the December meeting. Monthly Section Reports Aging & Disability Services – Carrie Linder Interviews for the vacant social work position have been completed. Background and reference checks are being completed. An offer of employment should be extended in the near future. With the social worker vacancy, Linder continues to oversee and coordinate the care for youth being served through the Children’s Longer Term Care Services and Family Support Programs. Over 100 individuals participated in the Care Giver Conference held in Ashland on October 11th. BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC October 24, 2013 2 Emily Bainbridge, Misty Mogensen and Linder gave a presentation at the Barnes Health Fair on October 17th. Approximately 30 individuals participated in the fair. The Request for Proposal for the Senior Meal program has been published. The deadline for the proposals is November 15th. The 2014 home delivered meal rates for Family Care recipients will remain the same for 2014. Community Care of Central Wisconsin (CCCW) has decided to award the contract to Bayfield County. Linder will meet with representatives from CCCW before the November 12th County Board meeting to discuss the added value of the home delivered meal program in rural Bayfield County. Three children received notices of termination from the Intensive Autism Children’s Long Term Waiver Program because they did not meet the mandated level of treatment hours. One family appealed the termination and the appeal was approved. This will allow Bayfield County an additional state slot to continue to serve this child. November is National Alzheimer’s Disease Awareness Month. The Aging and Disability Resource Center of the North - Bayfield County Branch and other community partners will offer free, confidential memory screens throughout the county on November 19th Support Services – Nikki Revak A considerable amount of time was spent working on the year end revenue and expenditure projections to develop the 2013 budget amendment. Thirty-two individuals applied for a limited term half-time clerical call center agent position. Applications are currently being reviewed. Jane Cook and Revak attended the Next Gen New World payroll update presented by the County Clerk’s Office. New World is the County’s financial software. Nina Bucher and Revak participated in the WEB Site kick-off presentation provided by the Information Technology Department. Revak was invited to participate in a State hiring committee. The committee will be conducting second interviews to recruit a new Northern Region Area Administrator. Revak will participate if her schedule allows. Family Services – Anita Haukaas Cheryl Hanson and Skulan met with Ashland County and staff from New Horizons North to discuss the potential for implementing a regional Comprehensive Community Support Program. Intent to provide the service must be filed with the Department of Health Services in December 2013. Funding is not available until mid-2014. BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC October 24, 2013 3 Due to a social worker vacancy, Haukaas is participating in weekly Community Support Program staffing. Interviews for the vacant position are scheduled for November 1st. Juvenile referrals from Law Enforcement numbers have decreased by 23 compared to this same time last year. This may be due to fewer deferred prosecution agreements. Haukaas received chocolates and flowers from her staff for Boss’ Day. Economic Support Services – Jeanine Spuhler Staff was trained and ready for the implementation of the Affordable Health Care Act (AHCA) on October 1, 2013. However, the volume of contacts has been much lower than anticipated. With the additional staff being hired for the AHCA , answer rates have improved to more than 95% and the average wait time for incoming calls has declined from seven minutes to just over two minutes. This has improved customer service and new staff will be well trained when the volume of calls begin to increase. A Wisconsin Home Energy Assistance Program (WHEAP) application outreach site was held on October 1st in Iron River at the Community Center. Currently 262 WHEAP applications have been processed. There are more applications to be processed. With the government shutdown, there will be a delay in the issuance of energy assistance payments. The first payments are expected to be processed the first week in December. The Child Care Program summary and fraud report has been completed and submitted to the State. It is expected that the segment population that IM staff will be assisting with the AHCA are childless individuals under 100% of the federal poverty level who will now be eligible for Medicaid and the parents of children who are over 100% of the federal poverty level who will no longer be eligible for Medicaid. Monthly Reports The monthly reports were reviewed and placed on file. Resolution to Request One Representative from Bayfield County to the Community Care of Central Wisconsin (CCCW) Board Skulan reviewed the letter issued to Price County Board Chair Bob Kopisch regarding CCCW’s decision to reconfigure its board to reflect the larger service area. The structure does not give Bayfield County a single representative to the board; it allows for a single representative that will represent Ashland, Bayfield, Iron and Price Counties. Skulan reviewed the resolution to request one representative from Bayfield County to the CCCW board. BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC October 24, 2013 4 Motion by Schmidt, seconded by Henkel, to approve the resolution requesting one Representative from Bayfield County to the CCCW Board. Motion passed unanimously. Resolution to Amend the 2013 Budget Increase and Access the Human Services Risk Reserve Skulan reviewed the projected year end overages. Overages are anticipated in mandated services including: mental health, out of home placements, protective placements and Birth to Three Services. Skulan reviewed the resolution to amend the 2013 budget and access the Human Services Risk Reserve. The DHS risk reserve is currently at $355,000. Motion by Kittleson, seconded by Carver, to approve the Resolution to amend the 2013 Budget Increase and Access the Human Services Risk Reserve for $90,000 and send on to the full county board. Motion passed unanimously Linder will present the resolution to the full county board on October 29th. Recommendations from the Speaker’s Task Force on Mental Health Skulan reviewed the jointly issued memorandum by the Wisconsin Counties Association and the Wisconsin County Human Services Association in response to the Speaker’s Task Force on Mental Health. Community Care Resources, Inc. Update – Follow up on status of child placing agency license Skulan stated that the matter between the State and Community Care Resources, Inc. (CCR) has been resolved and a settlement has been reached. Quality of care was never in question; excessive unallowable administrative expenses were questioned. Home Delivered Meal Driver Safety Policy – Review draft policy for approval Linder reviewed the policy. The Aging and Disabilities Committee reviewed and approved the policy in September. Motion by Crandall, seconded by Bussey, to approve the Home Delivered Meal Driver Safety Policy. Motion passed unanimously. Proposed Umbrella Statute – Status update Skulan reviewed a letter from Department of Health Services Secretary Kitty Rhodes in response to the proposed Umbrella Statute authored by the Wisconsin County Human Services Association. Assembly Bill 387 – 17 year old offender Bill Skulan reviewed Assembly Bill 387 (AB 387). This bill seeks to raise the age from 17 to 18 for a person who is alleged to have violated a criminal law not previously convicted of a crime or adjudicated delinquent to be subject to the Juvenile Justice Code expect those who are accused of certain violent crimes. The current law considers anyone above the age of 17 as an adult. If BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING Bayfield County EOC October 24, 2013 5 the bill is passed but not funded, the price estimated cost to counties statewide is expected to be $10 million. Other (Informational Items) A. Long-Term Care District Board – Most recent minutes from the October Northern Bridges meeting minutes were not available. Kittleson stated that Northern Bridges is meeting the State and Community Care of Central Wisconsin (CCCW) to discuss and plan transition. Some Northern Bridges staff has been hired by CCCW. Linder attended an informational meeting facilitated by CCCW. CCCW will still have an office in Ashland. Future Meetings A.
