Call to Order and Introductions
Williams called the meeting to order at 4:02 p.m.
Review of the October 24, 2013 Minutes
Motion by Schmidt, seconded by Carver, to approve the minutes as presented. Motion passed
unanimously.
Opportunity for Public Comment
None
Program Presentation – Chris Kubick, Community Care of Central Wisconsin (CCCW)
Due to adverse weather conditions, presentation was cancelled and rescheduled for the
January 2014 meeting.
Monthly Section Reports
Aging & Disability Services – Carrie Linder
Megan Collins, the new Youth Transition Social Worker that moved here from Florida, made it
through her first snow storm unscathed! Collins worked directly with the same target group of
youth in her previous position but did not provide program management. Collins is a fast
learner and is completing certification to become a functional screener.
The Aging and Disability Intern Sandra Notzke has been assisting staff in many different areas.
She has helped with the congregate and home delivered meals program, ADRC- Bayfield, and
shadowed Adult Protective Services court cases.
Staff went through an internal file review for the Children’s Long Term Services program. It was
a nice opportunity to review the file structure and to ensure all required processes were in
place.

The goal of the Family Support Program (FSP) is to keep families together and children out of
institutions. Since Linder has been administering the FSP, only one child has been
institutionalized.
National Memory Day was November 19th. Screenings were conducted at nine sites in Ashland,
Bayfield and Sawyer Counties in conjunction with the Aging and Disability Center of the North.
Seventy individuals were screened. A copy of the screening results was provided to each
individual. This information can be provided to a physician to use as a base line for the future.
In a few instances, individuals were encouraged to consult with their physician regarding the
results of the screening.
Interviews for the .5 FTE Information and Assistance position will be scheduled in January. Patti
Carlson’s is retiring and her last day of work will be January 15th.
Support Services – Nikki Revak
The Wellness committee sponsored Turkey Bowling over the noon hour on Tuesday, November
19th. Revak supplied the bowling pins. With the lack of snow, it proved to be a bit of a
challenge, but fun was had by all participants!
The 2014 Community Options Program case management rate application was completed and
sent on to the state. Approval is expected by mid to late December.
With the update to Next Gen for New World, the financial software the Clerk’s office uses, DHS
ran an extra payables batch to make sure there would not be any glitches in the system when
the next full batch is ran. There were no errors in the payables batch. There were a few issues
with the update to payroll. Jane Cook worked with the Clerk’s office to resolve the issues.
The DHS Website has been reviewed and out dated materials has been deleted. Paul Houck was
notified that the task was completed.
Support staff is working on 2014 provider contracts.
Brittany Vanden Bosch, the Limited Term Clerical Call Center Employee, will start work on Friday,
December 6th.
Family Services – Anita Haukaas
The Promoting Safe and Stable Family program work plan for 2014 has been completed and
submitted to the state. The PSSF program provides tools to keep families intact or to reunite
families whose children who placed out-of-home.
The Youth Independent Living program work plan for 2014 is due at the end of next week.
With the retirement of Randy Spangle, Ashland Area Council on Alcoholism & Other Drug Abuse
will merge with the Northlakes Community Clinic on January 1, 2014. Bayfield County will
continue to contract with them as they are the designated Intoxicated Driver Program assessors

for Bayfield County. Northlakes will retain the current staff and will continue to provide
services at the same location.
Haukaas assisted Brenda Spurlock with information for the Family Drug Court grant that is due
next week.
Jessica Leinon-Novascone, the Mental Health Coordinator, will start work on Monday,
December 8th.
Economic Support Services – Jeanine Spuhler
Bayfield County has experienced a seven percent increase in Wisconsin Home Energy
Assistance applications compared to last year at this time. Since October 1, 2013, $157,109 has
been paid to vendors and applicants for home heating costs. Five furnaces have been repaired
or replaced in the last two months.
O’Brien & Associates holds the contract for the Northern Income Maintenance Consortium
(NIMC) fraud investigations. Bayfield County Economic Support staff sends an average of six
fraud referrals a month. The majority of the referrals are a result of wage match discrepancies
discovered by staff while they are working on the call center.
Wisconsin has decided to postpone changes to Medicaid eligibility. Changes will now occur on
April 1st instead of January 1st. This change is significant in that it means that the projected
workload increase will now be delayed until mid-February. In the meantime, the Northern
Consortium continues to exceed performance standards and the call center answer rates are
the best that they have ever been.
Four out of seven Economic Support staff had a work station ergonomic evaluation. Mike
Delaney from West Bend Mutual Company performed the evaluations.
Monthly Reports
The monthly reports were reviewed and placed on file.
Projections remain the same since October, projections indicate that DHS will be $90,000 over
the 2013 budget.
Haukaas reported that she will attend the Juvenile Justice Supervisors training in Shawano,
December 4th – 6th. This was not included on the training log.
Comprehensive Community Support Services
Bayfield County and Ashland County both contract with New Horizons North for the Community
Support Program (CSP). New funding will be available in July of 2014 to provide a
Comprehensive Community Support (CCS) Program on a regional basis. CCS allows for a flexible
array of rehabilitative community based services to those with mental health and substance
abuse Issues. CCS services are not as intensive as CSP services. Bayfield and Ashland County

have met with New Horizons North to discuss providing services. A letter of intent must be
filed prior to December 31, 2013 for counties interested in providing the service. The state
indicated that the program would be fully funded.
Motion by Carver, second by Crandall, to send a letter of intent to provide CCS on a regional
basis as reimbursement from the State for services is provided. Motion carried unanimously.
Superior Days 2014
Skulan reported that the focus for 2014 Superior Days will be limited to economic
development. As a result Douglas County Health & Human Services department will not
facilitate department meetings with Health Services or Children and Family Services in February
and Bayfield DHS management staff will not participate in Superior Days 2014.
Patient Protection and Affordable Care Act Update
Skulan reported that on November 15th Governor Walker made the decision to extend
Medicaid eligibility to families until April 1, 2014. This postponed allowing adults without
dependent children accesses to Medicaid until April 1, 2014 also.
2014 Specialized Transportation Assistance Program
Linder reviewed the Budget Summary Page of the proposed 2014 Specialized Transportation
Assistance program. Bayfield County has included nine transportation projects in the proposal.
The Aging and Disability Services Advisory Committee approved the proposal at their November
18th meeting. Linder is seeking approval from the DHS board.
Motion by, Crandall, second by Schmidt, to approve the 2014 Specialized Transportation
Assistance Program application. Motion passed unanimously
Elderly Nutrition Program Request for Proposal update
Linder reported that responses to the Request for Proposal were received by the closing date
from Time Out Restaurant, Chartwells, Hyde’s on Busky Bay and Lakewoods. Every three years
the program is required to complete a bid process. Contracts can be drawn renewed for up to
three years with vendors. No new vendors submitted proposals. At the November 18th Aging
and Disability Services Advisory Committee meeting, proposals were reviewed and approved as
submitted with the caveat that Linder attempt to negotiate better prices with the Timeout
Restaurant and Chartwells. Linder reported that an agreement was reached with Timeout, but
that due to a very small profit margin Chartwells was unable to negotiate. South Shore Schools
missed the deadline for a proposal, but recently submitted a proposal with the same price as
that included on the last contract. Linder is still waiting for a proposal from Red Cliff.
Other (Informational Items)
Skulan shared a letter from a home delivered meal consumer’s daughter indicating that Emily
Bainbridge is doing a wonderful job and that both the driver and quality of food are very good.
The daughter reported that although her parent cannot afford to pay more than the suggested

donation for meals, she is so happy with the service that she will also send a monthly donation
to the home delivered meal program.
