Call to Order and Introductions
Williams called the meeting to order at 4:03 p.m.
Review of the December 3, 2013 Minutes
Motion by Kittleson, seconded by Bussey, to approve the minutes as presented. Motion passed
unanimously.

Program Presentation – Kris Kubnick, Community Care of Central Wisconsin (CCCW)
As of January 1, 2014, Community Care of Central Wisconsin became the Managed Care
Organization for the Northwest Region. Director of Operations – Northwest Region CCCW, Kris
Kubnick, gave an overview of their organization. CCCW started in the Family Care program in
1999 with Portage County. Since then they have expanded to 16 counties with over 5,400
members enrolled.
CCCWs approach to Family Care is delivering a member-focused and community-centric model
of managed care. Commonunity ® recognizes the power of combining community connections,
self-determination, community living options, integrated employment, and mobility in
supporting people to live meaningful lives as full citizens in their communities. Commonunity ®
fostering unity in the common good for all. Kubnick reported that the transition from
NorthernBridges to CCCW is going well. The Board asked CCCW to return after the first of the
year in 2015 for a year-end annual report.
Monthly Section Reports
Aging & Disability Services – Carrie Linder
Linder reported that the unit is almost fully staffed. Interviews for the new .5 fulltime employee
Aging and Disability Services Specialist will be conducted on Thursday, January 30. This position
will be dedicated to ADRC-B related activities. The Barnes meal site manager position
interviews will be scheduled in the near future. Evelyn Hanson held the position close to 14
years before retiring.

Megan Collins, the Youth Transition worker is wrapping up the 2013 individual service plans
(ISP) for children and working on authorizing the 2014 ISPs.
Patti Carlson retired after providing 18 years of service to Bayfield County residents. Before
Carlson left, she crossed trained Roberta Meyer, the new Adult Protective Services social
worker.
Intern Sandra Notzke three month internship will come to an end on February 4th. Notzke
completed some valuable tasks during her internship with DHS.
Support Services – Nikki Revak
Britt VandenBosch started December 6th as a Limited Term Employee in the Clerical Call Center.
VandenBosch is currently working 20 hours per week. Support Staff Sarah Traaholt trained her in with
Denise Ruberg and Angelique Brilla assisting.
This is a very busy time for support staff. They are changing files out from 2013 to 2014; updating 2013
contracts and sending out 2014 contracts; running two payables batches, one for 2013 and one for
2014. Sometimes it’s hard to remember what year we are actually in!
Family Services – Anita Haukaas
Haukaas attended the Regional Juvenile Court Intake Association meeting in Hayward on
January 22.
Brenda Spurlock, Bayfield County Criminal Justice Program Coordinator, submitted a grant for
the Family Treatment Court. The grant would provide funding for case management time,
AODA providers, in-home parenting for clients who are involved in both Criminal Justice and
Humans Services.
Due to a 50% decrease in Juvenile Delinquent cases from previous years, Bayfield County Judge
Anderson will hold court for those cases every other Tuesday. There appears to be a trend of
less juvenile delinquent issues, but more youth with mental health issues. Bayfield County
Judge Anderson complimented DHS on the quality of Family Services staff currently working
with kids.
Haukaas reported that there is a greater potential for conflict of interest in some Child
Protective Cases due to the private law practice of her spouse. On the recommendations of
Corporation Counsel, social workers will notify Haukaas of any potential conflict as soon as they
are aware that Attorney Haukaas is representing a party involved in a child protective services
case, so that steps can be taken to prevent a conflict.
Jessica Leinon-Novascone, Mental Health Coordinator, has become a certified Mental Health
Functional screener. Leinon-Novascone is doing a wonderful job with her position duties.
Haukaas, along with Skulan, reported that the Comprehensive Community Support (CCS)
program application has been submitted. Regional service partners will include Ashland County

and New Horizon’s North, Inc. This new funding will be available July 2014. CCS allows for a
flexible array of rehabilitative community based services to adults and youth with mental health
and substance abuse issues.
Haukaas will travel to Madison with a team from the Criminal Justice Counsel for the Evidence
Based Decision Making Training January 27 – 29th.
Economic Support Services – Jeanine Spuhler
Spuhler stated that the first day of spring is 56 days away! Economic Support workers have
been very busy with Wisconsin Home Energy Assistant Program (WHEAP) calls. With the rise in
propane costs, consumers are experiencing higher than normal heating costs. Spuhler stated
that staff has focused on pre-buy with WHEAP consumers.
One staff person currently on Family Medical Leave is expected to return mid-February. Limited
Term worker, Rhiannon Leskela has resigned. Leskela left to take a full-time job with benefits
from a previous employer.
As of February 1st, the Patient Protection and Affordable Care Act work load will increase. Staff
will be able to start processing health care applications that received through the Federal
Marketplace. There will be a significant increase in workload that must be completed in the first
three weeks in February.
Monthly Reports
The monthly reports were reviewed and placed on file. Skulan reported that due to an increase
in consumers with mental health issues at the end of the year, DHS maybe over the $90,000
projected budget shortfall. There was a lengthy discussion with board members on mental
health issues.
Northern Income Maintenance Consortium Child Care Pilot Proposal
Skulan reported that each county in the NIMC runs their own child care program. Statistically
96% of the child care cases also receive income maintenance programs. As a result, a
consortium based administration of child care would improve customer service, increase
program integrity and create efficiencies. Twelve NIMC directors traveled to Madison to
propose the pilot to the Department of Children and Families (DCF). Currently no decision has
been made by DCF.
