Call to Order and Introductions
Williams called the meeting to order at 4:03 p.m.
Review of the January 23, 2014 Minutes
Motion by Bussey, seconded by Henkel, to approve the minutes as presented. Motion passed
unanimously.

Program Presentation – Aging and Disability Services, Birth to Three, Dana Denker, Service
Coordinator
The Birth to 3 Program is for children ages birth to 36 months. Eligibility is based on a
diagnosed disability or significant delay in one or more areas of development. Those areas are:
cognitive development (learn); physical/motor development (move, see and hear); speech and
language development (communicate and/or understand); social and emotional development
(respond to and relate with others); and adaptive development (eat, dress and care for daily
living needs). Anyone can make a referral to the program.
Eligibility is not income based; however, there may be a parental cost share imposed to
contribute to the costs of services and that is based on household income. The maximum
parental cost share is $150 per month.
After a child has been referred to the program, within 45 days the service coordinator meets
with the family to determine eligibility. A computerized scoring tool is used. The score is based
on the child’s needs. Once the assessment is complete, if the child’s score shows a 25% delay in
any of the areas of development, the family is provided an option to enroll and an individual
service plan is developed. Supports and services must be provided in the child’s “natural
environment” or within the family’s typical routines and activities. This could be at the family’s
home, at child care, or other community settings.

Pre and post assessments are used to track the child’s progress. Assessments are based on the
child’s individual skills. So the comparison of progress is based on what the child can do now
compare to what the child could do previously.
Ashland and Bayfield County share a service coordinator and contract individually with
Northern Lights and CESA 12 for the Birth to 3 therapies.
Currently there are 10 children enrolled in the Bayfield County program. At approximately 2
years 9 month, a transition process is started to transfer and integrate the child into the school
system. The school system focuses on educational and what the child needs to be successful in
an educational setting.
Monthly Section Reports
Support Services – Nikki Revak
Starting March 3, the Support Staff section will have some schedule changes. Britt
VandenBosch will become full-time. She will have a .5 FTE position along with her .5 FTE
limited term employment PPACA position. Angelique Brilla will become part-time working
approximately 16.5 hour per week. We are thrilled to be able to continue to employ two
individuals with such high caliber clerical skills.
The final 2013 accounts payables batch was completed and run on February 21st. The work
focus has now switched to completing the numerous agency fiscal reports for 2013.
Revak worked with Skulan on the DHS anticipated spending level for 2013 for the Budget
Addendum. The addendum will be presented later in the meeting.
One fiscal staff person has taken out Family Medical Leave Act paperwork.
Family Services – Anita Haukaas
Haukaas stated that she is working on staff evaluations.
Procedures are now in place to prevent licensing compliance issues when fingerprinting
potential foster care providers. Two providers, whose licenses were delayed, are licensed as of
February 27th and payments can be authorized for out of home placements. Haukaas has
reviewed the procedures with the worker who is responsible for licensing foster care providers.
Haukaas has also documented the worker’s failure to follow procedure as well as what the
worker must do in the future to prevent a similar problem and to improve her job performance.
We are also investigating the potential for using “electronic finger prints” in the future.
Juvenile justice referral numbers are at seven compared to 14 last year at this time.
Mental Health Coordinator, Jessica Leinon-Novascone, is now certified to perform functional
screens for the Community Support Program participants.

On February 18th case workers attended the Drug Endangered Children Training facilitated by
the Department of Criminal Investigations.
Haukaas attended Evidence Based Decision Making Training in Madison on January 27 -29th
along with other members of the Criminal Justice Council team.
Robert Kiel, Department of Children and Families, facilitated an eWiSACWIS training for case
workers on February 11th.
Economic Support Services – Jeanine Spuhler
Propane costs reached $5.99 at its peak but are now below $3.00 per gallon. With the
subsequent outreach efforts by the state, this has resulted in an intensely busy time for our
Economic Support and front desk staff. Additional crisis funding for the Wisconsin Home
Energy Assistance Program was available to address the propane crisis.
One staff person has returned back full- time from Family Medical Leave.
Applications are being transferred from the Federal Marketplace and applications for the
childless adult population are now being processed. Two thousand applications need to be
process before mid-March.
Formal notification was sent to people who will no longer be eligible for BadgerCare+ as of April
1st due to recent changes in income limits. As of April 1, adults who are not disabled or
pregnant may qualify for BadgerCare+ if their income is below 100% Federal Poverty Level.
Aging & Disability Services – Carrie Linder
Four new staff has been hired since November in the Aging and Disability unit. Megan Collins,
Youth Transition coordinator, is doing a fabulous job. Roberta Meyer, Adult Protective worker
and Aging worker, is shadowing other unit staff. Meyer is learning her roles and responsibilities.
Jack Holevatz, part-time Aging and Disability Resources Center-Bayfield information and
assistance worker is shadowing Emily Bainbridge learning his roles and responsibilities.
Terriann Ward, the new Barnes meal site manager, has completed orientation. Cake and coffee
was held in honor of Evelyn Hanson who retired after holding the position for nearly 14 years.
Staff is currently preparing to retake certification for the adult functional eligibility screen.
Monthly Reports
The monthly reports were reviewed and placed on file.
2014 Elder Abuse Application – Presentation of 2014 application for funding
Linder reviewed the application.
Motion by Crandall, second by Pyne, to approve the 2014 Elder Abuse Application. Motion
passed unanimously.

Community Options Update – Report by Carrie Linder
Linder reviewed the annual program update. The case management rate decreased from $99
per hour to $98.52 per hour.
Motion by Henkel, second by Kittleson, to approve the Community Options Plan. Motion
passed unanimously.
2013 Budget Resolution – Resolution to increase 2013 spending authority
Skulan reviewed the resolution to increase the 2013 spending authority another $50,000. This
does not require any additional county levy or additional funds from the risk reserve.
Motion by Bussey, second by Carver, to adapt the resolution and forward to the full County
Board for approval. Motion passed unanimously
Comprehensive Community Services (CCS) Resolution – Enabling resolution to implement
program in 2014
Skulan gave an overview for the program. Access to new funding will enable Ashland and
Bayfield County to apply jointly. This program will serve adults and children with mental health
and addiction issues.
Motion by Carver, second by Crandall, to approve the enabling resolution to implement the
Comprehensive Community Services program and forward to the full County Board for
approval. Motion passed unanimously.
Central Community Care of Wisconsin (CCCW) Transition Committees – Recruitment for
transition committee members
Skulan reported that CCCW is currently accepting applications for individuals who are
interested in being appointed as a member of the Transition Advisory Committee. Interested
individuals should contact CCCW directly to complete an application.
CCCW Board Appointment Resolution – Appointment of 2014 CCCW board member Bayfield
and Douglas Counties
Skulan reported that a group of county board members and county administrators in the eleven
county CCCW expansion region have been working on developing an alternative structure for
representation to the CCCW Board. Douglas and Bayfield County will participate as one
representative in alternate years. Dee Kittleson is interested in participating for one year as
that representative.
Motion by Henkel, second by Crandall, to recommend Dee Kittleson as the Douglas/Bayfield
County regional representative for one year. Motion passed unanimously.

Review of Local Recent Hires – Comparison of local social work hiring opportunities
Skulan reviewed a comparison between the Ashland wage and the current wage scale provided
by Bayfield County for an entry level social work position. Skulan is concerned that Bayfield
County will have a difficult time recruiting staff and an even more difficult time retaining them
with the differences in wage scale. Bussey thanked Skulan for the comparison and will share
the information with the Personnel Committee.

Henkel gave notice that this would be his last meeting as a Community Representative on the
DHS Board. Henkel and his wife will be moving to a retirement community in Menomonie Falls.
