Call to Order and Introductions
Williams called the meeting to order at 4:05 p.m. Introductions made.
Review of the March 24th, 2016 Meeting Minutes
Motion by Strand, seconded by Crandall, to approve the March 24, 2016 minutes as presented.
Motioned passed unanimously.
Nominations/Elections for DHS Chair
Williams entertained nominations for Chair.
Strand motioned to nominate Williams as Chair, second by Crandall. Crandall motioned to cast
a unanimous ballot for Williams as Chair, second by Carver. Motion passed unanimously.
Nominations/Elections for Vice Chair
Williams entertained nominations for Vice Chair
Strand motioned to nominate Crandall as Vice Chair, second by Carver. Carver motioned to cast
a unanimous ballot for Crandall as Vice Chair, second by Coughtry. Motion carried.
Public Comment – Limited to 3 minutes per person

Program Presentation – Crisis Stabilization, Carol Lund – Director, Northland Counseling
Lund stated that Crisis Intervention Services fall under Wisconsin Statue DHS Chapter 34
Emergency Mental Health Services Programs. The program offers a 24-hour crisis line and a
mobile crisis response unit. It provides individualized services in the least restrictive manner
utilizing community, family and peer supports whenever possible. The focus of the program is
on prevention of and de-escalation of mental health crisis and is equipped with resources to
assess and divert many crises from inpatient hospitalization. In 2006, Northland Counseling
established an Emergency Mental Health Services Crisis Bed Program. In 2015, the program
completed 156 assessments, 31 assessments/admissions were Bayfield County residents. In
the first quarter of 2016, there were 44 assessments/admissions, 11 were Bayfield County
residents.

Monthly Section Reports
Aging & Disability Services – Carrie Linder
The Iron River Lions Club along and the Aging and Disability Resource Center of the North,
Bayfield Branch sponsored a Health and Wellness Fair on Wednesday April 27th at the Iron River
Community Center. The event was well attended. Positive feedback was received from those
attending. The only drawback, the planned educational breakouts were not utilized.
Intake and Access worker Jack Holevatz is resigning July 1 to further his education. Job
descriptions for the intake and access worker and for the new full-time social worker aide
position were reviewed and submitted to the County Administrator.
Today in Cable, there was a semi-annual training for the five county Aging and Disability
Resource Center of the North staff. One major topic addressed was the encounter reporting
captured in the Nightingale Notes software for the ADRC-N. The encounter reporting process
was reviewed to insure that all data is consistent in all five counties.
There will be two trainings on May 25th for Bayfield County Dementia Capable Care and Crisis
Response. The training is entitled “Approaching Alzheimer’s: Make Your First Response the
Right Response” and will be offered to all emergency responders, law enforcement personnel,
fire department personnel, mental health staff, Adult Protective Services staff and others.
Support Services – Nikki Revak
Kathy Wolfram, our DHS Bookkeeper’s husband, lost his courageous battle with brain cancer.
His service is Sunday at 2:00 at the Washburn HS – our prayers and support to Kathy and her
family.
Working on more state reports and received an extension for the 942/HSRR report, as the
deadline is not realistic. It is the state expenditure report that lists SPC’s target groups and age
groups 18 and under, 19 and over.
The Wisconsin Human Services Financial Managers Association (WHSFM) conference is in
Oshkosh next week. Duties to perform during conference: introduce speakers; work at the
registration table; host the hospitality room; and kick off the conference with “How to have a
Successful Conference”.
The management team traveled to Duluth for a Leadership and Teambuilding Conference on
April 13th. The team came away with some good ideas and a book on defeating procrastination.
It was a reality check for Revak, as it was the first time that she used the 60 + box for the age
divisions. Wow.

Family Services – Anita Haukaas
Haukaas gave an overview of the 7.5 full-time equivalent staff and their job duties in the Family
Services section.
The Red Cliff Child Welfare program is still without a director. DHS staff is assisting as needed.
Reviewing the application process for High Cost funds for tribal court. More information will be
available at the next meeting.
There has been a change in the requirements for us of the Alcohol and Other Drug Abuse block
grant. Gas cards and/or mileage reimbursement is only allowable for transportation to and
from treatment appointments. The documentation for using the funds for these purposes
require close monitoring for compliance
Two families are currently enrolled in the Family Treatment Court program. Family Treatment
Court is administered by the Criminal Justice Office.
The Family Services Annual meeting in the EOC is scheduled for Thursday, May 26th from 9:00
to 11:30 a.m. This meeting includes attendees from Bayfield County School Districts and
Bayfield County Area Law Enforcement.
An inquiry was by a Board Member regarding the number of Foster Homes in Bayfield County.
Haukaas believes the number is between 10 and 13 homes licensed by Bayfield County. The
county no longer maintains emergency foster homes. Evidence indicates that short-term
placements in foster care cause trauma to children who then move to a permanent foster
home. The state no longer recommends the placement of children to emergency or crisis
Foster Homes.

The monthly reports reviewed and placed on file.
Prior Authorization of Emergency Detentions – Procedure and Flowchart Review
Skulan reported that she, Family Service staff, and staff from Northland Counseling met with
Bayfield County Sheriff and Chiefs of Police from Bayfield; Red Cliff; Washburn and Iron River to
review the changes to authorizations of emergency detention that will begin July 1, 2016. Act
55, requires an assessment of the individual by a mental health professional as defined in
Wisconsin State Administrative Code Department of Health Services 34 prior to an emergency
detention. The draft procedure and updated flowchart reviewed with the Board.
DHS Resolution 2016 – 1 To Delay the Joint Finance Committee Adoption of the Family
Care/IRIS 2.0 Concept Paper
Skulan and Linder reviewed the Resolution recommended by the Aging and Disability Advisory
Committee to delay the adoption of the Family Care/IRIS 2.0 Concept paper until additional
detail provided by the State.

Motion by Carver, second by Crandall to approve DHS Resolution 2016-1 to Delay the Joint
Finance Committee Adoption of the Family Care/IRIS 2.0 Concept Paper. Motion passed
unanimously.
2016 Children’s Long-Term Services Record Review Results
Linder reviewed the 2016 CLTS Record Review Remediation memo to Sally Toepfer.
Stepping Up Initiative
Skulan reported that County Administrator Mark Abeles – Allison developed a county resolution
to implement the Stepping Up Initiative in Bayfield County. The program will focus on assessing
individuals in Bayfield County jail to determine if they have mental health needs and then
providing appropriate treatment. Human Services would be an integral part of implementing
the program.
