Minutes: Motion by Bichanich/Tetzner to approve the August 15, 2006 meeting minutes. MC. (Agenda amendment - #4 & #5 moved up on the agenda.) Land Conservation Department Structural Changes: Department of Agriculture, Trade, and Consumer Protection (DATCP) want the Counties to account more accurately for the time spent in each county. The way we’re reporting right now is not in compliance with State statute. Lobermeier gave an explanation of how DATCP allocates the $85,000 staffing grants. DATCP is requiring that the four counties are brought into compliance. .Douglas County is already in the process of creating an independent Land Conservation Department (LCD). Iron County would contract for half-time technician work, would remain in the ABDI office and be charged, rent, phone, etc. Lobermeier is proposing that Ashland and Bayfield County remain together and would contract staff for services as outlined below: There was a consensus by the Committee members to support an Ashland/Bayfield County Land Conservation Department for 2008. Mark Abeles-Allison is trying to coordinate a meeting Monday April 16, 2007 with the LCC Chairs and Board Chairs. Ashland & Bayfield County Boards will need to pass resolutions to function as a Land Conservation Department and the amounts to be paid in by Iron County. Iron County would need a resolution to reflect the costs paid to the two county organization. DATCP Grant Application for 2008: Signed by David Good. Lake Protection Grant Resolution: This is a $100,000,.00 2-year DNR grant for the Bony Lake project. It will consist of shoreland restoration on multiple sites and tree drops for fish habitat. LCD would be the fiscal agent and would provide restoration/mitigation assistance. We have committed approximately 300 hours towards the project. There will be a grant oversight committee responsible for all of the match reporting documentation. Motion by Bichanich/Tetzner to approve the Lake Protection Authorizing Grant Resolution and to forward it to the Bayfield County Board. MC. Conservationist(s) report: • WLWCA Update • Ashland County Department Summary • NAWCA – We have audit issues from 2005 that need to be resolved. We’ve hired an auditor who will be coming in on May 1 to help sort it out. Other business as authorized by law: RC&D & NWLCA Reps will need to be elected – this will be on the next Bayfield County meeting agenda.
