Bayfield County Land Conservation Committee Meeting

Present:
Committee: Bucky Jardine, Jim Beeksma, Marco Bichanich, Pete Tetzner
Staff: Rachael Krivinchuk, Butch Lobermeier, Stefania Strzalkowska
Call to order: Marco Bichanich called the meeting to order at 12:35 P.M.
Minutes: Motion by Beeksma/Jardine to approve the April 11, 2007 meeting minutes. MC.
Appointment of Representatives & Alternates
a. Pri-Ru-Ta Resource Conservation & Development:
Marco Bichanich is the Pri-Ru-Ta Representative
Motion by Jardine/Beeksma to appoint Pete Tetzner as the alternate representative. MC.
b. Northwest Land Conservation Association:
Motion by Beeksma/Jardine to appoint Marco Bichanich as NWLCA representative. MC
Motion by Jardine/Tetzner to appoint Jim Beeksma as alternate representative. MC.
Update on Land Conservation Department Structural Changes:
Most of this item was covered earlier at the 4-County Land Conservation Committee meeting. This
topic was primarily on the agenda in case the other counties did not want to participate in the
proposal. We could have explored any other options. If you have any concerns or issues with the
structural changes, let Butch know so that we can address it right away.
Resolution To Create An Independent Bayfield County Land Conservation Department &
Contract For Services With Ashland County:
The motion for this item was made during the 4-County Land Conservation Committee meeting.
The Committee verified that the resolution does not have to go to the Bayfield County Board for
approval.
AIS Transport Ordinance Resolution - Stefania Strzalkowska:
This ordinance would make it Illegal to drive down the road with aquatic plants on your boat in
Bayfield County. Discussion on how the enforcement would work. The County could be more
restrictive than the State ($200 fine by State). Motion by Jardine/Tetzner to adopt the resolution as
proposed and to move it forward to the County Board for approval. MC.
If we want to support this at the State level we would need to write another resolution to be approved
at the County Board Meeting. This topic will be put on the next Bayfield County LCC meeting agenda.
Phosphorous Lawn Fertilizer Ban Resolution - Stefania Strzalkowska :
The ban applies only to lawn fertilizers that contain phosphorous. Does not apply to agricultural
applications. Motion by Jardine/Beeksma to approve the resolution as proposed and to move it
forward to the County Board for approval. MC
Conservationist(s) Report:
Bayfield County Audit from 2005. There were some discrepancies on the reporting of
some LCD staffs time and the NAWCA Grant. A letter was sent to Nadine Konrath at DATCP
explaining what happened. We are still waiting for a response from them. We will most likely
be audited in 2008 due to the way that we’ve done business in the past.
