Bayfield County Land Conservation Committee Meeting
December 14, 2007

Call to order: David Good called the meeting to order at 9:00 A.M.
Minutes:
Motion by Jardine/Bichanich to approve the August 22, 2007 meeting minutes. MC.
LWCD Structural Change. Lobermeier reported that the move and transition are basically completed. Some
office equipment and supplies will be needed when the Admin position is filled. The new space is very nice.
Other counties are faring well with the new structure as well.
Administrative Assistant Position. Five individuals will be interviewed for the position. LWCD wanted a
full-time position, the budget only allowed half-time. There is the option with UW Extension to share an
individual, half time each department, or hire two individuals. Lobermeier confirmed with DATCP that as long
as the hiring process occurred before the end of 2007, DATCP funding would be secure for 2008.
Zoning Partnership/Mitigations. Lobermeier reported that the LWCD worked on 37 mitigation sites in 2007,
28 plans were completed. Fees were mostly for $300 but some were less, and some were not billable site visits.
Several mitigations required multiple visits and landowner/zoning contacts. Generally the system is working as
envisioned, Zoning is especially happy with how it is working. The LWCD and Zoning will look at some
possible changes in the ordinance to get better conservation options available for mitigation sites.
CREP Update. Lobermeier passed out CREP information indicating there is continued communications
concerns with the federal side of the program. There has been no contact from the state or the feds about the
Lake Superior Crep since the second meeting in Ashland. There is one application pending with a December
31,2007 deadline. Just received the information from the federal side, many hoops to jump through in a short
time but LWCD will to facilitate completion before the deadline.
Motion by Jardine/Bichanich to notify DATCP that Bayfield County does not intend to renew the CREP
Agreement in 2008 to continue CREP. MC.
2008 Budget. Lobermeier reported that the budget process went well; this will be a trial year as there is no
history to work from as a single county; it appears that the budget is adequate to cover expected expenditures.
2008 WFLGP. Lobermeier reported that Bayfield County was not funded due to the method used to allocate
funds. The first 15 of the 17 applicants received funding based on the date of the applications. This selection
detail was not part of the application information. Result is a loss of $500.
2008 Work Plan. Lobermeier handed out a plan of work covering eight program areas and the projects in each.
Subject to change as funding and needs are balanced.
2008 Projects and C/S. Lobermeier passed out a list of projects for consideration and tentative funding for
each. Subject to change for many reasons throughout the year.
Wildlife Damage Program. Schultz updated the committee on the WDP process for covering claims.
Motion by Jardine / Beeksma to set the 2007 Crop Price recommendations as Schultz presented them.

Motion by Beeksma / Bichanich to authorize the LWCD Chair to approve the WDP claims as needed.

Motion by Good/Bichanich to approve a temporary fence for the Kacvinsky farm. MC 4-1.

AIS Report. Coordinator passed out information and updated the committee on activities.
Great Lakes Resolution. Lobermeier presented a resolution passed by the WLWCA to encourage Great Lakes
protection and suggested Bayfield County Board consider passing a similar resolution to forward to the state.
Motion by Jardine/Bichanich to prepare resolution for county board consideration. MC.

Proposed 2008 Meeting Dates. Consensus to establish the third Friday of the months of March, June,
September, and December where possible with additional meetings scheduled as needed.
Next meeting Date: Friday, March 14, 2008 at 9:00 A.M. in the EOC. (Second Friday due to the Holiday.)
