Regular meeting called to order by: Marco Bichanich, Acting Chairperson (10:00 am) 2. Motion - Adjourn regular meeting and go into Public Hearing of Bayfield County Land & Water Resource Mgmt. Plan (LWRMP) Revision 2010-2020 by: Jardine/Tetzner – carried (10:01) 3. Public Hearing called to order by: Marco Bichanich, Acting Chairperson (10:01 am) 4. Discussion/Action on LWRMP: No public in attendance of the public hearing. BL noted that minor typographical errors will be corrected. Otherwise the content will remain “as is” and the plan looks good. Motion – Adopt the Bayfield County Land & Water Resource Mgmt. Plan (LWRMP) Revision 2010-2020 and forward to full County Board for approval: Jardine/Tetzner – carried 5. Motion – Adjourn public hearing and return to regular meeting: Jardine/Tetzner – carried (10:20am). 6. Minutes from August 7, 2009 LCC meeting accepted with minor change: Motion - to approve August 7, 2009 minutes by Jardine/Tetzner - carried. 7. Public Comment – No public in attendance 8. Wildlife Damage Program; a) Dave Shultz, Activity Report – on file b) Set 2009 crop damage prices for year end claims, and claim approval authorization. Motion – Accept average price listed on crops as listed on report: Jardine/Tetzner – carried. Motion – Authorize LCC Chair or County Conservationist to sign off on claims as necessary: Jardine/Tetzner - carried c) Temporary electric deer fence request for the Bayfield Apple Co. Motion – Authorize temporary electric deer fence request for the Bayfield Apple Co.: Jardine/Tetzner – carried. d) Other WDP issues 5. Agency Staff / Partners Reports - GH report on file 8. Status Report: Lake Superior CREP – Alex Sagert – Report on file 9. LWCD Staff Reports; a) Stefania Strzalkowska, AIS Coordinator – Report on file b) Jennifer Schierman, Office Manager– Report on file c) Ben Dufford, Technician – Report on file d) Butch Lobermeier, County Conservationist – Report on file 10. 2009 Financial Report – JS provided 2009 year end financial report. Noted department has received reimbursement for many of our grants and should receive approx. $170k more in reimbursements for 2009. 11. 2010 DATCP Allocation Update – BL 57 counties (mainly NW region) wrote letters to DATCP. The strong show of support goes a long way in helping funding efforts from DATCP. 12. 2010 WLWCA Special Assessment. Motion – Pay $800.00 special assessment to WLWCA: Jardine/Tetzner – carried. NWLWCA Improvement – BL a letter was drafted (on file) that was sent to Christine Ostern, NWLWCA Executive Secretary. The letter indicates a need to improve the organization and offers specific recommendations. 14. 2010 New Grant Applications a) Coastal CREP – Did not get this grant. b) GLRI – Submitted application for $3.05 million dollars (approx. breakdown - $500k AIS; $600k Wetlands & $1.8million Culverts Countywide). c) Great Lakes Fish and Wildlife Restoration Act-GLFWRA – Submitted for $100k Sioux River d) USFWS Fish Sticks/Partners Grant – We’ll partner with FWS using $10k to be used in 2010. $5k to Upper Eau Claire Lakes (private land) project. The remaining will be used on Twin Bear project. e) Conservation of the Land Internship Program (COLIP) Grant – We received $2k for 2010. f) Additional Grants – We’ll continue to apply for grants we can get and what is feasible for our staff workload. 15. Project Updates – BL reported a) Bony Lake Restoration – After finishing the $31k project at Howling Wolf the department was sued by the President of the Condo.Assoc. (Larry Peterson) for lost revenue & stairway extension. The suit was dismissed because department can’t be sued, only the County. No further action to date. b) Pike-Delta Chain Restoration – Approx. 1 week after the restoration at Twin Bear was completed, DNR claimed proper permitting was not obtained. Permit applied for after the fact. c) Mitigations – Planning & Zoning will begin handling mitigations. LWCD will assist in reviewing/training. The budget line is now in Zoning. 16. LWCD Staffing Levels – BL noted that having 3 full-time positions would maximize effectiveness and efficiency. The LWCD budget keeps getting lower however the workload continues to grow. It’s becoming more difficult to pursue grants. AIS Coordinator could utilize the support as well. 17. Other business as authorized by law: Discussion of how often the LCC should meet. Meetings will be held every other month or as necessary, no action required. 18. Next meeting date: Friday, April 9, 2010 at 9:00 a.m. Conservation Department 19.
