November 12, 2010

1) Called to order by: Bucky Jardine, Chair (9:02 am)
2) Approval of Minutes (August 20, 2010); Motion - to approve August 20, 2010 LCC meeting
minutes by Bussey/Bichanich – carried
3) Public Comment(s) - NONE
4) Agency Staff / Partners Reports - NONE
5) Wildlife Damage Program – DS: Informed the committee of a termination/suspension of a WDP for the
remainder of 2010. The suspension is due to traps not being checked in accordance to the program.
The landowner has indicated in writing that he would like to appeal the suspension decision. Therefore,
the LCC needs to meet to hear the appeal and have a decision to the state prior to March 1, 2011
(deadline for 2010 claims). The potential loss to the landowner is approx. $2,500 between Ashland &
Bayfield counties.
6) Discussion/Possible Action: Grant Update(s) -
a) GLRI Opportunity – BD: The Chequamegon Bay Partners are applying for 2nd round of potential
funding and request BC to get on board. TT: Attended a GLRI meeting (10/28/10). SOEI is the
clearing house for the application. The 1st thing is to prioritize/organize projects. The group was
very welcoming and glad to see BC back at the table. The LCC is in favor for the department to
work with the group.
b) USFWS Whittlesey Creek Fish Habitat Grant – BD: There is potential for a $44,000 agreement
(BC LWCD, US FWS, landowner, Inter-fluve). Possible that $2-$3K be used for admin. support
cost. This is a good opportunity.
c) Remaining USFWS Grant Status - JS: Reported 3 (three) of the 5 (five) FWS agreement are
“closed out”. The funds were used up on 6 (six) projects thru-out the county and in conjunction
with CREP (Slow the Flow) funds. The 2 (two) remaining agreements are “blanket” agreements
that will be used for misc. wetland restoration projects (WRP’s).
7) Update - Twin Bear Project – BD: Noted that per John Spangberg, DNR there is a certain area planted
with vegetation (Spring 2011) and begin removing trees early December 2010. Also, Ben Duffored is
required to provide a narrative of what is being completed along with oversight during construction.
The Forestry Dept. oversees county parks. It is up to Forestry on what will be done with the removed
trees. The goal is to have all work completed by Memorial Day 2011 (prior to camp ground opening).
TT: Is working on the shoreline planting plan (DNR requirement) and will present to both Forestry &
Land Conservation Committees for review. BD: Working on the technical design for the handicap
accessibility. MAA: Noted that there have been two (2) complaints filed about the lack of proper
handicap access. One to the Dept. of Interior, the other to the Dept. of Justice.
8) Update – Position(s) - MAA: Both the County Conservationist and AIS Coord. positions have been
advertised accordingly. Interviews for the AIS Coord. scheduled for Friday, November 19, 2010 and
the interviews for the County Conservationist are scheduled for Friday, December 3, 2010. In regard
to the Shoreline Mitigation Specialist, it is thought that it will be 50/50 shoreline/engineering.

9) LWCD Staff Reports -
a) Stefania Strzalkowska, AIS Coordinator - report on file
b) Jennifer Schierman, Clerk I - report on file
c) Travis Tulowitzky, Interim Shoreline Specialist – Began working for LWCD Sept. 1, 2010, still
physically located in Zoning. He has met with approx. 15 lake owners; eight required new plans.
He stated that face to face meetings are the best for education and promotion of plans. He has
gone to Loon Echo Bay multiple times and is working on a restoration plan for a property owner
on Lake Namekogan. The ARC GIS program has been updated and Travis plans to incorporate
the use of the program with his plans. His experience in the dept. has been positive so far.
d) Ben Dufford, Technician/Interim County Conservationist – Went thru a multitude of projects that
are being worked on or are complete.
