MINUTES
February 1, 2013
Present: Bucky Jardine; Marco Bichanich; Bill Bussey (9:09); Peter Tetzner (9:07); Becky Anderson, FSA Rep

1) Call to order: BJ 9:04 am
2) Approval of Minutes: MOTION approval of September 7, 2012 LCC meeting minutes by
BICHANICH/ANDERSON – carried
3) Public Comment - NONE
4) Introduction of Pam Roberts, NCWMA Coordinator -
5) Agency Staff / Partners Reports:
a. NRCS Update – GH: There is a new Conservationist statewide, coming on board in February. Also, a new
Soil Conservationist, Kelly McGreedy will be housed in the Ashland NRCS office. There is a farm bill
extension (EQUIP), since no budgets in WA. There have been 32 applications in our region, which is
good. They are down statewide.
b. USFWS Update – BD: Mike Mylarnek and Ben attended webinar at the NGLVC focused on the
Whittlesey Creek project. There were over 700 people statewide participating in webinar.
c. WDNR Update - NONE
d. BRWA Update – PR: Interviews for Director of BRWA were conducted. No one selected at this time.
BRWA will be participating in “Winterfest” doing the polar plunge and are seeking sponsors. Matt Hudson
and Tracey Ledder will be presenting about water quality at “Science on Tap” Tuesday, February 19, 2013.

MOTION to rearrange agenda item 11 before 6 by BICAHNICH/BUSSEY – carried.
11) No action taken, information only: Possible establishment of a new AEA in Bayfield/Ashland Counties with
several dairy producers – JF: Farmland preservation plan is a voluntary program, 2006 replaced with working
lands initiative. Landowners put together their applications, Jason assists. Bayfield County & Town of Kelly
need to approve petition. Land within area has to be part of original plan of 1982(/?), and has to be contiguous
(together). Residents within Ashland County are driving the petition so far. This is the initial step in the
process. Does not affect land use. Issue: potential work load, compliance checks thru LWCD. NMP has to be
in place to qualify/enroll. Applications due end of March, process can be extended beyond March if necessary.
$5/ac income tax credit, if farm shows $6000/income gen. Next step once resolution is written, back to LCC
for review/approval to move to full board for passage, possibly March.
6) Wildlife Damage Program Update - DS – On File
a. Discussion / Action: MOTION approve 2012 Crop Prices per report by BUSSEY/BICHANICH - carried
b. Discussion / Action: MOTION approve eligible 2012 WDP claims and allow Ben Dufford, County
Conservationist to sign claims by: BUSSEY/ANDERSON – carried.
c. Discussion / Action: MOTION approve 2013 USDA – APHIS Bear trapping / relocation contract for
Bucky Jardine to sign BUSSEY/BICHANICH – carried.
7) Discussion / Possible Action: Draft Resolution 2013 Support the Bipartisan Passage of State Mining
Permitting and Reclamation Legislation Acted on during full County Board meeting of 1/29/13.
8) No action taken, information only: Current vehicle status/future needs of the department –BD: 2 of 3
vehicles are “tired”. Mainly use Chevy Silverado (CNG). Dodge has some need for repairs and Aveo which is
a very compact car. This summer we’ll have 5 people housed w/in dept. and also approx. 6+ interns needing
vehicles. Many projects are off the beaten path (logging roads, farm fields, etc.). Soliciting support from this
committee to maintain current number (3) of vehicles. MAA – There are fleet vehicles available for use, easy
to reserve, weekends are definitely available. Can get rid of Dodge & possibly Aveo. Work with Foresty or
Mntce Dept’s. BD – Most fleet vehicles are 2-wheel drive sedans, and LWCD use is more off-road. Ben &
Mark will continue working towards a solution.

9) Discussion / Possible Action: 2013 WLWCA Professional Improvement Conference (3/11-13/13): Bucky may
attend the conference.
10) Discussion / Possible Action: NW WLWCA alternate rep. - BD: Seeking an alternate to attend the NW
WLWCA meetings: MOTION nominate Pete Tetzner as alternate BUSSEY/BUCHANICH – carried.
