MINUTES
February 28, 2014 (approved: May 23, 2014)
Present: Bucky Jardine, Chair; Marco Bichanich, Vice-Chair; Bill Bussey; Peter Tetzner (9:07)

1) Call to order: 9:03 Bucky
2) MOTION: Approval of August 15, 2013 Minutes Bichanich / Bussey - carried
3) Public Comment - NONE
4) Agency Staff / Partners Reports:
a. NRCS Update: Gary Haughn – Farm bill passed 2/7/14, now in holding pattern for 2014 EQUIP funds. Provided
handout with more information about the bill. Also, Forest Srv. & NRCS will be cooperating on Lake Superior
Landscape Restoration Partnership ($320,000). Cheq. Bay watershed properties are priority areas/projects.
General Lake Superior shoreline is secondary list that will be contacted.
b. USFWS Update: Mike Mylarnek – Completed another segment of Whittlesey Crk, (Hwy 13 bridge, to the mouth,
2 channels, with logs donated by USFS). Late Sept. planted 3,000 seedling trees. Funded mostly thru USFS that
BC houses. A bridge needs to be replaced (upstream). Oldest one is wooden and very bad, safety hazard. BC
administering GLRI funds ($118,000). Site analysis will be completed first for removal/construction. Mike will
have 2 interns this summer. Culvert replacement Northfork of Whittlesey Crk, thru USFS Lake Sup. Restoration
partnership.

5) Wildlife Damage Program Update – Dave Schultz – on file
a. Discussion / Possible Action: MOTION: Set 2013 Crop Prices as presented Bussey / Bichanich - carried
b. Discussion / Possible Action: MOTION: Approve Eligible WDP claims as presented (exception: deny Kevin
Rassmussen due to not meeting requirement) Bussey / Bichanich – carried A form will need to be completed and
signed to provide to state for denial of Kevin Rasmussen claim. MOTION: Authorize County Conservationist to
sign-off on WDP claims Bussey / Bichanich - carried
6) Discussion: 2014 Annual WLWCA Conference Attendance 3/10-12/14). A form may be signed for a proxy signature
for voting during business meeting.
7) Discussion / Action: MOTION: Enter into cooperative agreement with Northland College to operate stream gage on
North Fish Creek - Bichanich / Tetzner - carried
8) The Bayfield County Land Conservation Committee may entertain a motion to move in and out of Executive Session
pursuant to §19.85(1)(c), considering employment, promotion, compensation or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility; N/A
a. Discussion / Possible Action: Regarding Clerk I position - §19.85(1)(c),
b. Discussion / Possible Action: Regarding Land Use Specialist position - §19.85(1)(c),
9) Discussion / Action: MOTION: Recommendation to move to personnel committee to authorize increase from 74% to
100% for two years Bichanich / Tetzner - carried Some discussion was had, policy questions, should the dept. scale
back on pursuing grants? If BC doesn’t use the money, it will go elsewhere…., etc. Reclassification (Clerk I to
Clerk II) is a Personnel Committee issue brought forward from Dept. Head and Administrator, which will be placed
onto the March 6, 2014 meeting agenda.
10) Discussion / Action: MOTION: Approve new job description and move to personnel committee for review Bussey /
Bichanich - carried
