MINUTES
May 23, 2014 (to be approved)
Present: Bucky Jardine, Marco Bichanich, Dennis Pocernich; Bill Bussey (9:00 – 9:55); Peter Tetzner
Staff: Ben Dufford; Dave Schultz; Jennifer Schierman; Pam Roberts; Jeremy Bates; Travis Tulowitzky
Absent: Greg Tetzner, FSA Rep.

1) Call to order: Ben Dufford, County Conservationist (9:05)
2) Introduction of new committee member
3) Election of Officers: LCC Chair MB – nominated Bucky Jardine for LCC Chairperson, Bichanich/Bussey no
other nominations were made. MOTION – elect Bucky Jardine as LCC Chairperson - carried. Vice-Chair BB –
nominated Marco Bichanich as LCC Vice-Chairperson, no other nominations were made. MOTION - elect
Marco Bichanich as LCC Vice-Chairperson – Bussey/ Pocernich - carried;
4) Action: MOTION: Appoint Greg Tetzner, FSA Representative - Bichanich/Bussey – carried.
5) MOTION: Approval of Minutes (February 28, 2014)- Bussey/Bichanich - carried
6) Public Comment - None
7) Agency Staff / Partners Reports:
a. NRCS Update: BD - surge of funding rcvd, trying to get under contract by Sept.
b. USFWS Update – BD on behalf of MM: Stream survey, unable to attend meeting to update.
c. WDNR Update - None
d. BRWA Update - None
e. Others - None
8) Wildlife Damage Program Update – on file
a. Discussion / Action: MOTION: Approval of 2014 USDA APHIS-WS Bear Relocation Contracts made by
Bussey / Bichanich - carried. Some discussion was had
9) Review / Possibly Update: Current Fee Schedule (dated: 4/8/11) – BD: indicated fees haven’t been updated in
several years. Looking for direction from LCC on moving forward. Majority of plans are done using the hourly
rate ($35), for Travis’s time. General consensus is to leave “as is”. Pocernich suggests this be reviewed on an
annual basis.
10) Review / Possibly Update: Local Custom Farmer Equipment and Labor Rates (dated: 8/12/11) BD – provided
copy of Ashland County fee schedule, which is revised annually. Pocernich: do these apply to Townships? Rates
are set for Farmers/individuals. *Recommend bringing BC rates in line with Ashland County (round up), and
bring back for action during next regular LCC meeting.
11) Discussion / Action: MOTION: Approve FY2014 Budget Adjustment(s) AIS AEPP-294-11 (BC #56203); AIS
AEPP-417-14 (BC #56205); and NCWMA-CBSRP (BC#56101-50250) – Bussey / Pocernich - carried.
12) Discussion / Action: MOTION: Recommend FY2014 Budget Amendments(s) FWS 32427; USFS/NCWMA;
RAC/NCWMA; FWS 703; FWS AJ149; WMA Educ.; WMA GM; DATCP C-S; Bony Lake; and NC-GLRI (as
presented) be moved to full county board for approval – Bichanich / Bussey - carried.
13) Review/Informational: AIS / Town of Barnes Memorandum of Understanding
14) 2014 Project Update – Ben & Travis provided update of multiple projects for the season.
