MOTION: Approval of LCC and Public Meeting Minutes from November 8th, 2019 – Milanowski/Snilsberg – motion carried. Public Comment: None. Agency Staff/Partners Reports: a. NRCS Update: None. -Ben noted there has been a couple culvert meetings. b. USFWS Update: None. c. WDNR Update: None. d. Other: None. Discussion and Possible Action: AIS No Transport Ordinance was discussed along with the proposed draft provided to committee members present. The idea of adding new language to the existing AIS ordinance was introduced to the committee at last year’s February meeting, regarding requirements to use decontamination stations on lakes in the county where and when they are available. Ben noted they met with the Lake Owen Association this past summer and since have gotten several good modifications/updates to their plans for a decontamination unit from their lake manager, Cheryl Clemens, with Harmony Environmental. Some language to the existing ordinance was added to address decontamination stations similar to what other counties (eg. Washburn, Barron, & Burnett) have done. Ben forwarded the draft amendatory ordinance to Corp. Counsel for review and he also spoke with Sheriff Susienka. If approved, it will move to the full county board for approval in March or April. Fred noted he is in support of the amendatory language. Motion by Milanowski/Zepczyk, to approve passing on the Amendatory Ordinance as presented to the full county board of supervisors for review and approval. Motion carried. Discussion and Possible Action: Wildlife Damage -2019 Crop Damage Claim Prices discussion by Dave Schultz. He noted that Synergy Cooperative & Mix Rite quoted $3.75 and $4.45 respectively for delivered replacement value in Ashland, Bayfield, and Iron County with an average per bushel of $4.10. Bayfield County has one bear damage claim. Dave proposes it be set at $4.10 per bushel. Dave is waiting on the paperwork and asks that Ben Dufford sign the paperwork when it is received. Committee agreed. Motion by Milanowski/Tetzner, to approve passing the Wildlife Damage -2019 Crop Damage Claim Prices to be set at $4.10 per bushel as discussed, to the full county board of supervisors for review and approval. Motion carried. Our Mission: To assist the public in protecting, enhancing, and restoring the natural resources of Bayfield County Discussion and Possible Action: Wildlife Damage -Approval for 2020 Bear Relocation Contract with USDA-APHIS-WS for Bayfield County, discussion by Dave Schultz. Dave provided a copy of the proposed contract with a total of $4,930.57. Motion by Zepczyk/Snilsberg, to approve passing on the 2020 Bear Relocation Contract with USDA-APHIS-WS for Bayfield County, as discussed, to the full county board of supervisors for review and approval. Motion carried. Discussion and Possible Action-Resolution of support for increase in county conservation staff funding: There is a bill currently making its way through the state senate and assembly to increase DATCP funding for conservation departments statewide to $2.9 million. This would add funds to our current staffing grant from DATCP and reduce county expenditures. The bill is currently through the assembly. We are looking for support from the LCC and the full county board. Motion by Milanowski/Tetzner, to approve passing on the Resolution of support for increase in county conservation staff funding, as presented and discussed, to the full county board of supervisors for review and approval. Motion carried. CWD 2020 discussion: $6,300 was placed in the LWCD budget for continuing education and outreach, an intern, and dumpsters for carcass disposal. We are still awaiting to see what WDNR intends to do regarding testing and outreach in the northern region for the next season. 5.06 tons of carcass material was removed from the dumpsters that were placed last season. The focus testing target was to receive 300 samples however, they did not reach that amount at 189. Harvesting was down 40% which likely contributed. Hopefully the DNR will do target testing up here again this year so we can partner on the program again. Ben recently received an email from Todd Naas-DNR, and it sounds like they will be. 2020 Budget overview/grant discussion. New additional funding from WI DATCP of around $76,500 for a ravine stabilization project. Continued work on the design of the Delta Landfill stabilization project site. We are thinking of not taking on the CBCW grants in 2020 and therefore not hiring interns for that either as the match is becoming more and more restrictive, and we don’t believe we can come up with the match needed. Ramona may obtain two interns for work on her grant(s) operating the boat wash and invasive species treatment. LWCD Staff Reports: a. Andy Teal, AIS Coordinator- reviewed, on file. b.
