Comprehensive Community Services (CCS) Coordination Committee Meeting

January 10th, 2023
Members Present:
Ashland County: Terry Barningham, Jan Kupczyk
Bayfield County: Tom Croteau, Cecelia Webb, Lorna Gamble, Josh Gilbert.
Members-At-Large: Thomas Mittelstaedt, Val Levno

Call to Order and Introductions:
Meeting was called to order at 12:35 by Tom Mittelstaedt and roll call was taken by Val.
Discussion and Possible Action:
CCS Plan and Policy Updates:
Val updated all on the Plan and Policy updates for Ashland County CCS and Bayfield County CCS. The
changes were the same in both Ashland and Bayfield Plan and Policy update with the exception of the
change of address for the Ashland County CCS program. Major updates were completed in the Vendor
and Provider Lists, Organizational Chart, and Staff Listing. The Ashland County CCS staff moved from the
514 Main St. W building to 630 Sanborn Avenue building in September so there was address and phone
update for that as well. The State of WI changed the Misconduct Reporting System and the Department
of Quality Assurance/Office of Caregiver Quality changed their submission language. The Business
Contract was also updated for the Plan and Policies.
Satisfaction Survey Results for Wisconsin Department of Health:
Val updated us on the State Satisfaction Surveys given out to participants in both ACCS and BCCS. The
surveys are for participants with mental health and/or substance use with 6 months of service history.
Anyone who was discharged within 3 months who had 6 months of service were also eligible for the
survey. The survey period was moved up for 2022 to August through October rather than over the
holidays as previously done. Ashland had 26 active and 8 discharge surveys returned with 38
participants eligible with 1 youth. There were no family surveys this time. With 21 responses for ACCS at
Regional Minutes: Motion made by Jan K and seconded by Terry B to accept the minutes from
October. Motion passed and minutes approved.
62% that more than doubled what the state response rate was. Bayfield County had 25 active
participants and 4 discharges participants that were eligible, 3 youth surveys and no family surveys. The
response rate for them was 79% and without the discharges was 92% as the state response rate was
only 30.9%. Ashland County scored a bit lower on outcome, functioning and social connections while
Bayfield County had a lower response rate but was above the mean score. Looking to 2023 to helping
participants connect in the community such as getting out and having coffee or lunch, make new friends
and engage with contacts. Ashland County has such resources as the Stone Soup Cafe, Partners in
Recovery, Genesis, and NAMI. Bayfield County has community gatherings at North Coast Coffee, area
churches, walking and quilting groups, Red Cliff Drop-In Center has AA/NA supports and cultural
activities for tribal and non-tribal community members. Tom M asked where this information could be
located. Tom C stated that the service facilitators have this information and can be found in community
centers. The service facilitators will be having these conversations with participants and with the
addition of more service array staff and training by the service facilitators, it will be easier to find these
community supports. Tom C. states there will be planning to implement a process for group discussions.
Participants do have the option of having whomever they want in the room/discussions with them.
Tom M asked for any further comments or questions.
Program Report:
The Program Report was discussed with all participants in the meeting.
Children’s Services:
Val reported on the Equine Assisted Learning. Bridget has accommodated the request to have after
school and weekend hours for the children involved in the program.
New Business:
Tom M. recommended that the election of officers should be at the April 2023 meeting. He also thanked
all who have taken part in the committee.

No other participants besides the committee.
Other Business:
Cecelia stated that she will be opening up the upstairs of her home for the Life Ring Recovery Group in
July and this is a non-religious group for anyone who is uncomfortable in the AA/NA setting. She will be
ordering the resources to distribute soon and Val and Tom agreed to help promote this group for her.
Josh did mention the living wage for peer specialists and Val states that she will look in to this for him.
Future Meeting Date:
Next meeting will be on April 11th. This will be a hybrid meeting in Washburn.
