BOARD OF HEALTH MEETING
Tuesday, February 14, 2023 – 5:00 PM
Present: Jeremy Oswald, Madelaine Rekemeyer, Jeffrey Silbert, Terri Kramolis, Fred Strand, Mary
Dougherty, Elaine Kopp, Dr. Deb Dryer (arrived at 5:22 p.m.)

1. Call the Meeting to Order: The meeting was called to order at 5:00 p.m. by
Chairman Oswald.
2. Approval December 13, 2022, Meeting Minutes: A motion to approve the December
13, 2022 meeting minutes was made by Silbert; motion seconded by Kopp. Motion carried.
3. Public Comment: No Public Comment.
4. Presentation by Holly Weber on Mental Health and Substance Use Disorder
in Bayfield County Schools and Plans to Address: Holly Weber, Public Health
Nurse, focuses mostly on the prenatal care coordination, maternal/child health and
AODA (alcohol and other drug awareness) prevention programs. When the COVID
pandemic happened, these programs got pushed to the side. Weber has been trying to get
back to working on thesis programs and move away from the pandemic in the last year.
She had been the school liaison for the Health Department during the pandemic, which
gave her a foot in the door for other programs. Weber reported that as expected, the
mental health aspects on the students that were surveyed in the Bayfield County schools
have gone up in regards to anxiety, depression, self- harm and suicidal ideation with a
plan. For example, in 2019, 15% (fifteen percent) of the students surveyed said they
considered suicide and in 2021 that number jumped to 25% (twenty-five percent). The
schools have been working on getting the students to feel connected to their peers and
having that social connectedness, especially with going back to in person learning.
Alcohol and drug use numbers didn’t change much; Vaping numbers declined. There are
more that are looking to quit. The survey for trauma and adversity issues came back with
alarming numbers. 16% (sixteen percent) of students reported experiencing rape, sexual
assault or intimate partner violence. Last year, Weber had worked with New Day
Advocacy Center to arrange an assembly speaker to talk at the schools about consent,
sexual assault prevention and healthy relationships, which was very well received.
Bayfield County was approached by the Washburn High School seeking assistance for
the alarming trends they were seeing with their students, such as vaping, self-harm,
substance abuse, mental health concerns, etc. Several county departments along with the
Health Department met with school administrators to discuss these issues and to offer
resources and support. The UW Extension department held a youth mental health first aid
training at the Washburn School for the staff, which was well received. Since then, there
have been similar trainings offered in Bayfield County. The American Lung Association

provides education on vaping and are involved with the schools. There is talk of forming
a school health collaborative alliance to meet monthly to discuss the trends and issues
that are being seen in the local schools. There is discussion with the American Lung
Association on putting in permanent drop boxes in the schools for vaping and other items
that are confiscated. Weber is working on getting different activities set up for local
students such as free skiing at the local ski hill. There is a school health fair in the
planning process which will include topics that relate to adolescent and child health.
5. Review and Possible Action Regarding 2022 End of Year Financial Report:
Review of 2022 Health Department End of Year Budget. Revenues – still outstanding –
at $926,011.74 and expenditures at $1,210,697.00. Tax levy prior to all revenues received
is $284,685.26, which is comparable to 2021 at $281,074. The health department
typically receives reimbursements for grants with a three-month delay; there will likely
be additional revenues being received in 2023 for the 2022 fiscal year. The total
percentages received and expended during 2022 are at less than 100% - underbudget for
the 2022 fiscal year. A motion to accept the 2022 year end budget and place it on file was
made by Kramolis; motion seconded by Strand. Motion carried.
6. Discussion and Possible Action Regarding the Resolution to Accept the 2022
Health Department Budget Amendments: 2022 expenditures for the
Environmental Health program exceeded revenues by $22,535. Carryover funds from
previous years when fees collected exceeded expenses are proposed to be used to account
for the additional expenditures in the Environmental Health program for the 2022 fiscal
year. A motion to approve the resolution and present it to the full County Board, was made by
Rekemeyer; motion seconded by Kramolis. Motion carried.
7. Review and Possible Action Regarding Budget Report for January 2023:
Presentation of the 2022 Health Department budget for year-to-date through January 31,
2023. Grant revenues typically have a three-month delay in being received and account
for the low revenues to date. Year-to-date expenditures are at about 6%, which is typical
for January. A motion to review and place on file was made by Oswald; motion seconded by
Silbert. Motion carried.
8. Discussion and Possible Action, 2023 Budget Amendments
a. Discussion and Possible Action Regarding the Resolution to Accept
the Wisconsin Lead-in-Water Testing & Remediation Initiative Grant:
A resolution to accept funds in the amount of $4,800 from Wisconsin Department
of Health Services for lead testing and remediation at childcare facilities in
Bayfield County. A motion to accept the resolution and present to the full County
Board was made by Kramolis; motion seconded by Rekemeyer. Motion carried.

b. Discussion and Possible Action Regarding the Resolution to Accept
TUFTS Telehealth Funding (THIS-WIC) Carry-over Funds: A resolution
to accept carry-over funds in the amount of $1,631 from Wisconsin Department
of Health Services for an online nutrition education platform pilot project for the
WIC Project. A motion to accept this resolution and present to the full County Board
was made by Silbert; motion seconded by Kopp. Motion carried.
9. Discussion and Possible Action Regarding Resolution in Recognition and
Appreciation of Ellen Braddock’s Years of Commitment and Service on the
Board of Health: A motion to accept the resolution to recognize and appreciate Ellen
Braddack’s service to the Board of Health and forward on to the full County Board was made
by Strand; motion seconded by Rekemeyer. Motion carried.
10. Discussion and Possible Action; Environmental Health Ordinance & Fees:
a. Discussion and Possible Action, Amendatory Ordinance-An Ordinance
Amending Title 9-Chapter 2 and Title 9-Reference Document A of the
Code of Ordinances, Bayfield County, Wisconsin: The Title 9 – Chapter 2
and Title 9 – Reference Document A has not been reviewed in several years.
The proposed revision includes the appeals process in conformity to State
Statutes. Additionally, with the expectation that fees will change and shift more
frequently than changes would be required or recommended for County
ordinance, the fee schedule has been removed so that updates due to
inflationary increases can occur more frequently without the requirement of
ordinance change. Level changes with State fee increases may be approved by the
Board of Health – as the current ordinance states. Any increases above level
State fee increases must be recommended by the Board of Health and approved
by the County Board. A motion to approve the mandatory ordinance and forward on
to the full County Board was made by Strand; motion seconded by Silbert. Motion
carried.
b. Discussion and Possible Action Regarding Reference A-Environmental
Health License Fee Schedule: Rising program costs and increases to State
fees have affected and will continue to affect the Environmental Health budget.
License fees have not been changed in several years and in 2022 the EH program
expenditures surpassed revenues. The State fee will be increasing 1% over the
next several years. An overall 5.3% increase has been proposed for EH license
fees for the 2023-2024 license year - factoring in a time analysis study as well as
complexity and risk factors related to establishments being licensed. The
proposed changes would go into effect April 1, 2023 for the license year
beginning on July 1, 2023. A motion to approve the Environmental Health License Fee
Schedule apart from the ordinance and forward to the full County Board was made by
Rekemeyer; motion seconded by Dougherty. Motion carried.

11. Update on Health Department Staffing: We have one vacancy currently in the
health department. There is an opening for a 0.6 FTE Reproductive Health/Public
Health Nurse for the Family Planning Program.
12. Update on Health Department Programs and Services: Nathan Hauber, PH
Nurse, is the new coordinator for the Employee Wellness program; Hauber is working
on community wellness as well as the continued employee wellness program. There
will be a blood drive scheduled soon as well as the mammogram mobile unit. There are
ongoing workout classes for employees to participate in after work hours. The Health
Department has taken over the management of the AED’s that are placed around the
courthouse buildings. COVID booster vaccinations are being done by appointment in
the Health Department. Wartman is looking to only offer flu vaccinations in the schools
in the future instead of offering all childhood vaccinations. Public Health nurses put in
many hours of prep work that could be done by the child’s provider. The transient non-
community well water testing program will only be testing in Bayfield and Washburn
counties this year, as Taylor County has been dropped from our program. The Bay Area
WIC program has seen an increase in participants which may increase even more as the
extra food share benefits come to an end. The reproductive health program is adding on
a telehealth option for clients. In conjunction with the WIC program, the Health
Department is working on a pilot program to provide WIC participants with automatic
blood pressure units to check/monitor their blood pressure at home. The data collected
will be used for a learning collaborative. Wartman discussed the ongoing remodeling
project in the Annex building.
13. Committee Input: Kopp will not be at the April meeting as she will be on vacation.
The April meeting would have been her last as she is retiring from the Board of Health.
14. Next Meeting Date: Tuesday, April 11, 2023, 5:00 pm, in the Bayfield County
EOC and remotely via Teams.
