Opportunity for Public Comment (Limit 3 minutes please.) No Public Comment Discussion and Possible Action – Review and approval of the October 27, 2022, meeting minutes Motion by Malinowski, second by Irvine to approve the October 27, 2022, meeting minutes as presented. Motion passed. Program Presentation –Role of the Certified Peer Specialist in the Comprehensive Community Services (CCS) Program – CCS Services Facilitator Vanessa Sowl, Mike Kelly, Certified Peer Specialist (CPS) • Peer Support 101 o The program is client centered and recovery oriented. o It is a voluntary program. o Peer Support services are based on self-determination and the client’s personal approach to recovery. o Certified Peer Specialists must have a high school diploma or a GED and lived experience to offer support. o They often share stories about their own journey. o There are many different paths for recovery. o The Peer Specialist identifies the individual’s strength to assist them. • There are currently 1500 trained Certified Peer Specialist in Wisconsin. • Peer Specialists must be able to adapt. • Parent Peer Specialists are a new designation. • Parent Peers are trained to support the recovery of parents of children and youth navigating mental health and substance use. FINAL: Approved at the 1/26/23 BCDHS meeting BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING EOC & Virtual December 6, 2022 K:\Agendas and Minutes\DHS Board\Minutes\2022 DHS Board Minutes\2022-12-06_BCDHS_Board_meeting_minutes - final.docx 2 Monthly Section Reports Aging & Disability (A&D) Services – Carrie Linder • Is completing staff evaluations due mid-December • Is monitoring funding sources and expending grant dollars prior to year’s end. • 2023 contracts are being issued and distributed to providers. • 2023 grant applications are being completed and submitted. Economic Support Services – Jeanine Spuhler • Employees are busy processing Wisconsin Home Energy Assistance Program (WHEAP) applications • Some calls are coming in due to furnaces that are not working. • The Public Health Emergency continues. The next evaluation date will be in February 2023. • The Northern Consortium has an increase in Ukrainian Refugees looking to apply for benefits, mostly in the southern part of the region in Wood County. • Spuhler is completing employee evaluations. • Brittany Maxwell completed new worker training and is in the process of shadowing other workers. Family Services – Mary Anich • Alice Wilson-Child Welfare Case Manager and Michelle Arganbright- Youth Justice Services Case Manager joined the Family Services team. • Anich is working in the field alongside new employees to provide training for them. • Briana Aldaba completed two grant applications that may help support Foster Care and Kinship Care Providers. • Aldaba is facilitating a holiday party for children placed in foster care and kinship care homes and their providers at the Iron River Community Center this weekend. The party is supported by community donations. Support Services – Stephanie Eder • Working on succession planning and cross training support staff. • Sarah Traaholt and Eder joined the Bayfield County holiday luncheon planning committee. • Eder is completing employee performance evaluations. • ECHO/eVantage, a new software that is Electronic Health Record (EHR) compliant, was chosen to replace the Management Information System (MIS) used by CCS. Behavioral Health & Community Programs – Tom Croteau • Croteau completed annual employee evaluations. However, quarterly evaluations are required for newly hired employees, those who have worked at Bayfield County less than a year, so Croteau will be completing more evaluations soon. There is flexibility with this grant, so the funds can be used for services not otherwise funded, such as sober living. • There are currently 40 participants enrolled in CCS. • Croteau and staff are working with several referrals to CCS and CSP which may result in additional participants to the programs. Monthly Reports Monthly Financial and Training reports were reviewed and placed on file. Discussion and Possible Action – Review and Approval of the 2023 Bayfield County Department of Transportation Grant (s85.21) Application • Linder reviewed the applications and the seven projects to be funded in 2023. Motion by Dougherty, second by Oswald to approve the 2023 Bayfield County Department of Transportation Grant (s85.21) Application. Motion passed. Other (Informational Items) None Future Meetings A.
