HomeMy WebLinkAboutTribal-County Relations Committee - Minutes - 8/13/2003Minutes of the Bayfield County Tribal Study Committee Meeting 1:00pm, Wednesday, August 13, 2003 Red Cliff Fire Hall The meeting of the Bayfield County Tribal Studies Committee was called to order at 1:00pm, Wednesday, August 13, 2003, at the Red Cliff Fire Hall by acting chairman Ray DePerry. Members Present: Dave Good, Ray DePerry, Phil Gordon, Members Absent: Dick Compton and Leo LaFernier. Others Present: Donna Lynk, Mark Abeles-Allison, Paul Susienka, Robert Follis, Dick Young, Judge Ray Buffalo, Pam Deragon, Karl Kastrosky, Ian Meeker, Dave Ujke, Charles Bresette, Beth and Kris Kavajecz Discussion Regarding Teen Court. Presentation by Ian Meeker: Ian Meeker with the University of Wisconsin Extension presented information on the Bayfield County Teen Court program. He explained that the program began in 1998 and it is used for first time offenders that agree to appear in front of the teen court. Teens on the panel take an oath of confidentiality and the court is held in the actual courtroom. Judge Buffalo expressed an interest in having a presentation to the Youth Services Committee and suggested that due to the small tribal population, it might make more sense for several local tribes to discuss this concept on a regional basis. Bayfield County Zoning Administrator-Karl Kastrosky: Karl explained that he did not have a specific item to address, but was attending the meeting to help develop a positive working relationship with the tribe regarding zoning issues. He explained that the tribe is in the early stages of forming a zoning office and he offered his assistance in this process. Ujke thanked Kastrosky for his efforts on working with the tribe on tribal land requests. Ujke referred to a recent case where the county and tribe worked very well together to resolve zoning concerns. Motion Regarding Minutes of the January 24, 2003 Tribal Studies Committee Meeting; Motion was made by Gordon, second by Good to approve the minutes of the January 24, 2003 meeting. Motion Carried. Discussion Regarding Bayfield County Community Service Program: Kris Kavajecz, Bayfield County Community Service Coordinator, provided a brief overview of the community service program and asked committee members for support in placing participants in the Red Cliff and Bayfield area. Review and update on Tribal Land Issues. Ujke provided an overview of the proposed Memorandum of Understanding regarding land issues. There was a brief discussion regarding the contents of the MOU. Lynk requested that the discussion regarding the Anton Buffalo property be moved to the next meeting. Review and Discussion regarding Civil Rights Compliance Issues.: Ujke explained that the county and tribe are continuing to work on this issue. Discussion regarding Law Enforcement. : Sheriff Follis reported that the county and tribal Police are working more closely in the recent past. Concerns were discussed regarding the state funding of the tribal Police Department. The two departments will meet in the near future to discuss the 2004 Law Enforcement Agreement. Abeles-Allison initiated a discussion regarding the new CODY Law Enforcement software. It was suggested that Red Cliff could link to this software for a reasonable cost and then have access to the same law enforcement records as the county. Funding and logistics for this technology were discussed. Enhanced 9-1-1 update: Abeles-Allison reported that the county is hoping to begin testing in late September. Updates and Discussion of any other tribe or county issues that may benefit the other organization: Ujke reported that the tribal Dental Center is scheduled to open on September 1. There is a possibility that dental care may also be available to non-tribal members at the Dental Center. This may be possible through a joint determination under the Indian Health Care Improvement Act. DePerry reported that the architect and construction contractor are schedule to meet in the near future to come to concensus on the estimated cost of the Resort Complex .There will be a public informational session on September 24. The Aqua Culture facility will be re-bid due to the fact that all initial bids came in significantly higher than anticipated and because necessary funding had been re-allocated to another project. Next meeting is scheduled for October 22, 2003 at 1:00pm. Motion by Good, Second by Gordon to adjourn. Motion Carried. Meeting adjourned at 2:45pm.
