HomeMy WebLinkAboutTribal-County Relations Committee - Minutes - 11/6/2003Minutes of the Bayfield County Tribal Study Committee Meeting 2:00pm, Thursday, November 6, 2003 Bayfield County Board Room The meeting of the Bayfield County Tribal Studies Committee was called to order at 2:12pm, Thursday, November 6, 2003, at the Bayfield County Board Room by acting chairman Richard Compton. Members Present: Dave Good, Ray DePerry, Phil Gordon, Richard Compton Members Absent: Leo LaFernier Others Present: Donna Lynk, Mark Abeles-Allison, Amelia Lindsey, Jan Victorson and Kris Kavajecz Motion Regarding Minutes of the August 13, 2003 Tribal Studies Committee Meeting; Motion was made by Good, second by DePerry to approve the minutes of the August 13, 2003 meeting. Motion Carried. Motion by DePerry, Second by Gordon to move items 6 and 7 up on the agenda, ahead of item 3. Motion Carried. Enhanced 9-1-1 update: Jan Victorson provided a copy of an educational flyer that is handed out in the community, which explains what number to call in an emergency and what the caller should say. It also includes non-emergency phone numbers for law enforcement. This flyer will be updated when Enhanced 911 is implemented. Victorson reported that the most recent information on cut-over to Enhanced 911 is mid December. She explained that the community will need to be educated regarding a delay of up to 10 seconds before the phone will ring on a 911 call. Deperry suggested creating a public service video at the Red Cliff News station that could be broadcast over the television and radio to inform the citizens. Victorson also offered that there are a couple of children’s educational videos that can be loaned out to teach young children how to use 911. Compton questioned if address information will be available when cell phones are used. Victorson explained that if a cell phone is used to make a 911 call, the call will go to the nearest tower, which could be to the Douglas County, Ashland County, or North Shore emergency service centers. Victorson explained that there is currently no technology available to route these calls to the Bayfield County Dispatch Center or identify the address of the caller. Victorson stated that there is a question regarding the road names for two roads in Red Cliff. DePerry stated that one road has been named and the second will be named in the near future. Abeles-Allison reminded the group that users will see a charge on their phone bills when Enhanced 911 in implemented, and that the fees go to the phone company for providing the service. Victorson left the meeting at this time. Dental Care Grant Program: Amelia Lindsey explained that the County has received a “Seal a Smile Grant” of approximately $7000. The grant was used to purchase mobile dental equipment that will be used to put sealant on children’s teeth in local schools. South Shore and Drummond school districts will be the first to receive the benefits of this program. DePerry reported that the Red Cliff Dental Clinic opened to patients this week. Millie explained that she is working with the tribe to refer other county residents that can utilize this service. A discussion was held regarding whether the pharmacy in Red Cliff will be able to offer services to non-tribal persons. Due to the recordkeeping issues, this is not possible at the moment, but the tribe is working on rectifying this in the future. Lindsey left the meeting at this time. Review and update on Tribal Land Issues. The committee reviewed the Memorandum of Understanding and discussed potential changes. Discussion centered around whether the MOU should identify a percentage or dollar amount on fractionalized parcels that the county could consider conveying interest to the tribe. The group decided to leave the wording as it was drafted. Lynk explained the process that the tribe would have to go through to re-acquire fractionalized interests by non-indian heirs. Lynk provided a report identifying the existing fractionalized parcels that may be partially owned by the county. Lynk also explained that since the Indian Land Consolidation Act was passed this problem will no longer be an issue once the identified parcels are taken care of because it is no longer permissible for non-indian heirs to acquire tribal land interests. DePerry and Lynk explained that the process determined in Bayfield County may become a template for other county and tribes facing the same situation with fractionalized interests. Motion by Good, Second by DePerry to recommend this Memorandum of Understanding and forward it to the Bayfield County Land Sales Committee for consideration. Motion Carried. Discussion regarding Law Enforcement. : DePerry reported that the tribe approved the resolution supporting the cooperative law enforcement agreement and grant application. Abeles- Allison stated that the county just received word that the 2004 allotment will be reduced to $59,000, which is approximately $10,000 less than 2003. Abeles-Allison reported that the new agreement includes a stipulation that the Sheriff and Red Cliff Police Chief will meet quarterly at a minimum. Abeles-Allison also explained that the Chief Deputy and Red Cliff Police Chief are working on technology opportunities to enhance communications equipment and capabilities for the tribe. Updates and Discussion of any other tribe or county issues that may benefit the other organization: Abeles-Allison reported that Red Cliff will likely receive $354,000 in funding through the Army Corps of Engineers Environmental Infrastructure Grant Program. The County supported their application during the regional meeting to determine funding. Abeles-Allison also provided information regarding the County’s recent grant application for a Coastal Management Grant, which will provide education to Lake Superior Coastal Communities regarding Shoreland Zoning issues. The next meeting of the Tribal Studies Committee is scheduled for Wednesday, January 7 at 10:00am in the Red Cliff Fire Hall. Motion by DePerry, Second by Gordon to adjourn. Motion Carried. Meeting adjourned at 3:40pm.
