The meeting of the Bayfield County Tribal Studies Committee was called to order at 10:100am,
Wednesday, March 24, 2004, at the Bayfield County Board Room by acting chairman David
Good.
Members Present: Dave Good, Richard Compton, Ray DePerry, Phil Gordon, Leo LaFernier
Others Present: Bill Kacvinsky, Paul Susienka, Donna Lynk, Chris Johnson, Jan Victorson, and
Kris Kavajecz
Motion Regarding Minutes of the January 20, 2004 Tribal Studies Committee Meeting;
Motion was made by Gordon , second by Compton to approve the minutes of the January 20,
2004 meeting. Motion Carried.
Discussion & Possible Action Regarding Joint Veteran’s Celebration (Chris Johnson):
Chris Johnson explained that he had discussed the “moving wall” possibly being brought to Red
Cliff as a display exhibit. Chris has spoken with the County Administrator and potential grants
will be looked into to make this a joint effort between the tribe and county. $6000 sponsorship
fee. Compton reported that he has viewed this exhibit in Vilas County and it was very
impressive. Johnson also reported that the exhibit will be shown in Hayward this summer. The
committee discussed that there is approximately a one year lead time to reserve the exhibit.
Potential events that the exhibit could correspond with were discussed, such as the opening of the
convention center and casino in Red Cliff. Johnson suggested promoting the event in advance
through the local veteran’s community.
Enhanced 9-1-1 Update (Jan Victorson): Victorson reported that the E911 system is in the
testing phase. Some glitches have been identified and are being resolved. Addresses are now
being viewed on monitors in the Dispatch center when calls come in. Training for the
communications operators will be planned for early April. Victorson provided samples of some
educational information he office is working on regarding E911. Press releases are ready to be
sent out as soon as the phone companies give the OK. Victorson suggest that committee
members make test calls from their home. They should call 511 from the Bayfield area to test the
system.Victorson clarified that the E911 system ONLY works from landline phones, it will not
work for cellular phones. Discussed distributing mailers to all citizens. Discuss using voting
polls as a means to distribute information on E911. Suggestion by Lynk to include information
on E911 on as many county and town web sites as possible. Susienka clarified what happens
with cellular calls.
Review and update on Tribal Land Issues.
A. Memorandum of Understanding: DePerry stated that the last minute proposed
changes were brought to the Tribal Council last week. The Council went on
record to accept the changes. Suggest from Good that the MOU be placed on the
April 20 County Board Agenda.
Motion by Compton to approve the Memorandum of Understanding as modified and
forward it to the full county board for consideration at the April 20, 2004 meeting.
Motion Carried.
Kavajecz was asked to request the County Clerk to forward and agenda to the tribe for
the April 20, 2004 meeting.
B. Other land issues: Lynk reported that she obtained a report of 118 persons with
fractionalized interests in tribal land. Lynk continues to work on this issue.
County/Tribal Law Enforcement Agreement Status Report; Chief Bresette reported that the
tribal police and County Sheriff’s Department are working more closely and things are going
well. Susienka reported that they will be holding a quarterly meeting between the two
departments. Bresette stated that they now have 3 officers and would like to hire at least one
additional officer. The two departments are working cooperatively with regard to equipment
sharing.
• Listing of cooperative opportunities; Sheriff
• Law Enforcement Technology; Chief Deputy: Red Cliff Police are considering becoming
users of the CODY system. This will greatly enhance communications and reporting.
Susienka gave Bresette a draft user agreement.
Discussion of Development Plans in Red Cliff; Ray DePerry: DePerry stated that there was
discussion of him presenting an update on Red Cliff plans to the full county board. DePerry
would be willing to provide an update at the April 20 County Board Meeting.
Ground breaking is scheduled for the first week of May. Tribal Council will be meeting
tomorrow to finalize plans. DePerry is hoping to have a public informational session to unveil
the project to the public on April 22, 2004. Existing marina will continue to operate as is for the
time being. Campground will be closed.
The next meeting was set for May 13, 2004 at 1:00pm at the Red Cliff Fire Hall.
Motion by DePerry , Second by Compton to adjourn. Motion Carried. Meeting adjourned at
11:10am.
