The meeting of the Bayfield County- Red Cliff Band of Lake Superior Chippewa Tribal Study
Committee was called to order at 10:00am, Monday, July 24, 2004, at the Red Cliff Fire Hall.
MINUTES
Motion by Compton seconded by Gordon to approve minutes of the May 14, 2004 minutes.
Motion carried.
LAW ENFORCEMENT TECHNOLOGY
Bressette discussed the $72,000 grant that the department was applying for through the COPS
program. Some of these monies would be used for mobile data terminals in vehicles and
repeaters. Bressette also discussed the recent switchover to the county’s CODY system. He
mentioned the technical problems made it so that they could not access the system for many
days. This made entry impossible and slowed down operations.
VETERAN’S CELEBRATION
Chris Johnson updated the committee on progress with the portable Vietnam War Memorial. He
said that July was the deadline for getting materials together for the JEM application and that he
was concerned that we were already too late for this year. Ray mentioned that Mark Montano,
the new Vice Chair would be taking this issue on. It was discussed that the original idea was to
combine this with the opening of the Casino and or Hotel in July or October of 2005. At this
point plans were not solidified enough. The group agreed that Mark Montano would work on
this with the County and plan for the wall in the future. July 4 of 2006 was suggested as well.
TRIBAL LAND ISSUES
Ray noted that the Agreement had been signed by all parties and was now in effect. He
recommended that the group get appointments for the Tribal Lands Working Group so that they
can begin making recommendations back to the Committee. In accordance with the Agreement
each party will appoint three members to the group prior to the next committee meeting in
September 16 at 1:00pm in Washburn.
The committee also discussed rice harvesting issues. Ray will be preparing a letter in advance of
Rice Harvesting season in mid to late August to address this and make sure everyone is on the
same page.
DEVELOPMENT PLANS IN RED CLIFF
Ray noted that the Tribe was striving to make the August 15 date of securing funding for the
Casino/Hotel project. He noted that if the project was begun this year, the dirt work could still
be done by winter and construction could begin early in the Spring. He was optimistic that the
project would continue as planned.
Ray also discussed the possibility of a Modular Home Plant in Red Cliff. He noted that
$700,000 had been secured and that the Tribe was researching similar plants on other
reservations. The potential for 30 – 50 jobs was also discussed, as well as the ability to address
housing needs in concert with Operation Walking Shield and the casino project.
The Aqua Culture center is progressing as planned.
OTHER ISSUES
• Chris Johnson raised the issue of Veteran Service Officer training opportunities.
• Abeles-Allison mentioned the 154 fund opportunities and will fax info sheet to Ray.
• The Tribal / County Law Enforcement Agreement was mentioned, we are now half way
through the year. Goals for the two entities were discussed.
It was agreed that the next meeting would be in Washburn on Thursday, September 16.
Motion by Compton, seconded by Gordon to adjourn. Motion Carried. Meeting adjourned at
11:10am.
