Item 1: The meeting was called to order by Ray DePerry at the Red Cliff Fire Hall at
10:00am.
Item 2: Approval of the minutes. Good made the motion to appove the minutes of
November 15, 2004, seconded by Gordon. Motion carried.
Item 3: Veteran’s Wall: DePerry reported on the progress with bringing the Vietnam
Veteran’s Wall to Bayfield County and Red Cliff. Work continues on this but the dates
will be delayed until 2006. Possible events that could be coordinated with this were the
Hotel / Casino project ribbon cutting or a major pow wow. Mark Montano will follow
this project up.
Item 4: Section 154 Corps of Engineers Funding: New guidelines for the 2005 year were
recently distributed by the Corps. Dates for submittal of projects will be August so
planning will begin by the County in June. A newsletter was sent out informing
municipalities and the trip about the dates. DePerry reported on the second of two
$375,000 Section 154 grants that the community received. This year’s funding will
continued to be used for water and sewer infrastructure for new housing and building
development. Future projects may be used for hooking up the aqua culture facility and
utilities along Highway 13, thus opening the corridor to development. DePerry also
mentioned utilizing funds for marina work.
Item 5. Criminal Justice Programming: The county jail literacy program will continue in
2005 as the result of another year of Byrne Memorial funding. The program will now be
offered three days a week instead of two. Participation by Native Americans is greater
then the remaining population. Coordination between the county and tribal law
enforcement programs is important. The next All Sheriff’s Department training date was
shared with Chief Bressette and an invitation was extended for him to attend.
Item 6: Strategic Planning: The county is beginning a strategic planning session. As the
program unfolds we will keep Red Cliff updates as to how input can be provided for the
county’s plan.
Item 7: Tribal Land Use Issues: The subcommittee has met twice and continues to work
on outlining the issues. David Good reviewed issues with the different types of tracts and
progress the committee was making.
Item 8: DePerry reviewed current plans including:
• They were compiling numbers for the casino
• They were talking with bankers about financing. A May ground breaking was
still possible.
• Other topics mentioned included:
o Clinic expansion including wellness center and physical therapy
o Developing infrastructure for development park.
o Aiken Community Garden project
o Business development ideas including a bakery, barber, bank, mini-sub
shop.
Item 9. Other items: The Drug Free Communities Grant application program was
recently advertised and there was discussion about the county and tribe cooperating and
putting an application together jointly. DePerry suggested contacting Lynn Basina.
Chief Bressette noted that there were some printing problems with Cody and simple
reports could not easily be produced. Mark will discuss with Dan Clark.
